RE: Signal Station Site Plan.
Dear Forrest:
The Frederick County Planning Department administratively approved
site plan #015-91 of Signal Station on July 12, 1991. The approved
site plan calls for the construction of three (3) buildings to be
used for retail and office space, a parking lot complete with an
asphalt surface, twenty-two (22) regular parking spaces, two (2)
handicapped parking spaces with ramps, curb and gutter, concrete
sidewalks, all required landscaping, a stormwater detention pond,
and all appropriate erosion and sedimentation control measures.
Enclosed is a copy of the approved site plan for your records.
This site plan is to be developed in two (2) phases. Please
remember that all bonding requirements need to be worked out with
Mr. Wayne Miller, Zoning Administrator, or all of phase one will be
expected to be complete in order to obtain an occupancy permit.

As requested we have reviewed the above referenced site plan. Our
recommendations may be found on the enclosed plans marked in red and as
follows:
1. The existing entrance should be reconstructed to a minimum 50' width with
standard CG-7 curb and gutter.
2. A 100' asphalt taper is to be provided as noted.
3. A half typical section should be added to the plan which details a
pavement design of 8" C.R. Type 21-B base aggregate, 3" Type BM-3 asphalt
concrete, and 1.5" Type SM-2A asphalt concrete. Any existing entrance
pavement which can be salvaged should be overlaid with 1.5" of SM-2A.
4. A one way directional sign will need to be placed at the location noted.
5. The existing speed limit, sight distance and references will need to be
incorporated into the plans.
6. The enclosed specifications will need to be added to the plans.
Please revise the plan and resubmit four (4) copies for final approval.
Should any changes be deemed necessary, please design them to meet or exceed
the above recommendations.

Dear Mr. Ebert:
This letter regards my conversation with Mr. Forest Brown this
afternoon. During our conversation, we discussed different ideas
to remedy the time problems Mr. Brown is having with his site plan.
I believe these suggestions would be beneficial to all involved:
1) The first problem involves adding this site plan to the
bimonthly report. Due to the amount of time that it will take
VDOT to comment on this plan, it will be July 17, 1991 before
this site plan will be listed on the Planning Commission
Agenda. We have suggested that Mr. Brown appear at the June
19, 1991 Planning Commission meeting. This will give him the
opportunity to present his case to all that may have concerns.
2) The second problem is meeting the linear footage distance
required for the buffer. Wayne Miller has already stated that
he will recommend denial of a variance due to lack of
hardship. I suggest that the four parking spaces be relocated
behind the phase II retail building or added along the parking
in the front portion of the lot.
3) The final problem regards the type of screening required. Due
to the short distance between the property line and the retail
stores, full screening is required. There are provisions for
the reduction of screening requirements if natural features
are adequate. This is very similar to George Whitacre's
problem at the post office. I suggest that you submit the
site plan showing the required fence, and we take the site
plan to the July 17, 1991 Planning Commission meeting to
reduce this requirement. I have talked with Forest and Tracy
and suggest that a row of white pine be planted along the rear
property line to take care of concerns regarding adequate
screening during the winter months.

Hopefully, these issues can be resolved very soon so Mr. Brown can
obtain building permits. Mr. Brown needs to insure that all

I have reviewed the revised site plan submitted by Allen
Ebert for the improvements to the Lumpp Property on U.S. Route
50 West.
The revised site plan has satisfactorily incorporated my
previous comments dated June 19, 1991, and discussed during a
meeting with Mr. Ebert on June 28, 1991. Based on these comments,
the following revisions were made:
1) The stornwater detention basin was modified to reflect a
constant berm crest elevation and a positive slope toward the outlet
pipe.
2) The berm detail was revised to include a min;n m, 3 foot
crest width, 1v to 2h slope and appropriate rip rap section at the
outlet. The location of the outlet was also changed to reflect an
inlet inout flush with the bottom of the detention basin. The inlet
invert elevation was lowered to promote positive flow.
3) The stormwater detention basin is sufficiently sited to
store the entire 100 year storm. This design negates the need for
designed an overflow section to pass the 100 year storm flows.
4) The grading was revised to reflect actual site contours.
5) Finished floor elevations have been added to the basement
levels as well as finished first floor.
6) The E & S plan was slightly revised to incorporate the land
disturbance resulting from the construction of the detention basin.

COMMENTS
1. Design calculations indicate a free board of 1
foot in addition to the 2' of storage. The crest
elevation should be established at 88.0 to
insure compliance with this design requirement.
2. Provide invert elevations at U/S and D/S ends of
8'' PVC pipe. Also, provide inverts at each end
of outflow Swale.
3. Indicate a minimum crest width of 3' to
accommodate maintenance. Also, adopt maximum
cut and fill slopes of 1 V to 2.5 H to promote
vegetation and facilitate maintenance.
4. Provide cross section of rip rapped inflow
channel. A class II rip rap has been
specified. A class I rip rap should suffice
unless the velocities exceed 6 fps. This
rationale should also apply to the rip rap
associated with the outflow pipe.

5. Show contours around detention basin. The
corners should be rounded rather than squared
to minimize siltation.
6. Indicate location of drainfield.
7. Indicate floor elevations for new construction.
e. Verify that 2' curb radius can be constructed.
9. Check proposed grades adjacent to lower parking
area, especially at intersection of building
corner and sidewalk.
10. Provide additional spot elevations in lower
parking lot adjacent to sidewalk.
