RE: Millwood Pike Exxon Gas Station/Convenience Store Site Plan Addendum
Dear Mr. Claytor:
The Frederick County Planning Department administratively approved an addendum to Site Plan
#018-94 for the Millwood Pike Exxon Station on October 20, 1994. The approved site plan has
been revised to create the addition of a drive-thru window which is 90 square feet, a 12 foot
asphalt access drive with curb and gutter, an order board for the restaurant use, a raised island
to separate the drive-thru traffic from the parking lot, and the relocation of the dumpster pad
which will be completely enclosed by a six foot high opaque wooden fence with a latched gate.
The improvements specified in my letter dated August 9, 1994 will need to be complete as well.
I have enclosed two copies of the approved site plan for your records. Please provide an
approved copy to the contractor to be maintained on -site. Please have the contractor contact this
office to schedule an on -site inspection once all improvements are complete.

Dear Mr. Claytor:
The Frederick County Planning Department administratively approved Site Plan #018-94 for the
Millwood Pike Exxon Station on August 9, 1994. The approved site plan calls for the
construction of a new 2,948 square feet building to be used as a gas station and convenience
store (the original structure was razed), the installation of a canopy and gasoline pumps,
improvements to the existing entrance area to include additional curb and gutter and resurfacing,
the removal of existing underground fuel tanks, the installation of two new underground fuel
tanks, the enclosure of the dumpster with a six foot high opaque wooden fence with a latched
gate, the provision of a van accessible disabled parking space with appropriate signage, the
installation of a pedestrian walkway with a disabled ramp, and all appropriate erosion and
sedimentation control measures.
I have enclosed two copies of the approved site plan for your records. Please provide an
approved copy to the contractor to be maintained on -site. Please have the contractor contact this
office to schedule an on -site inspection once all improvements are complete.

RE: Preliminary Site Plan Review of Exxon Company USA Addition
Dear Keith:
I have had an opportunity to review the above referenced site plan. The following comments
need to be addressed prior to final approval of this site plan:
1) Please provide the address of the owner.
2) Please provide a signature for the Land Surveyor Certificate on the final site plan copies.
3) Please provide the acreage for the parcel.
4) Please provide the location of the required front property setback line.
5) Please revise the use of the proposed improvements to state: Convenience Store with
Gasoline Pumps.
6) Please indicate if the proposed storage tank will be located above or below ground. If
it is located below ground, please provide the location of the filler cap.
7) Please provide the FAR calculations for this site.
8) Please provide the height of the building and the proposed canopy.
9) Please provide the dimension of all signs on the property. The site plan indicates that
an existing sign will be relocated from the western side of the property. Where is the
proposed relocation for this sign?
10) Please provide the use for all adjoining properties. (Convenience Store with Gasoline
Pumps, Retail Shopping Center, Federal Express Office - or is this structure vacant?)
11) It appears that an existing light pole is located within an area designated as a parking
space along the western side of this property. Please provide a new location for this light
pole.
12) A note is provided on this plan which states that the existing service bays (three total)
will be removed and the area will be converted to retail. There should be a continuous
pedestrian walkway along the entire front of this building to provide access to this use.
13) The outdoor trash receptacle should be enclosed by a six foot high opaque fence with a
latched gate. This site is adjacent to one of the primary road improvement corridors
identified by the Corridor Appearance Task Force and the Chamber of Commerce.

14) Please provide all easements that are on, or adjoin this site. It appears that there should
be a water and sewer easement along the southern property line. Also, are there any
laterals that extend from these mains into the site? Please provide the location and
easements for these as well.
15) Please provide the dimension of the proposed disabled parking space. Please indicate the
location and dimension of the van accessible disabled sign, and the location of a disabled
ramp to access the pedestrian walkway.
16) Please provide the location, number, and species of any plants that will be used for
landscaping on this site.
17) Please work with VDOT to determine how the entrance to this site can be approved. It
would be nice to extend the island curbs to protect the proposed parking lot areas that
are indicated on this plan.
18) Please indicate the areas that will be repaved on this site. Also please provide a detail
of this application.
19) Please provide calculations that indicate the landscaped percentage on this site. These
calculations should not include any of the grass islands in the front, as they are not
located on -site. The area designated as gravel and grass is all grass.
Please provide our department with the site plan application, the site plan review fee, and all
review agency comments. This will enable our department to place this site plan on the
Planning Commission's Bimonthly Report. Please provide our department with five copies of
the final site plan that reflect all outstanding comments, and approval letters from all review
agencies. Once this information is provided, I will recommend final approval of this site plan.

of our approval.
Prior to the initiation of any work on VDOT's right-of-way, the owner will be required to apply
for a land use permit from this office to cover said work. The permit will require a minimal
processing fee and surety bond coverage. A permit of this nature normally takes approximately
thirty days to process and issue once satisfactory application has been made.

As requested, we have reviewed the above referenced project's site plan dated May 13, 1994. The
current entrance's pavement surface is in bad repair. Also, the existing island does not meet our current
minimum design standards for commercial entrances. The island curb does not extend back to the State's
right-of-way line; as a result this area is being used illegally for parking.
We therefore offer the following comments:
The entire entrance surface will need to be overlaid with a minimum 1.5" Type SM-2A Asphalt
Concrete.
2. The existing entrance island will need to be modified/reconstructed as shown in red on the enclosed
site plan. The curb on the back of the existing island will need to be removed and the resulting
larger island topsoiled, seeded and mulched.
3. Any other cracked or deteriorated entrance curbing will need to be replaced.
Please revise and resubmit four (4) copies for final approval. Should any changes be deemed necessary,
please design them to meet or exceed the above recommendations.
