The approved site plan indicates that a six foot high chain link fence will be located between the double row of Leyland Cyprus trees and the adjoining property line. Recently, you asked me if the security fence could be relocated to remove it from the area that will be used to plant the leyland Cyprus. The security fence is not a requirement of the Frederick County Zoning Ordinance; therefore, our department would permit the relocation of this fence. You do not need to provide our department with revised site plans that indicates the new location. I hope this information is of assistance. This approval allows 84 Lumber to begin any of the improvements specified on the site plan at this time. Therefore, Frederick County would permit the commencement of grading for the new storage addition or planting of the leyland cyprus screening prior to the issuance of the required building permits. All improvements specified on the approved site plan need to be completed prior to the issuance of a certificate of occupancy permit for the proposed structure. The approved site plan calls for the construction of a storage shed that is 3,000 square feet, a special order room that is 1,000 square feet, the creation of a gravel access area for the proposed structures, the installation of a chain link fence that is six feet in height, and the planting of 39 leyland cyprus that are a minimum of four feet in height. Enclosed are three copies of the approved site plan for distribution. It would be appropriate to provide an approved copy to the manager at store 1712. Section 165-33A of the Frederick County Zoning Ordinance requires outdoor storage or processing to be completely screened from adjoining properties and roads. I discussed this requirement with our Planning Director to determine what would be appropriate based on the existing site conditions. We believe that the installation of a six foot high board on board fence or the provision of a double row of evergreens that are a minimum of four feet in height at time of planting would be appropriate. We are primarily concerned with screening from the adjoining property (the McDonalds tract), not Interstate 81. I have provided you with a copy of the above referenced section of the Zoning Ordinance for your records. I apologize for this oversight on my initial review. The B-2 Zoning District requires a 35 foot setback from front property lines and a 50 foot setback from arterial roads and highways. PA 15317 RE: Site Plan For 84 Lumber Storage Addition I have had an opportunity to review the information provided by your company. 84 Lumber proposes to construct a storage addition to the existing facility that will be 1,120 square feet. This addition will be partially enclosed and accessible only to employees of 84 Lumber. The overall concept of this plan is fine; however, there are certain requirements of the Frederick County Zoning Ordinance that need to be satisfied prior to the issuance of building permits. I offer the following comments: A site plan is required by Frederick County for any use in the business or industrial zoning districts. This is a fairly minor addition to the existing facility; therefore, the site plan will be reviewed in that manor. REQUIRED INFORMATION You have submitted four copies of a preliminary site plan drawing and a site plan review fee of $300.00. These items are part of the required information for the submission of a site plan; however, there are outstanding items that need to be addressed as well. I have enclosed a copy of the Frederick County Site Plan Application for your use. On page 5 and 6 is the site plan application. This application needs to be completed and submitted as part of the site plan package. Page 14 contains a comment sheet for the Building Official, and page 15 contains a comment sheet for the Fire Marshal. I have completed these pages and provided copies to these review agencies. They will review your plan and provide you with their comments. You need to address any comments these agencies may have prior to final site plan approval.
