Dear Mr. Evan Wyatt:
I understand that Mr. John Higginbotham and you met after I received
the July 8, 1994 letter. It is my understanding that after the meeting
you gave Mr. John Higginbotham the okay to exempt the tar and chip area
on the north area parking spots. This is to be exempt on the condition
that Lantz Construction Co, of Winchester, Inc. would guarantee Frederick
County that we do the tar and chip parking area, tie.-- 85' wide X 58' deep
concrete loading dock pad, under the existing bond that Corrugated has for
future parking.
Mr. John Higginbotham told me that Corrugated plans to do the work of a new
addition by 18 to 24 months. Lantz Construction Co. of Winchester, Inc.
will be able to guarantee this work under the existing bond should Corrugated
not build another addition in 18 to 24 months.
Also, everything is complete with this project. We are waiting to get a
price and delivery time on a vertical steel post that one of Corrugated
Containers tow motors hit. Mr. Pittcock said he would not give us a final
inspection until this post was corrected. We hope to have this done in
(2) two weeks. If you have any questions please feel free to call.

Dear Mr. Higginbotham:
The Frederick County Planning Department administratively approved a revision to Site Plan
#006-94 for Corrugated Container on July 8, 1994. The approved site plan was revised to
relocate eight regular parking spaces, expand the concrete slab on the northwest side of the
building addition, and provide concrete pads for the loading docks on the northeast side of the
building. The loading dock pads need to be striped to provide 12' X 45' loading spaces. All
other improvements specified in my letter, dated May 12, 1994, apply as well.
Our department has met with Mr. H. Bruce Edens, of Greenway, Inc., to discuss requirements
regarding the concrete loading pads that are proposed to be located along the back of the new
addition. Mr. Edens has asked that this improvement be delayed because Corrugated Container
anticipates another building addition within the next 18 months. Frederick County will not
require Corrugated Container to provide the concrete loading docks in this location at this time.
However, this improvement will need to be completed if Corrugated Container has not filed a
new site plan for the future addition within 24 months of receiving a Final Certificate of
Occupancy Permit for the current addition.
Enclosed is a copy of the approved, revised site plan for your records. I have provided Mr.
George Burke of Lantz Construction with a copy of the approved, revised site plan as well.
This will enable the contractor to maintain an on -site .copy of the approved plan. Please have
Mr. Burke contact this office to schedule an on -site inspection once all improvements are
complete.

Corrugated Container on May 10, 1994. The approved site plan calls for the construction of
an attached warehouse structure that is 36,000 square feet, the creation of two parking lot areas
that will provide 11 additional prime and double seal regular parking spaces and one van
accessible parking space with appropriate signage, the installation of a concrete loading area that
will contain six loading spaces, the provision of a crushed stone maneuvering area around the
building with new fire lane signs, and all appropriate erosion and sedimentation control
measures.
Enclosed is a copy of the approved site plan for your records. I have provided Mr. George
Burke of Lantz Construction with a copy of the approved site plan as well. This will enable the
contractor to maintain an on -site copy of the approved plan. Please have Mr. Burke contact this

Dear Keith:
I have had an opportunity to review the above referenced site plan. The following comments
need to be addressed prior to final approval of this site plan:
5,kq 1) Please provide a signature on the Land Surveyor Certificate.
✓2) Please provide the use and zoning for all adjoining properties. The Perry tract is zoned
RA; however, I am uncertain of the existing use. The property on the other side of the
railroad track is zoned B-2. Once again, I am uncertain of the existing use.
3) Please provide a metes and bounds description for the property boundary line that adjoins
the railroad track, as well as the linear distance of that property line.
✓4) Please provide the location and distance of the required setbacks for this site.
15) Please provide the FAR calculations for this site.
✓6) Please provide the height for all structures on the property.
/7) Please provide the location and dimension of all signs on the property.
I8) Please provide the location of any existing or proposed outdoor lighting fixtures, outdoor

v13) The site plan proposes a loading area with six loading docks. The loading area should
be a concrete pad and all six loading spaces should be striped to meet the dimensional
requirements (12' x 45'). Loading space calculations need to be indicated on the site
plan.
14) The parking calculations for this site plan are incorrect. The parking calculations need
to reflect the required parking for manufacturing, warehouse, and office uses. Disabled
parking spaces will then need to be determined based on this number. The parking lot
area needs to meet the requirements of section 165-27E of the Zoning Ordinance.

I have meet with the owners of Corrigated Container
regarding placement of their hydrants and fire main. They've
provided me with a sketch showing their hydrant placement 250,
further south than shown on the June 17, 1994 revised plan. This
is to avoid moving the fire main at a later date when Phase 3 of
their building is constructed. This will also place the hydrants
in such a manner that the hydrant coverage is in place when Phase
3 is built. This arrangement does meet the coverage requirements
for the building as it is being built at this time. So I'm
comfortable approving it. I assume however that Corrigated will
have to show this change on their amended site plan for your
file.
I've also discussed fire lane access to the new positions of
these hydrants.
This will serve as approval of the site plan from Fire and
Rescue.
Should you need further, please let me know.

Dear Bruce:
Based on our review of the proposed expansion of the Corrugated
Container Corporation facilities, we have determined that the
existing stormwater detention facility is adequate to accommodate the
runoff as a result of the ten (10) year storm flows generated by the
new addition.
Approval of the existing design was outlined in a letter dated
April 4, 1990 from Donohue and Associates. This letter referred to
design calculations prepared by Greenway, Inc., which included pre
and post development conditions. The latter totalled 1.7 acres of
post -developed building area which approximates the combined area of
the existing building and proposed addition.
It should be emphasized that the existing and proposed pavement
areas were not evaluated in the previous drainage analysis. Our
review of the proposed expansion made allowances for the pavement
areas and determined that the existing basin is adequate. However,
any future expansion on this site will need to address the pavement
areas as well as any building expansion.
We trust that our approval will allow your client to proceed
with the proposed site work.
