assigns agree to do the following work:
1. Provide for the adequate control of erosion and sedimentation
by temporary and permanent control practices and measures
which will be implemented during all phases of clearing,
grading and construction and to provide for conformity with
the Virginia Erosion and Sediment Control Law, Title 21,
Chapter 1, Article 6.1 of the Code of Virginia and local code
laws.
2. To provide Erosion and Sediment Control as per the Erosion and
Sedimentation Control Plan.

Frederick County shall be,permitted entry to the site of the land
disturbing activity to inspect the control measures shown in the
approved plan.

Dear Mr. Bernard:
Per Evan Wyatt's, Director of Frederick County Department Planning,
request, I am forwarding to you a copy of a grading plan and drainage
computations for the Winchester Country Club located in Frederick
County, Virginia. Winchester (;ountry Club would like to add 3 additions
to the existing club house, resurface an existing parking lot and add
two additional parking lots. In y. meeting with Mr. Wyatt, he advised us
to forward the plan tc you !or a decision on whether storm water
detention would be necessary for this site.
We feel the proposed improvements would improve the quantity of the site
and make minimal additional runoff. The improvements to the parking lot
in front of the club house will remove about :3 feet of soil and will be
resurfaced as the existing parking lot is with the addition of two
landscape islands. The 12 foot gravel road will be expanded to 24
feet. The two additional parking areas will be asphalt; However, they
will be built in areas where the ground is presently gravel or bare
soil. The golf cart staging area and the three additions are the major
new contributors to additional storm water.
The improvements are being built on a site that is .surrounded by a golf
course, The area of the whole site is approximately 120 acres. Any
addition runoff will be running on to the fairways of the golf course
and into Abrams Creek which is approximately 250 feet Southeast of the
club house. The improvements only :ontribute an extra 0.3 CFS of water
and the over all site is we feel that storm water management is
not necessary.

The listed coefficients or "C values" are to be used in
computing weighted coefficients and "CA values."
In order to determine rainfall intensity, the time of
concentration must first be estimated. The time of
concentration varies with the size and shape of the drainage
area, the land slope, the type of surface, the intensity of
rainfall, whether flow is overland or channelized and many
other factors. It is essential that good judgement be
exercised in estimating the time of concentration.

2. Provide curb section or reference VDOT design guide.
3. Pavement improvements are indicated in Note #4. Provide
transition section between existing and new pavement. Indicate
if remaining pavement areas will be covered with an overlayment.
4. Verify that existing or new drainage structures and related
piping are adequately designed to control storm runoff from pro-
posed pavement areas.
5. It appears that the proposed scope of work includes the access
drive to the dumpster pad. The proposed pavement section is in-
adequate to accomodate dumpster trucks. Consider a rigid concrete
pavement in this area or a much thicker bituminous section.
Provide calculations to support your final selection.

Dear Evan:
I have reviewed the Site Grading and Improvement Plan for the
above project and offer the following:
A. ACCESS ISSUES:
✓ 1. This is an existing facility for which I do not anticipate
any additional impacts to the road system as a result of
these planned improvements.
B. GRADING, DRAINAGE. AND STORMWATER MANAGEMENT:
Vl. After review of the proposed improvements and the
calculations regarding stormwater run-off, I concur that
/ additional stormwater management is not necessary.
V2. It appears that a culvert would be necessary under the access
road at the point of connection to the parking lot adjacent
to the tennis courts.
A. The slopes in the infield between the parking lots adjacent
to the tennis courts appear to be steep. Also, the slopes
appear to concentrate water along the back of the retaining
wall. It would be advisable to keep the water from
concentrating behind the wall and channel it to a culvert
crossing under the driveway. New slopes should be held to a
3 to 1 ratio where possible. Where the water is being
carried down this slope, a stabilized conveyance channel must
be considered or the landfill slope will never be stabilized
and will be a constant erosion problem.
EROSION AND SEDIMENTATION CONTROL PLAN:
1. Although it is not necessary to provide stormwater management
facility for this project, it is necessary to provide an E&S
plan for the duration of construction. One has not been
indicated. The designer needs to reference the Virginia E&S
Handbook and the County ordinance for the basic requirements.

2. In addition to a brief narrative on how measures are to be
installed, maintained, and removed after construction, the
proposed measures need to be indicated on either this grading
plan or a separate E&S plan. I see the need for diversion
dikes with sediment traps and in the lesser sheet flow areas,
silt fencing for this project.
The above comments are fairly minor in nature. The erosion and
sedimentation requirements are the primary concerns. The on -site
grading and drainage comments are primarily suggestions where
D o o U" ENGINEERS slope stability and the concentration of surface water are
concerned. Directing surface water over the parking and access
ARCHITECTS road could lead to safety concerns where icing could occur. It
SCIENTISTS is my opinion that the designer should take this into account for
final design.
With the inclusion of appropriate E&S control measures, I do not
see any major reason why the County could not grant a site
development permit.

Dear Mr. Bernard:
Per Evan Wyatt's, Director of Frederick County Department Planning,
request, I am forwarding to you a copy of a grading plan and drainage
computations for the Winchester Country Club located in Frederick
County, Virginia. Winchester Country Club would like to add 3 additions
to the existing club house, resurface an existing parking lot and add
two additional parking lots. In a meeting with Mr, Wyatt, he advised us
to forward the plan to you for a decision on whether .storm water
detention would be necessary for this .site.
We feel the proposed improvements would improve the quantity of the site
and make minimal additional runoff. The improvements to the parking lot
in front of the club house will remove about 3 feet of soil and will be
resurfaced as the existing parking lot is with the addition of two
landscape islands. The 12 foot gravel road will be expanded to 24
feet. The two additional parking areas will be asphalt; However, they
will be built in areas where the ground is presently gravel or bare
soil. The golf cart staging area and the three additions are the major
new contributors to additional storm water.
The improvements are being built on a site that is .surrounded by a golf
course. The area of the whole site is approximately 120 acres. Any
addition runoff will be running on to the fairways of the golf course
and into Abrams Creek which is approximately 250 feet Southeast of the
club house. The improvements only contribute an extra 0.3 CFS of water
and the over all site i= iara:e, :e fe, ' :,x? storm water management is
not necessary.

The listed coefficients or "C values" are to be used in
computing weighted coefficients and "CA values."
In order to determine rainfall intensity, the time of
concentration must first be estimated. The time of
concentration varies with the size and shape of the drainage
area, the land slope, the type of surface, the intensity of
rainfall, whether flow is overland or channelized and many
other factors. It is essential that good judgement be
exercised in estimating the time of concentration.
