' The purpose of this project is the construction of a new 65,146 square foot
addition to the existing building. The site is located in Stonewall Magisterial
District, Frederick County, Virginia on the easterly side of Virginia Secondary
' Route 862. In addition to the building expansion, a new employee parking lot and
access roadways will be provided. An area of approximately 4.1 acres will be
disturbed during construction.
' Existing Site Conditions -
' The proposed site is an area of maintained lawn area covered with grass.
There are no trees or shrubs within the proposed construction area. The site slopes
' from east to west to an existing defined swale with existing slopes ranging from
approximately 1% to 2%. A pre development C factor of .2 was used for existing
open spaces and .9 for buildings and pavement.
' Soils -
The site is in the Frederick-Poplimento-Oaklet Soil Association. The
' area is characterized by gently sloping to steep, well drained soils that have a
fine textured subsoil, formed in material weathered from limestone.
' For purposes of design runoff conditions, antecedent moisture condition H
(normal consideration for the mid -Atlantic region) is assumed. Soils are of the

Oaklet (32B) Series. These soils have a moderate rate of water transmission,
therefore SCS Soil group "C" is adopted. A copy of the soils map is enclosed.

' Stormwater Management -
There is a possibility that the owners may expand further, adding an
' additional 40,000 sq. ft. of floor area. All detention calculations reflect the
development of this added floor space.
The rational method was used to determine peak flows to storm
structures and these values were used to size all storm piping. The design meets
' VDOT standards. All piping will carry the ten year storm. The rational method,
and hydrographs based on the time of concentration equaling storm duration were
used to estimate the peak run-off of a 2-year, 10-year, and 100-year and the Type
' II storm distribution, for the areas flowing to the Detention Pond, after
development. The site has been evaluated on a 2 and 10 year/pre and post
development basis. The goal of this study is to meet or exceed the control
' requirements of pre two -post two. The post -development two year discharge at the
northwest corner of the property will not exceed the predevelopment two year
' storm runoff to the same point.
The site lies in the Stonewall Industrial Park. A stormwater
' management plan for the park was completed in 1985. This plan used the rational
method to determine runoff rates and a post development C factor of .52 for the
developed park. The time of concentration for the drainage area, of which this
' site is part, is 13 minutes. The approved stormwater management plan allows a
post development discharge from the site of 20.63 cfs for the two year storm, and
28.08 cfs for the ten.
' Part of the site is existing
developed. Theweighted C factor is .38. As
' the time of concentration is specified by the stormwater management plan, it
remains at 13 minutes. The existing runoff from the site is 15.0 cfs during the two
year storm, and 20.4 cfs for the ten. These values are below that specified by the
' stormwater management plan.
In order that this expansion not effect the Red Bud Run watershed, a
detention pond is proposed. The pond will act to keep the net two and ten year
flows from the site below the existing runoff rates. A dry pond has been designed.
' A ten inch pipe will control the release rate from the pond. During the 100 year
storm the depth of water is eighteen inches. The inflow hydrographs, and routing
calculations are attached. An analysis of the flows which exist, the allowed
' flows per the stormwater management plan, and the estimated post development

flows are also provided. The post development two year net flow from the site is
' 14.05 cfs, the ten year flow is 18.61 cfs.
If the future 40,000+ sq. ft. expansion requires regrading of the detention
' pond area, maintaining the cross section area of the detention pond contours will
ensure the validity of the flow and retention estimates presented here.
' All flow from the site is directed to an existing storm conveyance channel
with flows to the west to Red Bud Run. As the predicted post development flows
' do not exceed what currently exists, this channel will be adequate.
Sediment and Erosion Control -
' In order to ensure the quality of runoff does not decrease during
construction, we have provided for silt fencing, straw bale barriers and a
' construction entrance to minimize erosion. Unless otherwise indicated, all
vegetation and structural erosion and sediment control practices will be constructed
' and maintained according to the most current minimum standards and
specifications of the Virginia Erosion and Sediment Control Handbook. The
erosion control measures are specified on the plans. The design at the detention
' basin outfall provides for some sediment storage during construction.
The detention pond will need to be maintained to ensure its continued
' effectiveness. The basin is to be seeded at 40 pounds per acre with a mixture of 57%
Kentucky, 31 % Tall Fescue, and 12% Redtop. Maintain the basin by mowing when
the grass height exceeds 6 inches. Inspect outlet periodically. Remove sediment
' and debris as required to ensure proper operation and appearance of the basin.
Inspection of the basin should be conducted after each major storm. At minimum,
' inspection of the basin should be performed annually. Particular attention shall be
placed on the grass planted on the basin side slopes to ensure the elimination of
erosion.
The stormwater plan outlined within this report meets all of the
requirements of the Frederick Planning Commission Regulations. The intent of the
' plan is to reduce and where possible eliminate the effects of this development on
the surrounding area.

Maintenance -
All soil erosion control structures shall be checked weekly by the
contractor during this construction period and after construction is completed until
grass cover is established. Sediment retained by these structures shall be
' continuously removed and placed in an area of the site specified. Damage to soil
erosion control structures shall immediately be repaired when identified by the
contractor. The contractor shall cooperate with all agents of the County, the
rEngineer and others who may identify needed facilities or work in order to protect
the environment within the subject of this report.

Dear Terry:
The Frederick County Planning Department administratively approved
Site Plan #005-91 of Century Graphics on March 20, 1991. This plan
calls for the construction of a 391900 square foot addition for
printing and storage, a fire lane to provide fire and rescue access
to the new addition, two new fire hydrants, additional concrete and
asphalt for loading and maneuvering, a stormwater detention pond,
and all appropriate erosion and sediment control measures.

This letter regards my preliminary review of the above mentioned
project. The overall concept and design of this plan is fine;
however, there are some minor details that need to be addressed
prior to. final site plan approval. I offer the following comments:
1) The use of the three (3) parcels owned by Paul D. Mildowney
needs to be specified.
2) If there are any signs, outdoor lighting fixtures or outdoor
trash receptacles located on site, they need to be shown.
3) The proposed parking will be a benefit to the site; however,
I suggest that you trade off a parking space closer to the
office for the proposed handicapped space. The proposed
handicapped space is a nice idea, but is not practical due to
the lack of linear sidewalks to this area.
4) Are there any drainage easements on or adjacent to this site?
In particular, along Route 862 and the NW boundary of this
site.
5) There is an engineer's seal regarding drainage, grading and
E & S control from G.W. Clifford & Associates. Should the
Shockey Company include their seal?
As I stated before, the plan is drawn very well which makes the
review process easier on me - thank you! All other review agencies
have approved this plan; therefore, once these revisions are
addressed, I will recommend final site plan approval. Once this
is obtained, you may proceed with all grading and other site
improvements. If you want to start site grading prior to final
site approval, a land disturbance permit is required from this
office.

1. ACCESS ISSUES: The developer/owner anticipates no additional employees as
a result of this addition. Using ITE methods, a building of this size
generates a substantial flow of traffic. However, the fact that the
development is within the Stonewall Industrial/Lenior City Industrial
Parks, access to this lot is assumed consistent with the master
development plan and the generated traffic should not create a major
detrimental impact on the surrounding road system.

Project Description -
The purpose of this project is the construction of a new 65,146 square foot
addition to the existing building. The site is located in Stonewall Magisterial
District, Frederick County, Virginia on the easterly side of Virginia Secondary
Route 862. In addition to the building expansion, a new employee parking lot and
access roadways will be provided. An area of approximately 4.1 acres will be
disturbed during construction.
Existing Site Conditions -
The proposed site is an area of maintained lawn area covered with grass.
There are no trees or shrubs within the proposed construction area. The site slopes
from east to west to an existing defined swale with existing slopes ranging from
approximately 1% to 2%. A pre development C factor of .2 was used for existing
open spaces and .9 for buildings and pavement.
Soils -
The site is in the Frederick-Poplimento-Oaklet Soil Association. The
area is characterized by gently sloping to steep, well drained soils that have a
fine textured subsoil, formed in material weathered from limestone.
For purposes of design runoff conditions, antecedent moisture condition II
(normal consideration for the mid -Atlantic region) is assumed. Soils are of the
Oaklet (3213) Series. These soils have a moderate rate of water transmission,
therefore SCS Soil group "C" is adopted. A copy of the soils map is enclosed.

Stormwater Management -
There is a possibility that the owners may expand further, adding an
additional 40,000 sq. ft. of floor area. All detention calculations reflect the
development of this added floor space.
The rational method was used to determine peak flows to storm
structures and these values were used to size all storm piping. The design meets
VDOT standards. All piping will carry the ten year storm. The rational method,
and hydrographs based on the time of concentration equaling storm duration were
used to estimate the peak run-off of a 2-year, 10-year, and 100-year and the Type
II storm distribution, for the areas flowing to the Detention Pond, after
development. The site has been evaluated on a 2 and 10 year/pre and post
development basis. The goal of this study is to meet or exceed the control
requirements of pre two -post two. The post -development two year discharge at the
northwest corner of the property will not exceed the predevelopment two year
storm runoff to the same point.
The site lies in the Stonewall Industrial Park. A stormwater
management plan for the park was completed in 1985. This plan used the rational
method to determine runoff rates and a post development C factor of .52 for the
developed park. The time of concentration for the drainage area, of which this
site is part, is 13 minutes. The approved stormwater management plan allows a
post development discharge from the site of 20.63 cfs for the two year storm, and
28.08 cfs for the ten.
Part of the site is developed. The existing weighted C factor is .38. As
the time of concentration is specified by the stormwater management plan, it
remains at 13 minutes. The existing runoff from the site is 15.0 cfs during the two
year storm, and 20.4 cfs for the ten. These values are below that specified by the
stormwater management plan.
In order that this expansion not effect the Red Bud Run watershed, a
detention pond is proposed. The pond will act to keep the net two and ten year
flows from the site below the existing runoff rates. A dry pond has been designed.
A ten inch pipe will control the release rate from the pond. During the 100 year
storm the depth of water is eighteen inches. The inflow hydrographs, and routing
calculations are attached. An analysis of the flows which exist, the allowed
flows per the stormwater management plan, and the estimated post development
flows are also provided. The post development two year net flow from the site is
14.05 cfs, the ten year flow is 18.61 cfs.
If the future 40,000+ sq. ft. expansion requires regrading of the detention
pond area, maintaining the cross section area of the detention pond contours will
ensure the validity of the flow and retention estimates presented here.
All flow from the site is directed to an existing storm conveyance channel
with flows to the west to Red Bud Run. As the predicted post development flows
do not exceed what currently exists, this channel will be adequate.
Sediment and Erosion Control -
In order to ensure the quality of runoff does not decrease during
construction, we have provided for silt fencing, straw bale barriers and a
construction entrance to minimize erosion. Unless otherwise indicated, all
vegetation and structural erosion and sediment control practices will be constructed
and maintained according to the most current minimum standards and
specifications of the Virginia Erosion and Sediment Control Handbook. The
erosion control measures are specified on the plans. The design at the detention
basin outfall provides for some sediment storage during construction.
The detention pond will need to be maintained to ensure its continued
effectiveness. The basin is to be seeded at 40 pounds per acre with a mixture of 88%
Kentucky, 31% Tall Fescue, and 12% Redtop. Maintain the basin by mowing when
the grass height exceeds 6 inches. Inspect outlet periodically. Remove sediment
and debris as required to ensure proper operation and appearance of the basin.
Inspection of the basin should be conducted after each major storm. At minimum,
inspection of the basin should be performed annually. Particular attention shall be
placed on the grass planted on the basin side slopes to ensure the elimination of
erosion.
The stormwater plan outlined within this report meets all of the
requirements of the Frederick Planning Commission Regulations. The intent of the
plan is to reduce and where possible eliminate the effects of this development on
the surrounding area.

Maintenance -
All soil erosion control structures shall be checked weekly by the
contractor during this construction period and after construction is completed until
grass cover is established. Sediment retained by these structures shall be
continuously removed and placed in an area of the site specified. Damage to soil
erosion control structures shall immediately be repaired when identified by the
contractor. The contractor shall cooperate with all agents of the County, the
Engineer and others who may identify needed facilities or work in order to protect
the environment within the subject of this report.

We have reviewed the above referenced site plan and offer the following
comments:
1. ACCESS ISSUES: The developer/owner anticipates no additional employees as
a result of this addition. Using ITE methods, a building of this size
generates a substantial flow of traffic. However, the fact that the
development is within the Stonewall Industrial/Lenior City Industrial
Parks, access to this lot is assumed consistent with the master
development plan and the generated traffic should not create a major
detrimental impact on the surrounding road system.
2. DRAINAGE AND STORMWATER MANAGEMENT: The drainage divide and storm water
management design was provided and appear adequate.
3. EROSION AND SEDIMENTATION CONTROL: The erosion and sedimentation control
measures and narrative have been provided and are acceptable.
We can recommend the approval of this plan as submitted.
