Snowden Bridge II - Master Development Plan
Approximately 1/2 mile east of Martinsburg Pike (US Route 11) and 3/4 mile south of intersection of Old Charles
Town Road (VA Route 761) and Snowden Bridge Boulevard (VA Route 883).

The MDP is acceptable based on the level of detail provided.
A thorough review will be provided as Site Plans for individual
Sections are submitted. Water and Sewer lines, or at least
easements will be required to reach adjoining properties. The
addition of tees and crosses to provide better internal looping
will be required for water lines.

Re: Snowden Bridge II Master Development Plan application
Dear Chris:
Frederick County Public Schools has reviewed the Snowden Bridge II Master Development Plan
application submitted to us on January 21, 2022. Our understanding is that this development
proposal includes 1,232 residential units, including 739 age restricted units, 227 single-family
detached units, 218 single-family attached units, and 48 multifamily units. We estimate that this
development will house 181 students. In order to properly serve these additional students,
Frederick County Public Schools would spend an estimated $2,369,000 more per year in
operating costs (or $4,805 average per unit per year) and an estimated $11,158,000 in one-time
capital expenditures (or $22,633 average per unit). You will find, enclosed with this letter, a
more detailed assessment of the estimated impact of Snowden Bridge II on FCPS, including
attendance zone information.

We have finalized our review of the revised Stephenson Village II Master Development Plan,
signature dated June 7, 2022. All of our previous concerns and comments have been addressed.
We have no objection to the MDP and it is approved by our office as presented.

We have addressed your comment on the MDP plan set. A link to download a PDF copy of the MDP
is provided below. Let me know if you have any issues downloading the plan set. A hard copy of the
signed and sealed MDP plan set is scheduled to be delivered by FedEx today to the Edinburg office as
requested.

I have also provided two updated sets of the Stephenson Village II Section 22 plans in the FedEx
submission. Please discard the Snowden Bridge Section 22 plans that were previously submitted
beginning of March. The new provided Section 22 plans have been updated to reflect the MDP
comments. The recently submitted Section 23 plans are good to review, please do not discard those.
