RE: Red Star Express Lines Site Plan Review.
Dear Austin:
This letter regards my review of the above mentioned site plan.
The overall concept of this plan conforms with the requirements
discussed during our site plan meeting, yet some minor details need
to be met before I can recommend final site plan approval. I offer
the following comments:
1) The engineer certificate requires a signature.
2) The use and zoning of the property adjoining the property line
specified as S40 291'2811E needs to be listed.
3) Any outdoor signs, storage areas, or trash receptacles need to
be shown on the plan.
4) The number of McGhee Road should be included.
5) Please indicate any drainage easements.
6) I can not verify an erosion and sedimentation control plan.
I am especially concerned with protecting the area to be used
as a stormwater management area since it is on the property
line between Red Star and Lenoir City. Also, the improvements
to the parking area and grading for the new warehouse facility
need to be protected to insure that sediment is not tracked
onto McGhee Road.
I have received approved comments from the Virginia Department of
Transportation, and the Frederick County Sanitation Authority. I
believe that the Fire Marshal's comments are addressed; however, I
am waiting for a verification from his department. I still need
approved comments from the Building Inspections Department, the
County Engineer, and revisions made based on the comments listed
above before I can recommend approval of this plan.

COMMENTS
SITE_PLAN
1. It appears that the 2.324 acre Parcel "B" was
originally included in the existing stormwater
detention basin. If so, this area and its
improvements should be included in the design of the
new detention basin.
2. Refer to the spillway detail. A concrete cutoff
should be added to provide an impervious barrier up to
elevation 707.2. Also, specify a berm crest width of at
least 3 feet to facilitate maintenance.
3. 1-he existing detention area appears to be poorly graded
creating a perpetual ponding condition. Minor
downstream channel improvements should be proposed to
prevent this condition from occurring in the new
fac.i 1 ity.
4. The inlet end of the "B" pipe should be extended into
the detention facility at least 18 inches to vent
clogging from sloughing berm slopes. This ex � a

area should be covered with rip -rap.
5. Spot elevations should be shown within the basin to
