The plans were drawn very well and were rather easy to review, thank you. There is one item I see which must be changed, that being the F.D.C. at column line I-J. All of the risers at Kraft as well as the hydrants around the building on the 10" main are charged by a free standing yard Siamese located near the valve pit on the north corner of the structure. For this reason, please eliminate the 2nd siamese at I-J. As stated on the plans all work must comply with applicable sections of NFPA 13 and NFPA 231. All inspector test and drains must terminate on the exterior of the building. As for testing, I'll witness the hydrostatic testing of piping at 200 PSI and walk the system at that time to look at piping and hangers. Prior to finals I'll have to witness a main drain test and see all hardware items in place such as spare head cabinet, hydraulic placards, etc. No overhead doors were shown on the plan so during field inspection I will check for coverage below door areas. Please field check this item while installing. As a matter of my records please forward cut sheets on valves, sprinkler heads, and hardware being used. Dear Mr. Young: Our department received the narrative and engineered drawings for the proposed expansion of the Kraft/General Foods plant located in the Fort Collier Industrial Park. I have forwarded this information to Mr. H.E. Strawsnyder, Frederick County Engineer, for his review. As we discussed during our meeting, once Mr. Strawsnyder has reviewed the grading plans and provided our department with an approval letter for this plan, we will issue a land disturbance permit for this project. You requested the inspection in order to receive a Temporary Certificate of Occupancy Permit for the office portion of this project. Once the Building Official and the Fire Marshal inform me that their inspections will allow this, I will sign -off on the Temporary C.O. for this use. Prior to obtaining a Final Certificate of Occupancy Permit, the following items need to be completed: 1) All landscaping needs to be planted. 2) Loading entrance needs yellow striping. 3) All loading spaces need yellow striping. 4) Final grade needs to be established on site. 5) All denuded areas need to be revegetated and stabilized. 6) All culverts and inlets need final cleanout. 7) All construction debris needs to be removed and disposed of properly. Dear Mr. Lucus: This letter regards the request of Mr. James Effler to obtain a footer foundation permit for the General Foods project in Fort Collier Industrial Park. The purpose of this correspondence is to clarify the requirements related to plans review and project construction in Frederick County, Virginia. All proposed uses in our industrial zones require site plan approval prior to construction. This allows for all review agencies to insure that the site plan meets all code and ordinance requirements. Frederick County understands that plans review, although necessary, should not prevent the preparation of a site for future construction. This phase of construction has been accomplished through the review of a site grading plan and the issuance of a land disturbance permit. The next phase of construction concerns the issuance of a footer foundation permit. The structural plans for this have been reviewed, a notarized statement signed by Mr. Effler stating that you will proceed at your own risk and expense has been filed and a permit to pour the footers has been applied for. I will sign - off on this permit; however, I want to insure that you are aware of the existing situation before you proceed. The only plan that has been provided to this department shows the footprint of the proposed structure. This structure is located 400 feet from Park Center Drive and 200 feet from West Brooke Road. This exceeds the seventy-five (75) foot setback requirement for this type of zoning; however, it does not take into account the area needed for parking and maneuvering, loading and receiving, fire lanes, stormwater management facilities, easements or other improvements that could require additional area. In short, I want you to insure that the placement of this structure will not need to be altered after the footers have been poured. This structure is over three (3) acres in area and would require a great amount of time and money to relocate the structure down the road. 9 N. Loudoun Street - P.O. Dear Mr. Cutter: I have completed my first review of the Kraft General Foods site plan submitted to my office on May 13, 1991. The revised site plan needs to address my comments, as well as all other review agency comments before we can recommend final site plan approval. It would be to your benefit to wait until all review agency comments have been received, and then proceed with a comprehensive revision of your plan. Once this has been accomplished, each review agency will need to check your revisions and provide me with approved comments. Please provide each review agency with the appropriate number of copies they require (I will need four (4)). Please insure that all copies are blue line copies. The photocopied site plans that were submitted are not legible and require additional time to decipher. I will attempt to address my concerns in narrative form. My comments reflect the items not adequately covered on the applicants checklist. If you have any questions pertaining to my comments, or if you would like a marked -up copy, please contact me so I may assist you. I offer the following comments: 1) The zoning classification of the developed site needs to be listed. 2) The zoning and use of all adjoining properties (in and out of Ft. Collier Industrial Park) needs to be listed. 3) All building restriction lines should be shown. 4) The ground floor area, total floor area and Floor Area Ratio calculations need to be provided. 5) The height of all structures needs to be listed. 6) If there are any outdoor signs on the property, the THE COURTHOUSE COMMONS 9 N. This sidewalk needs to be accessible by handicapped persons through the installation of handicapped ramps. 9) The complete address for Sverdrup should be provided on the cover sheet for future reference and contact. 10) Calculations describing the required number of parking spaces and the provided number of parking spaces needs to be listed. 11) Calculations describing the required number of handicapped spaces and the provided number of handicapped spaces needs to be listed. 12) Calculations describing the required number of loading spaces and the provided number of loading spaces needs to be listed. 13) Section 3-3-3.3 of the Zoning Ordinance requires all loading spaces to be 12' x 45' in dimension. 14) Parking lot landscaping needs to be provided in accordance with sections 3-3-2.11.1 and 3-3-2.11.2 of the Zoning Ordinance. I have included an example of how this should be achieved. 15) A landscaping plan needs to be provided to show the location and type of all plants that will be used. 16) If any natural features are on site or within close proximity to the site, they need to be identified. This includes steep slopes, woodlands, floodplains, wetlands, sinkholes, streams and drainageways. 17) There are no provisions for sediment and erosion control measures. Our department handles this type of requirement; therefore, our inspector needs the location of these measures for inspection purposes.- 18) The cul-de-sac servicing the fructose tanks, chiller pad and resin silo pad is not wide enough to accommodate two-way tractor -trailer traffic. The two (2) loading pads serving this area should also be 12' x 45' in dimension. 19) The concrete dumpster pad is not wide enough to allow for the refuse trucks to utilize it. The required amount of loading spaces is less than you have shown on the plan; therefore, I feel that more width can be provided to insure that the retaining wall and curb do not get damaged. 20) If Kraft General Foods plans on specifying parking for administrative use or VIP use, it should be shown on the site plan. As stated previously, all review agency comments must be approved prior to final site plan approval. I still need a site plan application that has all required information, four (4) blue line copies of the revised site plan, and the required site plan application fee of $1,950.00 before I can recommend approval. This plan calls for the construction of a 126,000 square foot beverage plant, a 10,500 square foot office building, a paved parking lot complete with curb and gutter, 219 regular parking spaces, 7 handicapped parking spaces, interior and perimeter landscaping, and a 375 foot linear sidewalk along the front portion of the parking lot for pedestrian access, a paved area on the south side of the plant complete with 19 tractor trailor parking spaces, 6 loading areas, and -a 141x 30' concrete dumpster pad, a paved cul-de-sac area on the north side of the plant complete with concrete truck and tank unloading pads, a chiller pad, a resin silo pad, and dike and fructose tanks, a stormwater detention area including an oil separator pit, and all erosion and sediment control measures. Enclosed is a copy of the approved site plan for your records. The Kraft General Foods Site Plan was approved with two outstanding engineer comments. These soils generally contain large quantities of limestone and dolomite that will most likely be excavated. This practice may require additional erosion control measures as the project progresses. 3) Stormwater management and drainage calculations will be required at a later date. Any additional grading resulting from this will have to be worked out at the site plan stage. Please make arrangements to obtain a land disturbance permit from our department. Frederick County understands that plans review, although necessary, should not prevent the preparation of a site for future construction. This phase of construction has been accomplished through the review of a site grading plan and the issuance of a land disturbance permit. The next phase of construction concerns the issuance of a footer foundation permit. The structural plans for this have been reviewed, a notarized statement signed by Mr. Effler stating that. you will proceed at your own risk and expense has been filed and a permit to pour the footers has been applied for. I will sign - off on this permit; however, I want to insure that you are aware of the existing situation before you proceed. The only plan that has been provided to this department shows the footprint of the proposed structure. This structure is located 400 feet from Park Center Drive and 200 feet from West Brooke Road. This exceeds the seventy-five (75) foot setback requirement for this type of zoning; however, it does not take into account the area needed for parking and maneuvering, loading and receiving, fire lanes, stormwater management facilities, easements or other improvements that could require additional area. In short, I want you to insure that the placement of this structure will not need to be altered after the footers have been poured. Stormwater management appears to be adequately addressed and supported by good mathematical calculations. Cover or "c" factors are realistic for pre and post construction cover conditions_ The proposed use of an oil seperator in the detention basin most likely to receive pollutants is an excellant and necessary measure_ The topography of the site indicates that drainage will be generally around and away from the geological depressions on the easterly side of the project. Stormwater flow after construction appears to be released at or less than the pre -construction 2 year storm event. Culverts all appear to handle the 10 year storm events. The total construction area is relatively flat- Erosion and sediment control measures for the project should be relatively simple to plan. The basic deficiency with the plan submitted for comments to the Conservation District is that there is no formal Erosion and Sediment Control Plan as prescribed by Virginia State Law. Most sorely missing is a narrative following the guidelines set forth in the VA. Erosion Handbook, Chapter 6_ Most importantly missing is the 1) soils information, 2) description of adjacent areas, 3) erosion and sediment control measures, 4) • 0 Memorandum Ed Strawsnyder May 30, 1991 2 permanent stabilization, and 5) maintenance of sediment and control structures. All the above listed requirements are shown on the checklist sheet on page VI -II of the Virginia E & S Handbook. A map labeled "E & S Plan" should be included in the plan showing locations of E & S practices with appropriate identification symbols and an accompanying legend. In -as -much as the project is well under construction and the previous positive points are well considered concerning the stormwater manage- ment aspect of the plan and the favorable lay of the land cessation of work on the project would not be recommended or necessary. However, a proper E & S Control Plan would be appropriate if a totally acceptable plan were to be desired by Frederick County. Specialist, LFSWCD RE: KGF Beverage Plant Lord Fairfax Soil and Water Conservation District comments on the KFG Beverage Plant construction in Fort Collier Industrial Park, Winchester, Virginia. Stormwater management appears to be adequately addressed and supported by good mathematical calculations. Cover or "c" factors are realistic for pre and post construction cover conditions. The proposed use of an oil seperator in the detention basin most likely to receive pollutants is an excellant and necessary measure. The topography of the site indicates that drainage will be generally around and away from the geological depressions on the easterly side of the project. Stormwater flow after construction appears to be released at or less than the pre -construction 2 year storm event. Culverts all appear to handle the 10 year storm events. The total construction area is relatively flat. Erosion and sediment control measures for the project should be relatively simple to plan. The basic deficiency with the plan submitted for comments to the Conservation District is that there is no formal Erosion and Sediment Control Plan as prescribed by Virginia State Law. Most sorely missing is a narrative following the guidelines set forth in the VA. Erosion Handbook, Chapter 6. Most importantly missing is the 1) soils information, 2) description of adjacent areas, 3) erosion and sediment control measures, 4) i 0 Memorandum Ed Strawsnyder May 30, 1991 N permanent stabilization, and 5) maintenance of sediment and control structures. All the above listed requirements are shown on the checklist sheet on page VI -II of the Virginia E & S Handbook. I am working on the assumption that Ed has already reviewed the stormwater management system and generally approves the concept and design. Also, since the project is currently under construction, I am assuming that erosion and sedimentation protection measures are in place and working to the satisfaction of the County Inspector. My review comments or findings are as follows: l.a The 50 foot pavement tapers are indicated on the revised plans. 2.a (Sheet C-3) The location of the oil separator and outfall has been shown on the plan. It is not clear to me as to the purpose of the small retention sump at the discharge of the oil separator. As shown on the plan, this sump appears to be a permanent retention pit which will control the normal water level in the oil separator to a higher elevation than what appears to be intended. Also, the discharge from this retention pit is not a designed controlled discharge. This I have a problem with. The 684 contour around the sump and the end of the parking lot need to be corrected and the spillway for this sump designed to control the potential for erosion, and perhaps even dewater if a normal pool is not part of the environmental design. The sections are based on an assumed CBR of 6. Although onsite pavement design parameters are generally not a requirement of public agencies, for pavement duration the owner/designer may wish to re-evaluate the pavement design if the subgrade provides a CBR of less than 6. 4.b Calculations for the placement and sizing of the load transfer dowels in the pavement joints were not provided. However, the size and spacing was increased to 114 inch dowels spaced at 12 inches on center. It is my opinion that unless there is a problem with the subgrade, then dowels should be more than adequate. 5.a (Sheet C-10) Although it is not labeled as such, the detail on sheet C-7 for the outlet box shows a riser section with trash rack and the 3 inch hole as described in the note. I suggest filter stone be placed around the 3 inch hole to further reduce the free flow of sediment into the structure. The detail should indicate that the riser section is temporary and is to be removed from the 15" RCP upon completion of construction. 5.b (Sheet C-7) The temporary riser pipe is shown as embedded 6 inches deep into a concrete pad of sufficient size to keep it from floating. Most of Ed's comments have been addressed. I feel that with the clarification of my comments found in 2.a and 5.a above, the plans can be approved. If you have any questions, please let me know. As said we are very concerned with the way in which Sverdrup's site contractor Perry Engineering Company tied into both Park Center Drive and West Brooke Road. I realize Perry still has some remaining work to perform, however, there are several areas which have been completed which do not drain properly; specifically at the main entrance to the Kraft facility and at the Park Center Drive and West Brooke Road intersection. There is a precise statement on Sheet C-3 of Kraft's approved site plan concerning positive roadway drainage along the Kraft site. In a related matter the stone shoulders have not been properly replaced/constructed adjacent to this site's entrances and right turn lane on Park Center Drive. Perry's site superintendent contends they are not responsible for construction of any shoulders along the roadways. However, again I must refer to the Kraft site plan which clearly specifies an 8' shoulder along the Kraft site. Regardless, I would think Kraft would want their points of access completely finished to enhance the overall appearance of their new facility. Furthermore, these items will need to be addressed prior to acceptance of these roadways into our State Secondary Road System. The proposed site is located in Frederick County on the southeast side of the Chessie System Railroad and the western side of Red Bud Run. EXISTING SITE CONDITIONS The proposed site is presently a field of grasses and high weeds. The area to be disturbed consists of moderately sloped pasture type land with slopes from 2.0% to 7.0% with an existing wide flat swale traversing the southwest corner of the lot. This swale flows easterly approximately 1500 ft. to Redbud Run, 1350 ft. Interstate 81. ADJACENT PROPERTY The site is located in the Fort Collier Industrial Park and is bounded on the north by the Chessie System Railroad and on the remaining three sides by proposed additional lots intended for similar construction. SOILS The soil types consist of Frederick-Poplimento Loams, Frederick-Poplimento Loams (very rocky), Frederick-Popli - mento rock outcrop complex and Opequon Chilhowie silty clays (very rocky). Typically, the surface layers of the Frederick- Poplimento loams is 5 to 7 inches thick. The subsoils extend to depths of 50 to 60 inches. It is a yellowish brown red clay loam. The substratum is red and brown silty clay loam. The Frederick-Poplimento loams (very rocky) have a dark brown loam surface layer of about 7 inches. The subsoil extends to 60 inches or more and varies from yellowish red silty clay loam at 12 inches to mottled clay and yellowish red or broan silty clay at 60 inches. The Frederick -Popli - mento rocky outcrop has a surface layer of 5 to 7 inches of dark brown loam. The subsoil extends to 50 or 60 inches with subsoil. of yellowish to strong brown subsoil. of silty clay loam. The Opequon-Chilhowie-silty clays (very rocky) have a surface layer of 3 inches of dark yellowish brown silty clay loam. The subsoil is brown silty clay loam and reddish brown clay to a depth of 15 inches where limestone bedrock may be encountered. The permeability of the Opequon Chilhowie soil. is moderate and the erosion factor varies from 0.32 to 0.37. The permeability of the Frederick - Poplimento soils is slow at 7 inch depth and moderately rapid below 7 inches. EROSION AND SEDIMENT CONTROL NARRATIVE GENERAL FOODS February 25, 1991 PROJECT DESCRIPTION The purpose of this project is to rough grade approximately 7 acres of a proposed 20 acre industrial site of existing pasture land. The proposed site is located in Frederick County on the southeast side of the Chessie System Railroad and the western side of Red Bud Run. EXISTING SITE CONDITIONS The proposed site is presently a field of grasses and high weeds. The area to be disturbed consists of moderately sloped pasture type land with slopes from 2.0% to 7.0% with an existing wide flat swale traversing the southwest corner of the lot. This swale flows easterly approximately 1500 ft. to Redbud Run, 1350 ft. Interstate 81. ADJACENT PROPERTY The site is located in the Fort Collier Industrial Park and is bounded on the north by the Chessie System Railroad and on the remaining three sides by proposed additional lots intended for similar construction. SOILS The soil types consist of Frederick-Poplimento Loams, Frederick-Popl.imento Loams (very rocky), Frederick-Popli - mento rock outcrop complex and Opequon Chilhowie silty clays (very rocky). Typically, the surface layers of the Frederick- Poplimento loams is 5 to 7 inches thick. The subsoils extend to depths of 50 to 60 inches. It is a yellowish brown red clay loam. The substratum is red and brown silty clay loam. The Frederick-Poplimento loams (very rocky) have a dark brown loam surface layer of about 7 inches. The subsoil extends to 60 inches or more and varies from yellowish red silty clay loam at 12 inches to mottled clay and yellowish red or broan silty clay at 60 inches. The Frederick -Popli - mento rocky outcrop has a surface layer of 5 to 7 inches of dark brown loam. The subsoil extends to 50 or 60 inches with subsoil. of yellowish to strong brown subsoil of silty clay loam. The Opequon-Chilhowie-silty clays (very rocky) have a surface layer of 3 inches of dark yellowish brown silty clay loam. The subsoil is brown silty clay loam and reddish brown clay to a depth of 15 inches where limestone bedrock may be encountered. The permeability of the Opequon Chilhowie soil is moderate and the erosion factor varies from 0.32 to 0.37. The permeability of the Frederick - Poplimento soils is slow at 7 inch depth and moderately rapid below 7 in erosion factor varies from 0.24 to 0.32.
