Dear Mr. Adler:
Please find enclosed a copy of the plans and requests for site plan comments for
the Winchester Regional Health Systems located on Route 522/Front Royal Road. `the
only comment that the Department of Public Utilities for the City of Winchester has is that
because the facility will contain a print shop, the discharges from the facility will be subject
to pretreatment rules and regulations. Other than this item, we have no problem with the
facility as it presently exists or as it is shown on the plans provided.

This letter is to inform you that the Frederick County Department of Planning
administratively approved site plan #002-94 for the Winchester Regional Health System
on February 3, 1994. This plan calls for the conversion of the old Lowe's building into
office space, warehousing, and a print shop. The plan also calls for the installation of 6
handicapped spaces with signs, signs delineating fire lanes, stipped loading spaces,
and a 35 foot business sign.

Thank you for your guidance through the County approval processes. Enclosed please
find site plan comments from VDOT, Fire Marshal's Office, Winchester Regional
Airport and the City of Winchester Sanitation Authority. As we discussed, I have
obtained a preliminary review from Boyd Pickok. Also, I am sending four copies of
the plans and a completed Site Plan Application. As I understand, this should initiate
the site plan approval processes which, when approved, will allow for a relatively quick
procurement of a building permit. The Hospital would like to start construction later
this month. Thank you again for your assistance.
