Dear Mr. Whitacre:
The Frederick County Planning Department administratively approved Site Plan #005-94
of Parkins Mill Wastewater Treatment Plant on February 22, 1994. The approved site plan
calls for the addition of two oxidation ditch structures, two clarifier structures, an ultraviolet
and post aeration structure, a preliminary treatment building, a filter building, a new
administration building complete with a paved parking area which includes four regular
parking spaces, one disabled parking space with appropriate signage, a disabled ramp,
concrete wheel stops, and concrete walks, a retaining wall, new chain link fencing, evergreen
and deciduous landscaping along West Parkins Mill Road, and all appropriate erosion and
sedimentation control measures.
I have provided you with two copies of the final site plan. This will enable you to provide
the contractor with a copy and keep a copy for your records. Please contact this office to
schedule a final inspection of this site once all improvements are complete. Please contact
me if I may answer any questions regarding this letter.

This will certify that the Frederick County Sanitation Authority will insure the performance of
the contractor on the referenced project with regard to site -plan requirements for the completion
of the project. The Authority is holding a 5% retainage, as well as performance and payment
bonds in the amount of the project to insure the contractor's performance.
We currently anticipate the plant will be substantially complete on April 15, 1996. This stage of
completion will allow operation of the expanded plant. Final completion of all site work will
occur by June 15, 1996.

RE: Flood Plain Study
Parkins Mill Plant Expansion
Dear Wendy:
We have completed our review of the flood plain study prepared
by Donohue and Associates for the proposed Parkins Mill Plant
expansion.
Basically, Donohue routed the 100 year storm event through the
Opequon Creek adjacent to the proposed expansion. Based on this
routing and corresponding analysis, they determined that the proposed
fill would increase the water surface elevation of the 100 year flood
a maximum of 0.77 feet. This maximum occurs immediately adjacent to
the proposed fill expansion. There is no increase at the Route 522
South bridge which is located approximately 750 feet upstream of the
proposed expansion.
Based on our review, we conclude that the proposed expansion
will have an insignificant impact on the 100 year flood level.
Therefore, we recommend approval of the proposed expansion scheme.
Submittal and approval of the final design documents will be
required prior to construction.

CHAPTER 11
FLOOD PLAIN AND WETLANDS ASSESSMENT
The objective of the floodplain assessment was to determine if fill
could take place within the floodplain to accommodate the expanded
facilities. The Frederick County Sanitation Authority and Donohue
& Associates modified the original agreement to investigate this
option. The scope of services were as follows :
(a) Hydrologic Evaluation : Determine predicted flow rates
for the 100 year storm event for critical cross
sections along the floodplain in the study area. The
flow rate will be determined for planned land use
projections based on the County's Comprehensive
Plan.
(b) Hydraulic Evaluation Establish water surface
elevations based on existing channel conditions, for a
100 year storm event. Establish water surface
elevations for modified cross sections, as a result of
proposed plant upgrades under the same flow rates as
determined for the 100 yr. storm.
The flood plain analysis was done for the placement of proposed
facilities as shown in Figure 5. The Opequon - Stephens Run area
was divided into 4 drainage basins. The hydrologic flows to the

Opequon were calculated with the HEC1 computer model. After the
calculation of hydrologic flows, hydraulic analysis was performed
using the HEC2 computer model to determine the effect of the
proposed structures on the 100 year flood plain. It was assumed
that the distance between the existing and proposed oxidation
ditches was 40 feet with 5 foot space on the south side of the
proposed ditches. It may be possible to provide a 10 foot road on
the south side of the proposed ditches, by reducing the distance
between the oxidation ditches to 351. The details of the exact
distance can be worked out during the design phase. A 2 (H):1 (V)
slope was assumed for analysis purposes.
Based on the above assumptions, the results of the hydraulic
analysis are summarized in Table 20. As can be observed from the
table, the maximum change in water surface elevation was 0.77 feet
at cross - section 10 (Figure 8). Hence construction of the
proposed facilities as shown in Figures 5 and 6 is possible without
raising the 100 year flood plain by more than a foot.
Wetland studies were performed to determine if there are any
wetlands that may be affected by the construction of the treatment
plant. The US Army Corps of Engineers and EPA have defined
wetlands as "areas that are inundated or saturated by surface or
groundwater at a frequency and duration sufficient to support and
that, under normal circumstances, do support a prevalence of
vcWtpLtipn typically adapted for life in saturated soil

conditions". The wetlands study was carried out by the Frederick
county Planning Department. Based on the engineer's assessment,
there are no wetlands in the Parkins Mill area.

The following responds to the comments contained in your November 30, 1993 letter to
John Whitacre. Some of the information you have requested was shown on the construction
plan sheets other than the site plan you were provided. Those sheets are included with this
correspondence along with Sheets 02-CF-1 and 02-C-2.
GENERAL INFORMATION

I have completed my review of the above referenced site plan. Please have Mr. Lay revise
the site plan to address the following comments:

SPECIFIC INFORMATION
1) The site plan indicates that there is an area in front of the proposed administration
building that will be partially paved and partially graveled. I believe that this area
will be used for parking. The site plan needs to depict this area in more detail. The
site plan should provide parking lot calculations (1 space per 250 feet of floor area),
and indicate where the parking spaces will be located. The area for the parking lot
needs to be paved, and the parking spaces need to be striped.

2) Information regarding the modification to the flood plain needs to be submitted with
the other site plan material. I believe that this information has been reviewed and
approved by Mr. H.E. Strawsnyder, Director of Public Works. This will allow our
department to maintain an accurate file for this project.
SPECIFIC CONCERNS
1) The proposed development is located on property that is zoned RA (Rural Areas).
This requires a 60 foot setback from West Parkins Mill Road and a 50 foot setback
from the side and rear property lines. I discussed this issue with Wellington Jones,
and he indicated that your department would like to apply for a variance to the
required 50 setback. The ultraviolet and post aeration structure is located six feet
from the rear property line; therefore, you will be applying for a 44 foot setback
variance. The variance applications are maintained in our office. I will be available
to assist you with any questions you may have regarding- this application.
The Planning Commission and Board of Supervisors have provided our. department with
administrative approval authority for this site plan. Please have Mr. Lay revise the site plan
to incorporate my comments. Our department will need five copies of the final site plan
(drawing number sheets 02-CF-1 & 02-C-2), all approved review agency comments, the site
plan application page, and the appropriate review fee. Once our department has received
these items. I will recommend final approval for this site plan.
