ADJACENT LAND USE AND ZONING: Agricultural and residential land zoned A-2
(Agricultural General); commercial land zoned M-1 (Light Industrial)
PROPOSED USE AND IMPROVEMENTS: Building Manufacturing Plant
REVIEW EVALUATIONS:
Transportation Department - No objection to rezoning, however, the owner or
his appointed agent will be required to obtain a commercial entrance permit
should land be developed.
Health Department - No objection; Wisconsin Mound Type sewage system proposal
proceeded by aerated mechanical unit. Suggest setting aside area near mound
for possible spray irrigation.
Clearbrook Fire Company - Would like to have access around all buildings.
Planning and Zoning - The following issues should be considered.
Location - The site is not in the urban development area. It is located in
the vicinity of an interchange on Interstate 81. It is adjacent to the M-1
land containing the Carter Lumber business. It is also adjacent to a small
residential area.
Site Suitability and Impacts - The site is not served by public water or
sewer service. The applicant intends to employ a sand mound system or
possibly spray irrigation.
According to the Soil Conservation Service, the soils on this site are prime
agricultural soils. The soils are silt loams with clay subsoil layers,
overlaying limestone/dolemite bedrock.
A 30 acre M-1 site can potentially generate substantial traffic and
particular heavy truck traffic. This traffic could have an impact on Route
669 and on the residences along 669.
REZONING REQUEST #008-88
Butler Manufacturing Company
One residential property is immediately adjacent to this site. Under M-1
regulations, buffers or screening would be required on portions of the site
adjacent to the residential property.
The site is a generally level site, with a strip of floodplain across the
front of the site.
Conclusions - The site is adjacent to land currently zoned M-1 and is located
in the vicinity of an interstate interchange. There are several parcels of
industrially zoned land in this interchange area. However, public sewer and
water service are not available. In addition, some policy would be
appropriate limiting urban expansion in an easterly direction.
Particular concerns should be expressed for expanding industrial areas
without public water and sewer service. Public water service is particularly
important for fire protection purposes.
However, the existing pattern of development in this area is oriented towards
industrial zoning.

General Information
The Parent Company
Butler Manufacturing Company is the nation's largest manufacturer of
pre -engineering building systems for the non-residential buildings
market. Butler is headquartered in Kansas City, Missouri, and consists
of six Divisions - all focused on specific segments of the non-residential
construction markets.
Butler Rural Systems Division
This Division (headquartered in Kansas City and Lester Prairie, Minnesota)
is the second largest Division within Butler. The Division focuses on the
agricultural and the smaller commercial/industrial buildings market with a
complete line of pre-engineered Butler steel buildings and Lester wood
framed buildings.
The proposed facility at the Clearbrook, Virginia, site will manufacture
and distribute the Lester wood framed building product line in the Northeast
and Mid -Atlantic states. This facility will be the third manufacturing site
to be established for the Lester product line in the past two years. (The
other two are at Lester Prairie, Minnesota, and New Castle, Indiana.)
The initial phase of the Clearbrook facility will consist of the following:
- Approximately 20 acres will be utilized for building sites, roadways,
parking, railroad siding, outside storage of lumber, and appropriate
set -backs and landscaping. (The additional 10 acreas of this 30-acre
site will be held for future plant expansion in 5-7 years.)
- Four buildings totaling some 50-60,000 square feet will be built in
the initial phase. All buildings will be single story buildings and
will be a combination of Butler steel buildings and Lester wood framed
buildings. The exterior of all buildings will be an attractive
painted steel paneling. (Long term, the plan calls for approximately
100,000 square feet of buildings.)
Projected employment levels at this facility are as follows:
First year - 20-30 employees*
Second year - 25-45 employees*
Third year - 40-60 employees*
* Plus seasonal, part-time employees as required.
Longer term - A marketing/engineering staff will be officed at
this facility.

The operating philosophy of the Clearbrook facility will be oriented toward
a highly self -managed work system where the employees are given the respon-
sibility and authority to make decisions which are consistent with our stated
mission of producing the highest quality product in the industry at a com-
petitive price.

the rewards of their efforts through Employee Stock Ownership Plans, Gain
Sharing Plans, and Employee Savings Trust Plans (all of which are dependent
upon the profitability of the Company.)
