Draft Update of the 2021-2022 Frederick County Primary and Interstate Road
Improvement Plans – The Primary and Interstate Road Improvement Plans establish
priorities for improvements to the Primary and Interstate road networks within Frederick
County. Comments from the Transportation Committee will be forwarded to the
Planning Commission and Board of Supervisors. Ultimately, the priorities adopted by
the Board of Supervisors will be forwarded to the Commonwealth Transportation Board
for consideration.
The Virginia Department of Transportation and the Planning Commission of
Frederick County, in accordance with Section 33.2-331 of the Code of Virginia,
will conduct a joint public hearing in the Board Room of the Frederick County
Government Center, 107 North Kent Street, Winchester, Virginia at 7:00 p.m. on
Wednesday, May 5, 2021. The purpose of this public hearing is to receive public
comment on the proposed Six Year Plan for Secondary Roads for Fiscal Year
2022. Copies of the proposed Plan and Budget may be reviewed at the Edinburg Office
of the Virginia Department of Transportation, located at 14031 Old Valley Pike,
Edinburg, Virginia or at the Frederick County offices located at 107 North Kent Street,
Winchester, Virginia. All projects in the Secondary Road Improvement Plan that are
eligible for federal funds will be included in the Statewide Transportation Improvement
Program (STIP), which documents how Virginia will obligate federal transportation

This is a public hearing item to consider the update of the 2021 – 2022 Interstate, Primary, and
Secondary Road Improvement Plans.
Summary of Changes:
Updates to the priorities which are being recommended are for the reasons of consistency
between the plans and for continuity and support of the Board’s SmartScale applications.
Interstate Plan Updates are as follows:
1. There are no changes to the Interstate Plan at this time
Primary Plan Updates are as follows:
1. Reorder the priorities of the phases of Route 37 to prioritize need over constructability.
2. Add the slip ramps from Lenoir Drive to Route 37.
Secondary Plan Updates are as follows:
1. Update Major road improvements list to reflect current activities.
2. Update Advertisement years for projects on the scheduled list. No new projects were
added to the scheduled list.
The Transportation Committee reviewed this item on April 26, 2021 and has recommended
approval to the Board of Supervisors. Staff is seeking a recommendation from the Planning
Commission to the Board of Supervisors on the plans.

All upgrades to primary system roadways that are not limited access should include
implementation of access management principles to improve safety and efficiency wherever
possible.
1) Route 37 Bypass
A. Route 37 – Phase 1
Initiate final engineering and design, acquire right-of-way, and establish a construction
phase schedule for the preferred alternative between existing Route 11 North and Route
7.
B. Route 37 - Phase 2
Initiate final engineering and design, acquire right-of-way, and establish a construction
phase schedule for the southern segment of the Route 37 Eastern Bypass from Interstate
I-81 to Front Royal Pike (Route 522 South).
C. Route 37 – Phase 3
Initiate final engineering and design, acquire right-of-way, and establish a construction
phase schedule for the preferred alternative between Existing Route 37 around Stonewall
Industrial Park to Route 11 North.
D. Route 37 - Phase 4

This is a new planned roadway with limited access points serving a mixture of
predominantly commercial and industrial development.
There is a need to study this project in conjunction with the Exit 307 relocation and
planning for Route 277 improvements noted in item 3.

Phasing of this project is not yet clearly defined; however general phasing would be from
West to East with the clear first phase being from relocated Exit 307 to Warrior Drive.
8) Route 522 and Costello Drive
Add additional left turn lane capacity on Route 522 southbound for turns onto Costello
Drive.
9) Commuter Park and Ride Lots
Establish a new park and ride facility along the Berryville Pike (Route 7) corridor. Work
with the Northern Shenandoah Valley Regional Commission to determine appropriate
locations for park and ride facilities at other strategic locations within the County’s Urban
Development Area. For Park and Ride locations in Frederick County, the primary goal
should be that they are situated in such a manner that they reduce traffic in Frederick
County in addition to adjacent localities.

SUBJECT: Discussion - Ordinance Amendment – Agricultural Supply Cooperatives
DATE: April 23, 2021
At the Board of Supervisors meeting on April 14, 2021, staff was directed to prepare an amendment
to the Zoning Ordinance to add “Agricultural Supply Cooperatives” as a conditional use in the RA
(Rural Areas) Zoning District. Staff has prepared a text amendment for three areas of the Zoning
Ordinance. These include: 1) a new definition for Agricultural Supply Cooperatives, 2)
supplemental use regulations pertaining to this use, and 3) the inclusion of Agricultural Supply
Cooperatives as a conditional use in the RA District.
The Development Review and Regulations (DRRC) discussed this item at their meeting on April
22, 2021. The DRRC agreed with the text amendment with minor modifications and forwarded it
to the Planning Commission for discussion.
The attached document shows the existing ordinance with the proposed changes supported by the
DRRC (with bold italic for text added). This item is presented for discussion. Comments and
suggestions from the Planning Commission will be forwarded to the Board of Supervisors.

General Provisions; Amendments; and Conditional Use Permits

General Provisions
165-101.02 Definitions and word usage.
Agricultural Supply Cooperatives – Establishments primarily engaged in the retail or wholesale
distribution of livestock and animal feed, fertilizers, agricultural chemicals, pesticides, seeds, and
other agricultural products or services.
ARTICLE II
Supplementary Use Regulations; Parking; Buffers; and Regulations for Specific Uses
Part 204
Additional Regulations for Specific Uses
Agricultural Supply Cooperatives located in the RA Rural Areas Zoning District shall meet the following
requirements:
A. The sale of agricultural and garden machinery shall only be permitted as an accessory use.
B. The repair of agricultural machinery or equipment shall be prohibited.
C. Retail fuel sales shall be prohibited; sale of propane or off-road diesel fuel shall be permitted
as a accessory use.
D. A site plan shall be submitted to and approved by Frederick County prior to the establishment
of the use.
E. B2 General Business Zoning District standards apply, including but not limited to building
height, building setbacks, parking setbacks, buffering, screening, and landscaping.
