Erickson Morris & Ritchie Associates, Inc. 604 South Kin Street Suite 200 Leesburg, Virginia 20175 RE: Site Plan Comments – Allied Self Storage Frederick County, Virginia Dear Mr. Erickson: Upon review of the subject site plan dated July 7, 2021, we offer the following comments: 1.Provide outlet protection for the sediment basin on the Phase 1 E&S plan. 2.The conserved open space must be protected by a perpetual easement or deed restriction that assigns the responsible party to ensure that no future development, disturbance, or clearing may occur within the area (DEQ Spec. No. 2). Provide meets and bounds for the conserved open space area so that the area may be similarly identified with subsequent easement or maintenance agreement documents. 3.Add a note to the erosion and sediment control plan that states “No clearing, grading or heavy equipment access is allowed within the Conserved Open Space area.” 4.Revise sediment basin computations to demonstrate that the basins will maintain structural integrity during a 100-year storm in accordance with Frederick County Code (§79-3.A.1). 5.Provide a BMP map which identifies all drainage areas within the limits of the application area. The City of Winchester has reviewed the following: 1. Allied Self Storage Site Plan, Dated 07/07/2021 – 1st Review (Address: Northern Side of Frogale, Winchester, VA 22602) Based on our review, we have the following comments: 1. Cover sheet, sheet 2, and associated sheets - Since the City of Winchester (City) will provide the water and sanitary sewer services to the site, adjust the notes throughout the site plan to reflect the correct statement. 2. Sheet 2 of 29 - The City’s information needs to be added to the Water/Sewer section of the Utility Contacts. 3. Sheet 3 and associated sheets - At the northwest side of the northern self-storage building, where the sanitary sewer manhole is located, the existing sanitary sewer line needs to be depicted. It seems it has hidden under the existing easement line. Please show it/bring it up (see below). Page 2 of 5 4. Sheet 8, 9, and associated sheets – Please make sure all the Pr. Fire hydrants are encompassed in at least 20’ (10’ to each side) of the Pr. waterline easement per the City’s Design and Construction Standards Manual 2021 (Standard). See below. 5. Per City Standard, “The proposed fire hydrant line shall be 8-inch diameter pipe from the water main, followed by an 8-inch gate valve and an 8”x6” reducer before connecting to fire hydrant”. Please revise the Pr. Fire hydrants accordingly. 6. Sheet 9 and associated sheets – Please utilize 8” Wet Tap for all the Pr. Water lines A to D instead of T connections. Please Adjust the callouts as well. 7. Sheet 9 and associated sheets – Is the sanitary sewer line connecting MH EX. B to MH B a Pr. City- owned 8” main sewer line, a private 8” main sewer line, or a sewer lateral? If it is a Pr. main owned by Page 3 of 5 City, a 20' easement needs to be provided. If it is a private main or a lateral, it needs to be labeled accordingly. Please clarify. 8. Sheet 9 and associated sheets – Is the sanitary sewer line connecting the MH Ex. 1 to MH 1 at the north side of the site a Pr. City-owned 8” main sewer line, a private 8” main sewer line, or a sewer lateral? If it is a Pr. main owned by City, an easement of 20’ needs to be provided. If it is a private main or lateral, it needs to be labeled accordingly. Also, please provide more info on what area of the site will be served by this sewer line? 9. Sheet 9 and associated sheets – Please make sure the sanitary sewer cleanouts (CO) have provided at a distance of 10’ from the MH Ex. B or MH B and the MH Ex. 1 at the north side of the site depends on how to address comments 7 and 8 respectively (see below). Page 4 of 5 10. Sheet 9 and associated sheets – Please keep the consistency for labeling the manholes in the plan and profile. 11. Sheet 12 and associated sheets – Waterline A Profile – Please make sure the callout for the sanitary sewer pipe has depicted at the right spot (see below). 12. Sheet 12 and associated sheets – Waterline A Profile – Please depict a minimum of 18” vertical separation between sanitary sewer line and waterline. 13. Sheet 12 and associated sheets – Waterline A Profile – Please depict the gate valve between 45 bend and the sanitary sewer line which has shown on the plan. 14. Sheet 12 and associated sheets – Waterline B Profile – Please make sure a minimum of 18” vertical separation between sanitary sewer line and waterline has provided per City’s Standard. 15. Sheet 12 and associated sheets – Per City’s Standard, “All water and sanitary sewer lines shall be laid with a minimum cover of 36 inches from the top of pipe to finished ground surface grade”. Please depict this minimum cover throughout the water and sewer profiles. 16. Sheet 12 and associated sheets – Please include the pipe material of PVC SDR26 at the callouts for sanitary sewer lines. 17. Sheet 12 and associated sheets – Sanitary Sewer Profile – At Station 10+23.28, please clarify the shown pipe. Is that an Ex. sanitary sewer line or it is a Pr. waterline? Please clarify. 18. Sheet 12 and associated sheets – Sanitary Sewer Profile – Based on the provided scale (H: 1”=50’), the measured pipe length connecting MH Ex. B to MH B does not match with what has called-out on the profile. Please confirm. Also, please check all the pipe lengths throughout the plan. 19. Sheet 12 and associated sheets – Please include the RIM elevation on sanitary sewer profiles. 20. Sheet 12 and associated sheets – “San MH 1 – Ex. 1 Profile” – Please show the sanitary sewer MH Ex. 1 on the plan and profile (on Profile: Need to be shown which of the manholes is MH 1 and which one Ex. 1). 21. Sheet 12 and associated sheets – “San MH 1 – Ex. 1 Profile” – Please provide a minimum of 18” vertical separation between the Pr. sanitary sewer line and Ex. waterline per City’s Standard.
