Strawsnyder, Jr., P.E., Director of Engineering SUBJECT: New Lime Kiln #2 W.S. Frey Co., Inc. Clearbrook, Va. DATE: July 5, 1991 I have completed my review of the proposed site plan for the subject project and offer the following comments: 1) Drawings 102 and 104 reflect the existing and proposed grades, respectively. Based on our review of these plans, it appears that the major grading efforts will occur between the new burner building and the lime storage silos and within the area proposed for a new conveyor system. Generally, a detailed erosion and sediment control plan would be required to minimize the impact of these grading efforts. However, because this project is an ex- pansion of an existing operation, it is possible that the existing sediment ponds will be adequate to handle the potential runoff. In that case, a detailed erosion and sediment control plan would not be required. The designer or a representative from W.S. Frey should provide us with data on the existing ponds (depth and area) to verify their adequacy in controlling sediment laden runoff. 2) No stormwater calculations were provided with the design drawings. The actual development will not substantially change the runoff coefficient and corresponding runoff. However, it will be necessary to verify that the channels or ditches proposed for the southwest corner of the site are adequately designed to convey stormwater flows. This design will be particularly critical con- sidering the proposed grading is changing the hydrology and con- centrating the flows in this location. If the existing sediment ponds are determined to be adequate for control of the post development runoff, a resubmittal will not be required for approval. This reasoning also applies to the pro- posed ditches. It is conceivable that a site visit may be in order to evaluate the down gradient conditions. 9 North Loudoun St. - P.O.
