C. IF EXISTING NATURAL RECEIVING CHANNELS OR PREVIOUSLY CONSTRUCTED MAN-MADE CHANNELS OR PIPES ARE NOT ADEQUATE, THE APPLICANT SHALL: 1. IMPROVE THE CHANNEL TO A CONDITION WHERE A TEN-YEAR STORM WILL NOT OVERTOP THE BANKS AND A TWO-YEAR STORM WILL NOT CAUSE EROSION TO THE CHANNEL BED OR BANKS; OR 2. IMPROVE THE PIPE OR PIPE SYSTEM TO A CONDITION WHERE THE TEN-YEAR STORM IS CONTAINED WITHIN THE APPURTENANCES; OR 3. DEVELOP A SITE DESIGN THAT WILL NOT CAUSE THE PRE-DEVELOPMENT PEAK RUNOFF RATE FROM A TWO-YEAR STORM TO INCREASE WHEN RUNOFF OUTFALLS INTO A NATURAL CHANNEL OR WILL NOT CAUSE THE PRE-DEVELOPMENT PEAK RUNOFF RATE FROM A TEN-YEAR STORM TO INCREASE WHEN RUNOFF OUTFALLS INTO A MAN-MADE CHANNEL; OR 4. PROVIDE A COMBINATION OF CHANNEL IMPROVEMENT, STORMWATER DETENTION OR OTHER MEASURES WHICH IS SATISFACTORY TO THE PLAN-APPROVING AUTHORITY TO PREVENT DOWNSTREAM EROSION. D. THE APPLICANT SHALL PROVIDE EVIDENCE OF PERMISSION TO MAKE THE IMPROVEMENTS. E. ALL HYDROLOGIC ANALYSES SHALL BE BASED ON THE EXISTING WATERSHED CHARACTERISTICS AND THE ULTIMATE DEVELOPMENT OF THE SUBJECT PROJECT. F. IF THE APPLICANT CHOOSES AN OPTION THAT INCLUDES STORMWATER DETENTION HE SHALL OBTAIN APPROVAL FROM THE LOCALITY OF A PLAN FOR MAINTENANCE OF THE DETENTION FACILITIES. THE PLAN SHALL SET FORTH THE MAINTENANCE REQUIREMENTS OF THE FACILITY AND THE PERSON RESPONSIBLE FOR PERFORMING THE MAINTENANCE. G. OUTFALL FROM A DETENTION FACILITY SHALL BE DISCHARGED TO A RECEIVING CHANNEL, AND ENERGY DISSIPATERS SHALL BE PLACED AT THE OUTFALL OF ALL DETENTION FACILITIES AS NECESSARY TO PROVIDE A STABILIZED TRANSITION FROM THE FACILITY TO THE RECEIVING CHANNEL. H. ALL ON-SITE CHANNELS MUST BE VERIFIED TO BE ADEQUATE. I.INCREASED VOLUMES OF SHEET FLOWS THAT MAY CAUSE EROSION OR SEDIMENTATION ON ADJACENT PROPERTY SHALL BE DIVERTED TO A STABLE OUTLET, ADEQUATE CHANNEL, PIPE OR PIPE SYSTEM, OR TO A DETENTION FACILITY. J. IN APPLYING THESE STORMWATER RUNOFF CRITERIA, INDIVIDUAL LOTS OR PARCELS IN A RESIDENTIAL, COMMERCIAL OR INDUSTRIAL DEVELOPMENT SHALL NOT BE CONSIDERED TO BE SEPARATE DEVELOPMENT PROJECTS. INSTEAD, THE DEVELOPMENT, AS A WHOLE, SHALL BE CONSIDERED TO BE A SINGLE DEVELOPMENT PROJECT. HYDROLOGIC PARAMETERS THAT REFLECT THE ULTIMATE DEVELOPMENT CONDITION SHALL BE USED IN ALL ENGINEERING CALCULATIONS. K. ALL MEASURES USED TO PROTECT PROPERTIES AND WATERWAYS SHALL BE EMPLOYED IN A MANNER WHICH MINIMIZES IMPACTS ON THE PHYSICAL, CHEMICAL AND BIOLOGICAL INTEGRITY OF RIVERS, STREAMS AND OTHER WATERS OF THE STATE. L. ANY PLAN APPROVED PRIOR TO JULY 1, 2014, THAT PROVIDES FOR STORMWATER MANAGEMENT THAT ADDRESSES ANY FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MAN-MADE CHANNELS SHALL SATISFY THE FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MAN-MADE CHANNELS IF THE PRACTICES ARE DESIGNED TO (I) DETAIN THE WATER QUALITY VOLUME AND TO RELEASE IT OVER 48 HOURS; (II) DETAIN AND RELEASE OVER A 24 HOUR PERIOD THE EXPECTED RAINFALL RESULTING FROM THE ONE YEAR, 24 HOUR STORM; AND (III) REDUCE THE ALLOWABLE PEAK FLOW RATE RESULTING FROM THE 1.5, 2 AND 10 YEAR, 24 HOUR STORMS TO A LEVEL THAT IS LESS THAN OR EQUAL TO THE PEAK FLOW RATE FROM THE SITE ASSUMING IT WAS IN A GOOD FORESTED CONDITION, ACHIEVED THROUGH MULTIPLICATION OF THE FORESTED PEAK FLOW RATE BY A REDUCTION FACTOR THAT IS EQUAL TO THE RUNOFF VOLUME FROM THE SITE WHEN IT WAS IN A GOOD FORESTED CONDITION DIVIDED BY THE RUNOFF VOLUME FROM THE SITE IN ITS PROPOSED CONDITION, AND SHALL BE EXEMPT FROM ANY FLOW RATE CAPACITY AND VELOCITY REQUIREMENTS FOR NATURAL OR MAN-MADE CHANNELS AS DEFINED IN ANY REGULATIONS PROMULGATED PURSUANT TO 62.1-44.15:54 or 62.1-44.15:65 OF THE ACT. STAGING AREA AND LAYDOWN YARDS STAGING AREAS, LAYDOWN YARDS, AND CONSTRUCTION TRAILER LOCATIONS TO BE COORDINATED WITH COUNTY IN THE FIELD GEOLOGY BASED ON A GEOTECHNICAL ENGINEERING ONSITE INVESTIGATION AND REPORT BY DRAPER ADEN ASSOCIATES DATED DECEMBER 10, 2020, THE PROJECT SITE IS LOCATED WITHIN THE VALLEY AND RIDGE PHYSIOGRAPHIC PROVINCE OF VIRGINIA. THE VALLEY AND RIDGE PHYSIOGRAPHIC PROVINCE NEAR THE SITE GENERALLY CONSISTS OF LONG, PARALLEL RIDGES AND VALLEYS COMPRISED OF FOLDED AND FAULTED SEDIMENTARY ROCKS. TESTING ONSITE REVEALED A TOPSOIL LAYER WHICH RANGED FROM ABOUT 3 TO 8 INCHES THICK. ONSITE SOILS CONSISTED OF VARIABLE-PLASTICITY, FINE-GRAINED MATERIALS (CH, CL, MH, AND ML) WITH VARIABLE PROPORTIONS OF ROCK FRAGMENTS. AUGER REFUSAL WAS ENCOUNTERED IN 17 OF THE BORINGS AT DEPTHS RANGING FROM APPROXIMATELY 2.8 TO 13.7 FEET BELOW EXISTING SURFACE GRADES. DURING DRILLING, GROUNDWATER WAS ENCOUNTERED AT A DEPTH OF APPROXIMATELY 13 12 FEET BELOW ONE BORING, BUT GROUNDWATER WAS NOT ENCOUNTERED IN THE OTHER BORINGS DURING DRILLING. ERI TESTING DATA INDICATE AN IRREGULAR BEDROCK SURFACE, AS IS COMMON IN CARBONATE BEDROCK TERRAIN, WITH SHALLOW ROCK PINNACLES ADJACENT TO DEEPER SOIL ZONES. THE PRIOR GEOPHYSICAL STUDY ALSO REVEALED NUMEROUS ISOLATED LOW-RESISTIVITY ZONES INTERPRETED AS POSSIBLE SOIL-FILLED VOIDS, INCLUDING NINE (9) POSSIBLE SINKHOLE THROATS THROUGHOUT THE SITE AT DEPTHS RANGING FROM APPROXIMATELY 13 TO 28 FEET BELOW EXISTING SURFACE GRADES. TO MITIGATE SUBSURFACE CONDITIONS, THE PROJECT PROPOSES GROUND SCREW FOUNDATIONS, UTILIZING SPIRAL THREAD DESIGN TO MINIMIZE EMBEDMENT DEPTH, WHICH INCREASES INSTALLATION EFFICIENCY. EROSION CONTROL MEASURES THE FOLLOWING EROSION CONTROL MEASURES AS SHOWN ON THE EROSION CONTROL PLAN SHEET(S) OF THE SITE PLAN WILL BE USED FOR THIS PROJECT: 3.02 TEMPORARY STONE CONSTRUCTION ENTRANCE - A STABILIZED STONE PAD WITH A FILTER FABRIC UNDERLINER WILL BE PROVIDED AT THE PRIMARY CONSTRUCTION ACCESS POINT. THE PURPOSE OF THIS PRACTICE IS TO REDUCE THE AMOUNT OF MUD TRANSPORTED ONTO PAVED PUBLIC ROADS BY MOTOR VEHICLES OR RUNOFF. THE ENTRANCE SHALL BE MAINTAINED IN A CONDITION WHICH WILL PREVENT TRACKING OR FLOW OF MUD ONTO PUBLIC RIGHTS-OF-WAY. THIS MAY REQUIRE PERIODIC TOP DRESSING WITH ADDITIONAL STONE OR THE WASHING AND REWORKING OF EXISTING STONE AS CONDITIONS DEMAND AND REPAIR AND/OR CLEANOUT OF ANY STRUCTURES USED TO TRAP SEDIMENT. ALL MATERIALS SPILLED, DROPPED, WASHED, OR TRACKED FROM VEHICLES ONTO ROADWAYS OR INTO STORM DRAINS MUST BE REMOVED IMMEDIATELY. THE USE OF WATER TRUCKS TO REMOVE MATERIALS DROPPED, WASHED, OR TRACKED ONTO ROADWAYS WILL NOT BE PERMITTED UNDER ANY CIRCUMSTANCES. 3.05 SILT FENCE - A TEMPORARY SEDIMENT BARRIER CONSISTING OF A SYNTHETIC FILTER FABRIC STRETCHED ACROSS AND ATTACHED TO SUPPORTING POSTS AND ENTRENCHED WILL BE PROVIDED AROUND MUCH OF THE SITE PERIMETER AND PARALLEL TO SLOPED AREAS. THE PURPOSE OF THIS PRACTICE IS TO INTERCEPT AND DETAIN SMALL AMOUNTS OF SEDIMENT FROM DISTURBED AREAS DURING CONSTRUCTION OPERATIONS IN ORDER TO PREVENT SEDIMENT FROM LEAVING THE SITE. SILT FENCES SHALL BE INSPECTED IMMEDIATELY AFTER EACH RAINFALL AND AT LEAST DAILY DURING PROLONGED RAINFALL. ANY REQUIRED REPAIRS SHALL BE MADE IMMEDIATELY. CLOSE ATTENTION SHALL BE PAID TO THE REPAIR OF DAMAGED SILT FENCE RESULTING FROM END RUNS AND UNDERCUTTING. SHOULD THE FABRIC ON A SILT FENCE DECOMPOSE OR BECOME INEFFECTIVE PRIOR TO THE END OF THE EXPECTED USABLE LIFE AND THE BARRIER STILL BE NECESSARY, THE FABRIC SHALL BE REPLACED PROMPTLY. SEDIMENT DEPOSITS SHOULD BE REMOVED AFTER EACH STORM EVENT. THEY MUST BE REMOVED WHEN DEPOSITS REACH APPROXIMATELY ONE-HALF THE HEIGHT OF THE BARRIER. ANY SEDIMENT DEPOSITS REMAINING IN PLACE AFTER THE SILT FENCE IS NO LONGER REQUIRED SHALL BE DRESSED TO CONFORM WITH THE EXISTING GRADE, PREPARED AND SEEDED. 3.14 TEMPORARY SEDIMENT BASIN - A TEMPORARY BARRIER OR DAM WITH A CONTROLLED STORMWATER RELEASE STRUCTURE FORMED BY CONSTRUCTING AN EMBANKMENT OF COMPACTED SOIL ACROSS A DRAINAGE WAY IN ORDER TO DETAIN SEDIMENT-LADEN RUNOFF FROM DISTURBED AREAS IN "WET" AND "DRY" STORAGE LONG ENOUGH FOR THE MAJORITY OF THE SEDIMENT TO SETTLE OUT PRIOR TO RELEASE. SEDIMENT BASINS SHOULD BE USED IN CONJUNCTION WITH EROSION CONTROL PRACTICES SUCH AS TEMPORARY SEEDING, MULCHING, DIVERSION DIKES, ETC. TO REDUCE THE AMOUNT OF SEDIMENT FLOWING INTO THE BASIN. SEDIMENT BASINS, ALONG WITH OTHER PERIMETER CONTROLS INTENDED TO TRAP SEDIMENT, SHALL BE CONSTRUCTED AS A FIRST STEP IN ANY LAND-DISTURBING ACTIVITY AND SHALL BE MADE FUNCTIONAL BEFORE UPSLOPE LAND DISURBANCE TAKES PLACE. 3.17 STORMWATER CONVEYANCE CHANNEL - DESIGNED WATERWAY LINED WITH APPROPRIATE VEGETATION OR STRUCTURAL MATERIAL USED TO SAFELY CONVEY STORMWATER RUNOFF WITHIN OR AWAY FROM A DEVELOPING AREA. THE PURPOSE OF A STORMWATER CONVEYANCE CHANNEL IS TO PROVIDE FOR THE CONVEYANCE OF CONCENTRATED SURFACE RUNOFF WATER TO A SYSTEM WITHOUT DAMAGE FROM EROSION. 3.19 RIPRAP - A PERMANENT, EROSION-RESISTANT GROUND COVER OF LARGE, LOOSE, ANGULAR STONE WITH FILTER FABRIC OR GRANULAR UNDERLYING. THE PURPOSE IS TO PROTECT THE SOIL FROM THE EROSIVE FORCES OF CONCENTRATED RUNOFF AND TO SLOW THE VELOCITY OF CONCENTRATED RUNOFF WHILE ENHANCING THE POTENTIAL FOR INFILTRATION. 3.20 ROCK CHECK DAMS - SMALL TEMPORARY STONE DAMS CONSTRUCTED ACROSS A SWALE OR DRAINAGE DITCH. THE PURPOSE OF ROCK CHECK DAMS ARE TO REDUCE THE VELOCITY OF CONCENTRATED STORMWATER FLOWS, THEREBY REDUCING EROSION OF THE SWALE OR DITCH. THIS PRACTICE ALSO TRAPS SEDIMENT GENERATED FROM ADJACENT AREAS OR THE DITCH ITSELF, MAINLY BY PONDING OF THE STORMWATER RUNOFF. FIELD EXPERIENCE HAS SHOWN IT TO PERFORM MORE EFFECTIVELY THAN SILT FENCE OR STRAW BALES IN THE EFFORT TO STABILIZE "WET-WEATHER" DITCHES. CHECK DAMS SHOULD BE CHECKED FOR SEDIMENT ACCUMULATION AFTER EACH RUNOFF-PRODUCING STORM EVENT. SEDIMENT SHOULD BE REMOVED WHEN IT REACHES ONE HALF OF THE ORIGINAL HEIGHT OF THE MEASURE. REGULAR INSPECTIONS SHOULD BE MADE TO INSURE THAT THE CENTER OF THE DAM IS LOWER THAN THE EDGES. EROSION CAUSED BY HIGH FLOWS AROUND THE EDGES OF THE DAM SHOULD BE CORRECTED IMMEDIATELY. 3.31 TEMPORARY SEEDING - THE ESTABLISHMENT OF A TEMPORARY VEGETATIVE COVER ON DISTURBED AREAS BY SEEDING WITH APPROPRIATE RAPIDLY GROWING ANNUAL PLANTS WILL BE PROVIDED ON ALL DISTURBED AREAS THAT WILL NOT BE BROUGHT TO FINAL GRADE WITHIN 30 DAYS. TEMPORARY SEEDING SHALL BE APPLIED WITHIN SEVEN DAYS TO DENUDED AREAS THAT MAY NOT BE AT FINAL GRADE BUT WILL REMAIN LONGER THAN 30 DAYS AS PER MS-1. THE PURPOSE IS TO AID IN CONTROLLING EROSION ON CRITICAL AREAS BY PROVIDING A MICROCLIMATE WHICH PROTECTS YOUNG VEGETATION AND PROMOTES ITS ESTABLISHMENT. IN ADDITION, SOME TYPES OF SOIL STABILIZATION MATS ARE ALSO USED TO RAISE THE MAXIMUM PERMISSIBLE VELOCITY OF TURF GRASS STANDS IN CHANNELIZED AREAS BY "REINFORCING THE TURF" TO RESIST THE FORCES OF EROSION DURING STORM EVENTS. MAINTENANCE BETWEEN THE TIME THE EROSION CONTROL PLAN IS IMPLEMENTED AND FINAL SITE STABILIZATION IS ACHIEVED, ALL DISTURBED AREAS AND EROSION CONTROLS MUST BE INSPECTED NOT LESS THAN ONCE EVERY SEVEN (7) CALENDAR DAYS AND WITHIN 48 HOURS OF A RUNOFF PRODUCING RAINFALL EVENT.
