The approved site plan calls for the construction of a metal warehouse building that is 4,800 square feet, a six foot wide concrete apron for fork lift access, the installation of a paved parking area complete with four regular parking spaces, one van accessible disabled parking space with appropriate signage, and concrete wheel stops, the planting of four pin oaks around the existing parking lot, the installation of a storm water management facility, and all appropriate erosion and sediment control measures. The following comments need to be addressed prior to final approval of this site plan: GENERAL INFORMATION 1) Please revise the Magisterial District to read Gainesboro. 2) Please provide the height for all structures on the property. 3) Please provide the location and dimension of all signs on the property. 4) The FAR is correct provided that all existing and proposed buildings have one floor. Please revise the FAR if any structure has two floors. 5) Please provide the location of any existing or proposed outdoor lighting fixtures, outdoor storage areas, or outdoor trash receptacles. 6) Please provide the dimension and culvert size of the existing entrance. 7) Your plan indicates that a concrete apron will be placed adjacent to the proposed warehouse structure. Please provide location and dimension of all loading spaces. 8) Please provide appropriate signage for the disabled parking space to meet the requirements of the ADA. 9) Perimeter parking lot landscaping is required; however, the proposed parking lot is located within the fenced in area that has an existing gravel base. As a compromise, the developer can provide landscaping around the existing parking lot. This will require four deciduous shade trees that are planted forty feet apart. Please provide the location, species, and height of these deciduous shade trees. SPECIFIC INFORMATION 1) The Zoning Ordinance requires curb and gutter for parking lots in industrial parks. There is a provision for the use of concrete wheel stops if this will serve the overall storm water management for this site. Please discuss this with the County Engineer. I've enclosed a copy of the plan. As you can see, the improvement is limited to addition of a building behind the existing structure. No improvements were proposed for driveways or the entrance. In cases similar to this the County does not routinely provide for VDOT comment. As this revision will not affect traffic patterns or volumes to the site, the owner does not contemplate improvements in the VDOT right of way. Clifford and Associates, Inc. 200 North Cameron Street Winchester, Virginia 22601 RE: Stormwater Detention Pond Lot D-1 Stonewall Industrial Park Frederick County, Virginia Dear Ron: We have completed our review of the proposed detention facility and offer the following comments: 1) A backwater or check valve should be installed in the proposed outlet pipe. It may be necessary to install a 12 inch PVC pipe (smooth) rather than a 12 inch CMP to accommodate the backwater valve. 2) The existing down gradient conditions tend to cause a backup of storm drainage onto Parcel D-1. For this reason, we recommend that the berm crest be set at approximately 494 and the emergency spillway at 493. These elevations would alleviate some of the periodic flooding of this area. 3) The specified rip -rap should be Class I. 4) The proposed berm should be constructed with locally available clay soils and be keyed into the on site residual soils to minimize piping. Stonewall Industrial Park Frederick County, Virginia Dear Mr. Bishop: We have completed our review of the site plan for the proposed warehouse and offer the following comments: 1) Stormwater calculations were not furnished with the proposed site plan. The stormwater calculations need to include an evaluation of the effects of the ten (10) year and one hundred (100) year storm flows on the proposed building site. Based on our review of the existing site conditions, it appears that over 50 percent of the site has been developed as either building area or gravel pavement. These conditions exceed the maximum 50 percent development assumed in the original stormwater analysis for the Stonewall Industrial Park. Therefore, it will be necessary to provide stormwater management for the existing conditions as well as the proposed warehouse and related site work. 2) The existing conditions have been limited to the area within the property boundaries. In order to properly evaluate the on -site drainage, it will be necessary to obtain sufficient off site information to establish drainage courses and potential flooding problems. We understand that a drainage problem does exist in the southeast corner of the site adjacent to the Crown, Cork and Seal property. To alleviate this problem, it may be necessary to rechannel the existing drainage ditch. Please contact this office if you have any questions regarding the above comments.
