Dear Ron:
We have completed our review of the subject site plan revision.
Basically, the revision includes a 3,000 square foot addition and the
addition of six (6) parking spaces.
The proposed development does not warrant a detailed erosion and
sediment control plan. Also, the resulting increase in runoff does
not exceed one (1) cfs. Consequently, stormwater management is not
required at this time. However, any future development on the
approximate three (3) acres will require a detailed stormwater
management plan. We will require that -the design of this plan be
based on the assumption that the entire site is undeveloped_.
The proposed revised site plan is approved by this office for
construction. Please contact me if you have any questions regarding
the future stormwater management requirements.

RE: Winchester Countertop Storage Site Improvements
Dear Mr. Miller:
I had an opportunity to meet with Buddy Strawderman of Construction Management to conduct
a site inspection at the above referenced site. The purpose of this inspection was to determine
if a Temporary Certificate of Occupancy Permit could be granted prior to the completion of all
site improvement work.
Frederick County has a procedure in place to accommodate this request. This procedure
involves the issuance of a Letter of Credit to Frederick County to cover all costs associated with
the outstanding site improvements. The amount of the Letter of Credit is based on a contractors
bid for all outstanding site improvements. A financial institution will issue a Letter of Credit
that complies with a form acceptable to Frederick County (please see enclosed form). This
Letter of Credit is made payable to the Treasurer of Frederick County, and is released once all
site improvements are complete.
The outstanding site improvements that need to be complete, or guaranteed by a Letter of Credit
include 13 concrete wheel stops, the striping of all parking spaces and disabled parking spaces
in the front parking lot, the provision of a van accessible disabled parking sign, the installation
of the fire hydrant, and the planting of the landscaped screen which includes 24 white pines, 24
red cedars, and 24 hedge maples. All landscaping needs to be a minimum of four feet in height
when planted.
Frederick County will issue a Temporary Certificate of Occupancy Permit once an acceptable
Letter of Credit is received. This will permit you to occupy the new addition, and allow you
to provide the landscaping during a more favorable season. Please contact me if I may answer

Dear Mr. Miller:
The Frederick County Planning Department administratively approved Site Plan #012-94 for
Winchester Countertop on May 20, 1994. The approved site plan calls for the construction of
an attached storage building that is 3,000 square feet, the creation of a paved parking area
complete with three regular parking spaces and one van accessible disabled parking space with
appropriate signage, the extension of an aggregate area that will contain four employee parking
spaces with concrete wheel stops, the installation of a concrete dumpster pad that is enclosed by
a six foot high opaque fence with a latched gate, the installation of a fire hydrant and a fire lane
that is twenty feet in width, and all appropriate erosion and sedimentation control measures.
Enclosed .is a copy of the approved site plan for your records. I have provided Mr. Buddy
Strawderman of Construction Management with a copy of the approved site plan as well. This
will enable the contractor to maintain an on -site copy of the approved plan. Please have Mr.
Strawderman contact this office to schedule an on -site inspection once all improvements are
complete.

Dear Ron:
I have had an opportunity to review the revisions made to the above referenced site plan. The
majority of these comments have been adequately addressed; however, there are still some
outstanding comments that need to be addressed prior to final approval of this site plan:
1) Please provide a signature on the Registered Professional Engineer Certificate.
2) The proposed outdoor trash receptacle needs to be enclosed with a latched gate.
3) Please relocate the 200 foot bufferVandscaped screen that is required along the rear
property line. The current placement has this located within the drainage easement.
This site plan will appear on the Planning Commission Bimonthly Report on May 18, 1994. All
other review agency comments have been adequately addressed; therefore, our department will
approve the final site plan on May 19, 1994, if these minor comments are reflected on the final
site plan. Please furnish our department with five copies of the final revised site plan for
approval. Our department will be glad to sign -off on a footer foundation permit prior to final
site plan approval.

I am writing in regards to the warehouse addition currently
under construction at Winchester Countertops Inc. The approved
site plan calls for the addition of a fire hydrant on the
northside of Imboden Drive in order to meet the hydrant coverage
required by the Fire Code.
I have been advised that the Virginia Department of
Transportation will not permit an open trench cut of the road to
permit the water line tap needed for a northside fire hydrant.
In light of this problem and based on my site visit, I am
amending the site plan to permit the additional fire hydrant to
be located on the southside of Imboden Drive immediately adjacent
to the proposed fire hydrant shown on the revised site plan dated
3/16/94.
I believe this is a reasonable accommodation that will not
compromise fire protection to the facility.

We have completed our review of the subject site plan.revision.
Basically, the revision includes a 3, 000. square -foot addition and .the
addition of six (6) parking spaces.
The proposed development does not warrant a detailed erosion and
sediment control plan. Also, the resulting-increase.:in:runoff.does
not exceed one (1) cfs. Consequently,-stormwater.management.is.not
required at this time. However, any. future development on the
approximate three (3) acres will require..a -detailed stormwater
management plan. We will require that the.. design of this plan be
based on the assumption that the entire site is undeveloped.
The proposed revised site plan is approved by this office for
construction. Please contact me if you.:have any questions regarding
the future stormwater management requirements.
