Dear Mr. Dunlap:
Upon review of the site plan dated December 28, 2022, we recommend approval of the
subject plan. Please be advised that a draft SWM/BMP maintenance agreement with exhibits and
receipt of nutrient credit purchase (2.61 lbs) will be required with the land disturbance permit
application (3.59 acres disturbed).

This project has a sewer pump station that FW will own. Title to the pump station site shall be granted
to the Frederick Water in fee simple absolute. Also, (1) a copy of DEQ’s Certificate to Construct, (2) a
copy of DEQ’s Certificate to Operate, and (3) two copies of the FW approved O & M manual are
required. These documents must be received before service will be authorized. (4) Work cannot
commence that wo uld connect to FW facilities or require FW inspections until the contract is returned
to this office.

A VDOT review has been completed for the revised Winchester Secure Storage site plan, with a submi al date of
02/06/2023. Based on the review of the drawings, VDOT approves the plan with the following comments:
· Ensure there is posi ve drainage across the property entrance.
· Ensure an open cut repair detail is included with the permit applica on.
· Our review and comments are general in nature. Should details be overlooked during plan review or
condi ons in the field exist such that addi onal measures are warranted, such measures shall be
completed to the sa sfac on of the Department.
