Box 601 - Winchester, Virginia - 22601 REZONING REQUEST #002-88 Blue Ridge Mobile Home Park Rezone 27.9105 acres from A-1 (Agricultural Limited) to MH-1 (Mobile Home) LOCATION: Two miles east of Winchester on Route 7 MAGISTERIAL DISTRICT: Shawnee ADJACENT LAND USE AND ZONING: Vacant and agricultural land zoned A-2 Agricultural General and an existing mobile home park zoned MH-1 (Mobile Home Community) PROPOSED USE AND IMPROVEMENTS: To expand mobile home park REVIEW EVALUATIONS: VA Dept. of Highways & Transportation - No comments regarding rezoning provided proposed development does not increase runoff on our existing right- of-way. Sanitation Authority - Water and sewer service can be provided. Health Department - No objection as long as there is a connection to central sewer and water. See attached letter. Greenwood Fire Company - A second means of egress is needed in this trailer park to aid emergency services in the event that an evacuation at a large scale is needed. At the present time, there is only one way in and one way out of this development. This would make it almost impossible to evacuate the trailer court in the event of a major fire, hazardous material spill or leak, or severe weather conditions. After a second entrance and exit is in place, we will have no problems with the rezoning of this property. Inspections Department - Comments shall be made at time of plans review. Planning and Zoning - The proposal is to add 27.9 acres to the area currently zoned MH-1 at the Blue Ridge Mobile Home Park which currently exceeds 80 acres in size. Sewer service will be available when the Regional Plant is in operation during this year. The fire company expresses concern over the fact that there is only one entrance to the site. There has been land graded for a possible second entrance to the east on Route 7, but it is not included on any approved site plans. Road connections to future roads on surrounding land might be possible, but the roads in the mobile home park are not state -maintained. Portions of the land to be rezoned are drainage ways which may not be suitable for development. The proposal represents an addition to an existing MH-1 area. STAFF RECOMMENDATIONS: Approval.
