BY DATE FOR DRAWINGS ABOVE, see website for form This project has a sewer pump station that FW will own. Title to the pump station site shall be granted to the Frederick Water in fee simple absolute. Also, (1) a copy of DEQ’s Certificate to Construct, (2) a copy of DEQ’s Certificate to Operate, and (3) two copies of the FW approved O & M manual are required. These documents must be received before service will be authorized. (4) Work cannot commence that wo uld connect to FW facilities or require FW inspections until the contract is returned to this office. April 24, 20224See attached email from VDOT dated 04.24.22. 1 From:Rhonda Funkhouser <Rhonda.Funkhouser@vdot.virginia.gov> Sent:Sunday, April 24, 2022 11:08 PM To:David Frank Cc:Lloyd Ingram Subject:Costello Drive Self Storage - VDOT Comments to Site Plan Attachments:Costello Drive Self Storage - Comment Sheet.pdf DEPARTMENT OF TRANSPORTATION 14031 Old Valley Pike  Edinburg, VA 22824  Mr. Frank:  A VDOT review conducted for the Costello Drive Self Storage site plan with a signature date of March 30, 2022.  Based  on the review of the drawings, all of VDOT’s requirements have been addressed and the site plan from Sta 16+00 to Sta  22+00 is approved by our office.  Please ensure all applicable agencies have the most recent set of approved drawings.    We offer the following general comments:  Our review and comments are general in nature.  Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. All drainage is to be carried within the right‐of‐way in ditch lines or gutters along the street to a pipe or drainage easement. Any construction related changes to the approved plan must come through the design engineer to VDOT for approval.  Please allow a minimum of 5 business days for VDOT review. A Land Use Permit shall be obtained before any work is performed on the State’s right‐of‐way.  The permit is issued by this office and may require application fees, the salary & expenses of a State assigned inspector, and surety bond coverage. Piccadilly Street, Suite 200 Winchester, VA 22601 Re: Costello Drive Self Storage Site Plan Shawnee Magisterial District Dear Mr. Frank, On behalf of the Winchester Regional Airport Authority (WRAA), I submit the following comments regarding the above referenced site plan. 1. Development is subject to the requirements of Part 701 AP1 Airport District. 2. In accordance with the Code of Federal Regulations Title 14 Part 77.9 and the Code of Virginia, Section 15.2-2294, the development meets Federal Aviation Administration (FAA) criteria to file an Obstruction Evaluation/Airport Airspace Analysis (OE/AAA). OE/AAA filings are also subject to review by the Virginia Department of Aviation (DOAV). a. The height of any proposed structures must account for the maximum height of any and all appurtenances. b. Cranes and/or temporary construction equipment also require an OE/AAA determination. c. OE/AAA submissions should be made a minimum of 45 days prior to the expected start date of construction using FAA Form 7460-1. d. Electronic filing can be accomplished at the following web address: https://oeaaa.faa.gov/oeaaa/external/portal.jsp. 3. Once development commences, copies of all FAA determination letters should be forwarded to the airport. The WRAA requests compliance with these comments as a condition of approval.
