For the decommissioning estimate provided, we need written confirmation from Public Works it is “acceptable.” In their comment letter/approval, I did not see that confirmation. For final Zoning Administrator approval, we need hard copies, a digital copy of the final site plan & digital copies all agency comments (including PW approval of the estimate). Please proceed with assembling the final requests. If there are any additional questions, please let me know. Staff has reviewed the resubmission revised 10/20/2022; the following comments include those still outstanding from our 7/27/2022 letter and new comments from staff. Comment # 4: The Frederick County Zoning Ordinance does not contain a parking standard for “utilities.” Absent a standard, we reference to the Planners Advisory Service (PAS) – Parking Standards (2002) for a comparable example. The designer should include 1 parking space per vehicle anticipated for service of equipment at or nearby the proposed “Collection Equipment.” The spaces should meet the parking space size requirements contained in §165-202.01(D)(9). The designer may propose an alternative parking standard for review by the Zoning Administrator. The parking standard should be noted on Sheet 2 along with the number of spaces proposed; parking spaces should be clearly labeled on subsequent sheets (§165-802.03(B)(2)). The response from the applicant provided does not address the comment; the parking spaces need to be demarcated outside of the travel way (per §165-202.01(D)(2)). Comment #5: Label future Route 37 as “Future Route 37 Right-of-Way” on all applicable sheets (Sheets 3, 6, 15, 18, 22, 26A, 28). The response from the applicant provided does not address the comment. The ROW is shown but not labeled, as requested in the comment letter. New Comment #1: On Sheet 28, specify the total number of plants for each species type provided (§165-802.03(B)(5)). New Comment #2: A comment sheet/approval should be provided from Frederick Water given the proximity of the “20’ sanitary easement” Once you have addressed the above comments, resubmit one (1) hard copy plus a $500 fee check for a third submission (Frederick County Development Review Fee Schedules, rev. 12/11/2019). For final approval we will need five (5) complete hard copies, the final decommissioning cost estimate, and a digital copy of the plans plus digital copies of all review agency comment letters. Based off of the review of the Drawings, all of the previous VDOT comments have been addressed and the Site Plan is approved by our office. Please ensure that all applicable agencies have the most recent set of approved Drawings.   We offer the following general comments:   Our review and comments are general in nature. Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. A Land Use Permit shall be obtained before any work is performed on the State’s right-of-way. The permit is issued by this office and may require application fees, the salary & expenses of a State assigned inspector, and surety bond coverage. ·         Please provide an electronic copy of the plans via thumb drive or link.
