Dear Steve:
This letter pertains to your recent request concerning the zoning of property located on Route 522
South of Winchester. Parcel 64-A-A currently consists of 7.924 acres zoned B-2 (General Business)
in the front section of the parcel and 17.026 acres zoned B-3 (Industrial Transition) in the rear section
of the parcel. These figures are based on the rezoning plat dated February 15, 1989 by L. Allen Ebert,
which accompanied Rezoning Application 920-88. This rezoning was approved by the Frederick
County Board of Supervisors at their meeting on January 25, 1989. The previous zoning of this
property was B-2 on the northern half of the parcel and M-2 on the southern half of the parcel.
At the time that Rezoning Application 920-88 was approved, Parcels 64B-A-16, 64B-A-17, 64B-A-
18, and 64B-A-19 were zoned B-2; these parcels retain this zoning designation today. These parcels
front on Route 522 South of Winchester and are adjacent to Parcel 64-A-A.

and entrances will be required for our review.
Sanitation Authority - Water and sewer are available.
Health Department - No objection as long as
and sewer is provided to this property.
Greenwood Fire Company - No comment at
Frederick County Fire Inspector - No comment at
Planning and Zoning - The northern portion of the parcel
in question is currently zoned B-2 and the southern portion
M-2, Industrial General. It is the opinion of the staff
that M-2 zoning is not appropriate for this location.
The Lowe's site to the north and The Lumber Yard (Worco)
site to the south are zoned B-3. Other land to the north
and west is currently zoned B-2.

The applicant is proposing that on the 25 acre parcel, the
western 7 acres be zoned B-2 and the eastern 18 acres be
zoned B-3. The portion fronting on Route 522 would be
zoned B-2 with B-3 zoning to the rear.
This appears to conform with surrounding and typical zoning
patterns.

DATE: January 12, 1989
Following the required Master Development Plan procedures,
Langdon Gibson has requested a preapplication discussion on the
master development plan being prepared for the Winchester Office
Center. This is the site being proposed for rezoning at this
meeting. Since no action is required, discussing the master plan
at the same meeting as the rezoning hearing is appropriate.
The applicant will discuss his plan with you and will appreciate
any comments that you have to make. No action is required.
