Re: Fairfax Downs Subdivision Plan Application
Dear Mr. Adhikusuma:
Frederick County Public Schools has reviewed the subdivision plan application referenced above,
submitted to us on January 5, 2021. We offer the following comments:
1. The current arrangement of the subdivision's roadways makes an already bad situation
worse. Warrior Drive backs up onto Fairfax Pike, sometimes as much as half a mile, during arrival
and gridlocks during dismissal. Additional traffic from the subdivision will only make this worse.
2. The school division is disappointed a connection to Brandy Lane is not a part of the
proposal. Throughout the course of planning for this development, school staff was told this
connection would be made, as it would provide significant safety benefits. Though it was not stated, it
was implied in a January 28, 2021 conversation with Evan Wyatt and Randy Kepler that FCPS would
be responsible for extending Warrior Drive, making a connection to Brandy Lane, and improving
Brandy Lane to VDOT standards. We are strongly opposed to using public Virginia Public School
Authority bond funds for this purpose. The congestion on Warrior Drive indicates a need for the
subdivision to connect to Brandy Lane. In such situations, the County customarily requires
developers to build such roads.
3. Given the current situation, the extension of Warrior Drive would follow the current path of the
driveway at Sherando High School. During dismissal, buses park along this driveway and load
students there. So, the extension of Warrior Drive would displace bus stacking and would
necessitate creation of additional pavement to accommodate these buses. This represents an
additional impact on public funds.
4. Part of this subdivision plan is for FCPS to dedicate a 10' wide strip of FCPS land to meet County
and VDOT requirements for the right-of-way for the future Warrior Drive extension. There's no benefit
to FCPS to do so.
5. Access from Warrior Drive to the school needs to be maintained during roadway construction. The
contractor will need to coordinate with us on this portion of the project.

Evan – nothing of note to report; we met with Kevin Kenney and Wayne Lee. They fully understand the process (MDP to SDP) and that
the comments they have made are only for record and that may or may not be addressed by Greenway. The schools will have to
proceed accordingly with their transportation operations based on the new road configuration/intersection. I do not believe there is
much else to discuss.

required. These documents must be received before service will be authorized. (4) Work cannot
commence that would connect to FW facilities or require FW inspections until the contract is returned
to this office.

A VDOT review has been conducted for the Fairfax Downs Subdivision Site Plan, signature dated
July 23, 2021. Based off of the review of the Drawings, all of the previous VDOT comments have
been addressed and the Site Plan is approved by our office. Please ensure that all applicable
agencies have the most recent set of approved Drawings.
We offer the following general comments:
Our review and comments are general in nature. Should details be overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such
measures shall be completed to the satisfaction of the department.
Materials used and methods of construction shall adhere to the current observed VDOT Road
and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control
Devices, and Land Use Permit Special Provisions.
A preconstruction conference shall be held by the engineer and/or the developer with the
attendance of the contractor, various County agencies, utility companies, and VDOT prior to
initiation of work.
All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
Any construction related changes to the approved plan must come through the design
engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
A Land Use Permit shall be obtained before any work is performed on the State’s right-of-
way. The permit is issued by this office and may require application fees, the salary &
expenses of a State assigned inspector, and surety bond coverage.
Please provide this office one electronic copy of the plan set for file and permitting.
