REVIEW EVALUATIONS: Transportation Department - According to the rezoning request by Robert and Kitty Hockman, no objection to proposed rezoning. However, as the property develops commercially, a land use permit will be required for entrances onto Route 651. Health Department - Whatever the development, it will be served by public water and sewer. As rezoning is concerned, no objections. Sanitation Authority - See attached letter. City of Winchester - Water could be made available in accord with City policy, requiring FCSA and County approval. City sewer not available as all capacity is contractually reserved for IDC. At present, City is tabling all County water and sewer extension requests, subject to resolution of OWRF capacity issues. Stephens City Fire Company - No comment. Inspections Department - This rezoning request shall comply to Section 308, Use Group "M" Mercantile, of the BOCA Basic National Building Code 1987. 0 0 REZONING REQUEST #004-88 Robert and Kitty Hockman Planning and Zoning Comments for 11/15/89 - This rezoning request was previously submitted in 1988 and tabled by the Planning Commission and later withdrawn. The following issues should be considered: Location: The site is a relatively level site. The SCS soil survey indicates substantial areas of prime agricultural soils and some limitations for building due to depth to bedrock and shrink/swell potential. Previous discussions on this site concerned the extension of City of Winchester sewer mains to the site which was problematic under former policies. An existing 8" sewer main is available on the adjacent IDC land. Plans are underway for the complete development of the IDC land. A letter is included from the IDC which suggests excess capacity will be available in the sewer lines to serve this site. The Sanitation Authority tells us that this site falls under the provisions of the new sewer agreement with the City and can be served. Some questions concerning capacity need to be resolved and final City approval must be received before development can occur. Potential Impacts: Additional industrial traffic on Route 651 would have a substantial impact. Conclusions: The requested rezoning is in substantial conformance with the policies in the Comprehensive Plan. Joslyn, Soil Scientist Re: Robert and Kitty Hockman Property, 46 acres Date: May 26, 1988 DESCRIPTION OF SITE AND GEOLOGIC SETTING This property is located in the Opequon District of Frederick County, on the north side of Route VA-651, about 1.0 mile southwest of the junction. of VA-651 and VA-652. The tract is in cultivated barley and permanent pasture. The land is gently rolling, with elevations ranging from approx- imately 795 to 810 feet above MSL. The property is dissected by two drain- ageways, which flow to the south. The soils on this tract developed in residual and local alluvial materials derived from the underlying limestone bedrock, of the Bee]anantown Formation. I0101Y:(63�:�1r[i This report is based on the evaluation criteria for septic drainfields found in the Sewage Handling and Disposal Regulations of the Virginia Depratment of Health, an on -site investigation, and previous experience with similar soils. The on -site investigation entailed an overview of the entire property and representative sampling with a standard barrel auger. MAP UNIT DESCRIPTIONS The attached map describes the suitability of this property for development with conventional septic drainfield systems. GREEN - These areas consist of very deep, well drained soils. They occur on gently sloping ridgetops. They have a dark brown silt loam surface layer. The subsoil is mottled yellowish red and yellowish brown clay to silty (-lay loam, with moderate permeability (estimated percolation rate of 75 min/in). These areas have favorable soil characteristics for the installation of septic drainfields. Due to the heavy textured subsoil, drainfield sizes can be reduced by using low pressure distribution systems. YELLOW - These areas consist of moderately deep to deep, well drained soils. They occur on gently sloping ridgetops and sideslopes. They have a dark brown silt loam surface layer. Black chert and weathered limestone fragments are common on the surface. The subsoil is yellowish brown and dark yellowish brown clay, with slow permeability. Low lying rock outcrops and ledges are also common, occuring from 30 to 100 feet apart, and they generally follow the regional northeast -southwest strike. The pinnacle nature of the underlying limestone makes soil depth extremely variable over very short distances. HOCKMAN PROPERTY PAGE 2 These areas have marginal soil characteristics for the installation of septic drainfields. The high amount of rock outcrops will restrict drianfield site locations and their size. Lour pressure systems may be the only solution if suitable areas can be located. RED - These areas occur in concave landscape positions and drainageways. They receive runoff from higher lying areas and are wet much of the year. These areas are not suitable for the installation of septic drainfields. ADDITIONAL COMMENTS Additional soil studies will be required, involving five soil descriptions per drainfield site, in accordance with Health Department regulations. The Frederick County Health Department has sole responsibility for issuance or denial of permits. Drainfieldscannot be located with 100 feet of the low point of sinkholes. When rock outcrops are encountered during the construction of d.rainfield trenches, special design criteria will need to be implemented to prevent the potential for future contamination of groundwater. Robert and Kitty Hockman . y � i REZONING REQUEST #004-88 Robert and Kitty Hockman Planning and Zoning - The following issues should be considered: Location: The site is probably not in the urban development area, but is in the vicinity of the urban development area. Existing M-1 land is adjacent on two sides. There needs to be a definite limit to urban expansion in this area and west of Route 37. To some extent, this proposal represents an infilling of land to complete an existing pattern. However,it is the opinion of the staff that this pattern should not be continued beyond this parcel to the south or west. Impacts: Industrial development on 46.5 acres could generate substantial industrial traffic. This could have an impact on Route 651. Site Suitability: The site is a relatively level site. The SCS soil survey indicates substantial areas of prime agricultural soils and some limitations for building due to depth to bedrock and shrink/swell potential. There is an existing 8" sewer main located on the adjacent IDC land. However, use of this main would constitute an extension of City mains which is problematic under current policy. In addition, capacity in the pump station at the eastern boundary of the IDC land is reserved by agreement for the IDC development. The Sanitation Authority staff suggests that County sewer could be provided. However, this would involve substantial, expensive main extensions which may not be feasible for this project. Conclusions: It is the opinion of the staff that the site is appropriate for the proposed use. However, additional rezonings in this area beyond this parcel will not be recommended for approval by the staff. In addition, it is the opinion of the staff that the proposed rezoning request for this particular site is premature until the sewer questions are resolved. STAFF RECOMMENDATIONS: Denial. PLANNING COMMISSION RECOMMENDATIONS OF 4/6/88: Tabled, by unanimous vote, until such time that the extension of the sewer and water to the property is resolved. The tract is in cultivated barley and permanent pasture. The land is gently rolling, with elevations ranging from approx- imately 795 to 810 feet above MSL. The property is dissected by two drain- ageways, which flow to the south. The soils on this tract developed in residual and local alluvial materials derived from the underlying limestone bedrock, of the BeelY,znantown Formation. m'PTunnnr .nry This report is based on the evaluation criteria for septic drainfields found in the Sewage Handling and Disposal Regulations of the Virginia Depratment of Health, an on -site investigation, and previous experience with similar soils. MAP UNIT DESCRIPTIONS The attached map describes the suitability of this property for development with conventional septic drainfield systems. GREEN - These areas consist of very deep, well drained soils. They occur on gently sloping ridgetops. They have a dark brown silt loam surface layer. The subsoil is mottled yellowish red and yellowish brown clay to silty (-lay loam, with moderate permeability (estimated percolation rate of 75 min/in). These areas have favorable soil characteristics for the installation of septic drainfields. Due to the heavy textured subsoil, drainfield sizes can be reduced by using low pressure distribution systems. YELLOW - These areas consist of moderately deep to deep, well drained soils. They occur on gently sloping ridgetops and sideslopes. They have a dark brown silt loam surface layer. Black chert and weathered limestone fragments are common on the surface. The subsoil is yellowish brown and dark yellowish brown clay, with slots permeability. Low lying rock outcrops and ledges are also common, occuring from 30 to 100 feet apart, and they generally follow the regional northeast -southwest strike. The pinnacle nature of the underlying limestone makes soil depth extremely variable over very short distances. • .
