This plan calls for the construction of a 2400 square foot automatic car wash, four (4) 1800 square feet self wash units, six (6) vacuum stations, an asphalt maneuvering area complete with curb and gutter and traffic directional arrows, Class I rip rap protection around the inlets, an on -site stormwater management area, a fire hydrant, a six foot solid wooden fence, landscaping and buffering, and all required erosion and sediment control measures. Dear Austin: This letter regards the site plan for Auto Laundry located on Route 647 in the Opequon Magisterial District. As you know, this site plan received final approval on May 21, 1991. The reason for this letter is to point out an error made during the site plan review. I classified Route 647 as a minor arterial road as specified by the County's Comprehensive Plan. This road is actually classified as a major collector road under the same plan. Because of the error in this classification, you were required to have all buildings setback fifty (50) feet from the property line. The actual setback for buildings along major collector roads is thirty-five (35) feet. The setback for the automatic carwash building is shown on the site plan as forty (40) feet. This conforms with the requirements of the Frederick County Zoning Ordinance and should be built with the setbacks shown on the approved site plan. I will change the approved copies of the site plan in our office and include this letter with the file. Please keep this letter with your files as documentation of this event. Our recom endations may be found on the attached plans marked in red and as follows: 1. In order to eliminate the deep ditch within the entrance island, the two (2) culverts should be extended and standard DI-3B with a 4' slot length added as noted. Also, the proposed DI-7 drop inlet should be raised to approximate elevation 761.0 and a concrete flume with erosion control stone added at the end of the southern radius to contain additional surface water. 2. The existing asphalt taper to the north is to be removed and the proposed taper to the south shortened to 36' as noted. 3. The existing sight distance, reference and speed limit are to be added to the plans. Please revise and resubmit four (4) copies for final approval. Box 601 Winchester, VA 22601 ENGINEERS ARCHITECTS Re: Auto Laundry Stephens City Site SCIENTISTS 17555.076 Dear Evan: We have reviewed the submission of this site plan of a new Auto Laundry site in the Stephens City area. They have addressed many of the comments that we brought up in our review of the first site proposed off of Rte. 522, north of Winchester. Our comments from the review of this site plan are as follows: A. ACCESS ISSUES: 1. The access to Rte. 647 is adequate; however, it would be preferable to limit the access point to either one entrance or to coordinate the proposed entrances with the south entrance in and the north access out of the site. All of the traffic flow alternatives combined with the vacuum cleaner stations between the entrances and the close proximity with the adjacent entrance to the dental office will make for a confusing entrance scheme along a road that is seeing increased traffic loadings. I suggest that: a) as a minimum, the two access points be limited (designed for) one-way traffic flow; b) the vacuums indicated in the front be place towards the rear of the site. B. GRADING, DRAINAGE, AND STORMWATER MANAGEMENT: 1. The proposed stormwater management plan for this site appears to be adequate. Although the method used in developing the hydrograph for estimating the detention volume required does not take into account the critical storm duration for the design storm that would generate the maximum volume, there appears to be an adequate factor of safety to accommodate additional storage on -site before it overflows into the right-of-way via the south entrance. ■ 11240 Waples Mill Road Fairfax, Virginia 22030 703.385.3566 Telefaz 703.385.8319 • 2. The fill slopes along the southern property line are approximately 1 to 1. This is typically too steep for stability. My greatest concern is where it approaches the drainage inlet. Approximately 50 to 100-feet to the east of the R/W very little drainage would impact this fall and it should be ok if sodded. In reference to my comment Al, the entrance could be narrowed to 20-feet if it is revised to a one-way "entrance" only and to 30-feet if it remains a two-way access. This will also allow the slopes to be reduced to 3 to 1. The grate of the inlet could be raised and additional fill material placed in the sump to reduce the slopes. An off -site construction nkcFirrF- ,s easement or letter of permission would be required. Since the properties are under common ownership, this should not be difficult to do. 3. I suggest that the discharge of the culvert under the north entrance be placed more to the center of the island for better slope distribution. Otherwise, the rip -rap should be granted in the area where the slope exceeds 3 to 1. EROSION AND SEDIMENTATION CONTROL PLAN: 1. An E&S plan showing proposed measures accompanied by a narrative was made a part of this submission. The plan appears to be adequate for this site. Based on the above comments, I feel the following items need to be addressed for final approval: J1 Revise the to the to the Op� entrance plan site eliminate northern access and use the southern access as the site entrance and exit; or use the northern access as an exit only with the southern access as an entrance only. 2. Consider the relocation of the front vacuum stations to the rear. 3. Reduce the fill slopes on the south property line from the right-of-way to 50-feet to the east, and in the front center island. I feel that on a road that will be receiving the traffic counts and activity that this area will see, too many entrances will add confusion to turning movements and will slow down smooth traffic flow.
