This property is located on the east side of I-81, just south of the Kernstown exit, fronting on the east side of Route 642, in the Opequon/Shawnee Magisterial District. Tabled was the rezoning request for 77 acres from A-2 (Agricultural General) to RP (Residential Performance) for a single-family residential community. MAGISTERIAL DISTRICT: Opequon/Shawnee ADJACENT LAND USE AND ZONING: Vacant, agricultural, and residential uses zoned A-2 (Agricultural General) and residential uses zoned A-2 (Agricultural General) PROPOSED USE AND IMPROVEMENTS: RP - single-family residential community; B-2 - strip center and office park. REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No objection to rezoning. Sanitation Authority - Sewer and water facilities would have to be extended from existing facilities located in the Lakeside Subdivision. Health Department - As long as all development is served by public water and sewer, no objections. Stephens City Fire Company - No objections. Inspections Department - Comments shall be made at time of plans review. Planning and Zoning - The following issues should be considered. Location and the Comprehensive Plan: The site is not located in an area designated by the Plan as an urban development area; most of the land in Lakeside Estates is not included in the Urban Development Area. However, it is roughly adjacent to the urban development area. It is adjacent to land currently zoned B-2 and R-P. REZONING REQUEST #003-88 Chinn Tnp The site does have over 900 feet of frontage on Route 642. It is adjacent to the Route 37/Interstate 81 interchange. The interchange area will become increasingly important as a center of business activity, especially if Route 37 is extended. The general pattern, with B-2 on Route 642 and RP to the east, seems appropriate. Site Characteristics: The proposed site would include 14 acres of B-2 on the west and 77 acres of RP on the east. The development area will be limited on the north and east and in other areas by the stream valleys of Opequon Creek and its tributaries, which contain steep slopes and floodplains. However, there are substantial, relatively level areas on the ridgetops. There is a small area of prime agricultural soils along Route 642. Some of the soils in the eastern portion of the site are listed as having high water tables by the Soil Conservation Service. Sewer and water service will be extended from the Lakeside development to this land. Mains will extend through the portions of Lakeside that are adjacent to this land. The nearby pump station in Lakeside has sufficient capacity. Possible Impacts: Using the RP average of three units per acre, the rezoning could result in about 230 dwellings. Residential traffic generated could be over 2,000 trips per day. The retail uses allowed in the B-2 can be major generators of traffic and could generate substantial additional traffic. However, since the site is adjacent to a major interchange, excellent access to major arterials is available. Adverse environmental impacts would not be expected. Conclusions: The land is located at an interstate interchange, adjacent to land currently zoned B-2 and R-P. The site appears to be appropriate for the uses proposed. Staff Recommendation: Approval.
