FURTHERMORE, A SHARED UTILITY SERVICE AGREEMENT WILL BE EXECUTED TO
PERMIT BOTH LOTS TO HAVE ACCESS FOR SERVICE AND MAINTENANCE OF THE
PRIVATE SYSTEMS TO THEIR RESPECTIVE CONNECTIONS TO THE PUBLIC SYSTEM.
5. THE 2 PARCELS ARE BEING SERVED BY A SINGLE, SHARED, PRIVATE FIRE
SUPPRESSION FACILITY (PUMP HOUSE AND STORAGE TANK). THE FIRE
SUPPRESSION FACILITY WILL BE LOCATED ON LOT 63D-2 ALONG WITH A PROPOSED
400,400 SQ. FT., BUILDING.
6. THE FIRE SUPPRESSION FACILITY WAS INCLUDED ON THE APPROVED LAND
DEVELOPMENT PLAN DATED 10/7/2015 AND PRIOR TO THE PROPOSED SUBDIVISION
OF THE PARCEL.
7. THE FIRE SUPPRESSION FACILITY IS NOT PERMITTED TO SERVE MORE THAN THESE
2 PARCELS, AND IS NOT PERMITTED TO PROVIDE SERVICE TO FURTHER
SUBDIVISION OF THE PARENT TRACT.
8. FIRE SERVICE LATERALS LEADING FROM 10" FIRE LINE AROUND BUILDING
PERIMETER TO THE FIRE SPRINKLER CONNECTIONS WITHIN THE BUILDING SHALL BE

3. COMPACTION . BACKFILL SHALL BE SPREAD IN HORIZONTAL LIFTS WHICH
DO NOT EXCEED 4 INCHES AND COMPACTED. THE MOVEMENT OF THE
HAULING AND SPREADING EQUIPMENT OVER THE FILL SHALL BE
CONTROLLED SO THAT THE ENTIRE SURFACE OF EACH LIFT SHALL BE
TRAVERSED BY NOT LESS THAN ONE TREAD TRACK OF HEAVY EQUIPMENT
OR COMPACTION SHALL BE ACHIEVED BY A MINIMUM OF 4 COMPLETE
PASSES OF A SHEEPSFOOT, RUBBER-TIRED OR VIBRATORY ROLLER. FILL
MATERIAL SHALL CONTAIN SUFFICIENT MOISTURE SUCH THAT THE
REQUIRED DEGREE OF COMPACTION WILL BE OBTAINED WITH THE
EQUIPMENT USED. THE FILL MATERIAL SHALL CONTAIN SUFFICIENT
MOISTURE SO THAT IF FORMED INTO A BALL IT WILL NOT CRUMBLE, YET
NOT SO WET THAT WATER CAN BE SQUEEZED OUT. THE MINIMUM
REQUIRED DENSITY OF THE COMPACTED BACKFILL SHALL NOT BE LESS
THAN 95% OF MAXIMUM DRY DENSITY WITH A MOISTURE CONTENT WITHIN
2% OF THE OPTIMUM. EACH LAYER OF FILL SHALL BE COMPACTED AS
NECESSARY TO OBTAIN THAT DENSITY, AND IS TO BE CERTIFIED BY THE
ENGINEER AT THE TIME OF CONSTRUCTION.
4. VEGETATION . NO TREES OR SHRUBS SHALL BE PLANTED ON ANY
EMBANKMENT OF THE STORMWATER MANAGEMENT BASINS.
SWM MAINTENANCE SCHEDULE
1. POST CONSTRUCTION STORM-WATER MANAGEMENT:
THE FOLLOWING CONTROL MEASURES SHALL BE IMPLEMENTED TO
REDUCE POLLUTANTS IN STORM-WATER DISCHARGE AFTER THE
HEAVY SITE CIVIL CONSTRUCTION PHASES HAVE BEEN COMPLETED
AT THE SITE.
A. ROUTINE INSPECTION OF DRAINAGE WAYS BEFORE AND AFTER
STORM SEASONS, INCLUDING CLEANING AND REMOVAL OF
SEDIMENT AND DEBRIS.
B. IMPLEMENTATION OF EROSION CONTROL MEASURES AS NEEDED
IN THE LONG-TERM TO MITIGATE THE EFFECTS OF EROSION ON
OPEN SLOPES ADJACENT TO AND WITHIN THE DEVELOPMENT.
C. PERMANENT RE-VEGETATION OF THE FILL SLOPES USING PROVEN
TECHNIQUES UPON COMPLETION.
D. REGULAR STREET AND PARKING LOT SWEEPING TO COLLECT
SEDIMENT AFTER/BEFORE RUNOFF EVENTS AND TO PREVENT
DUST POLLUTION.
2. MAINTENANCE AND INSPECTION:
THE STORM-WATER POLLUTION PREVENTION PLAN SHALL INCLUDE
MAINTENANCE, REPAIR, AND TRACKING PROCEDURES TO ENSURE
THAT ALL GRADED SURFACES AND MITIGATION MEASURES, AND
OTHER PROTECTIVE DEVICES, IN SITE PLAN, ARE MAINTAINED IN A
GOOD AND EFFECTIVE CONDITION, AND ARE REPAIRED OR
RESTORED IF DAMAGED.
3. GENERAL PROCEDURE:
ALL MITIGATION MEASURES SHALL BE INSPECTED AFTER EACH AND
EVERY MAJOR STORM EVENT. A STORM EVENT IS DEFINED AS A
RAINFALL EVENT WHERE MORE THAN 1/2" OF RAINFALL OCCURS
DURING A 24 HOUR PERIOD. REPAIRS SHALL BE MADE TO ALL
MITIGATION DEVICES UPON DISCOVERY OF DAMAGE. ADDITIONALLY,
MONTHLY INSPECTION SHALL OCCUR UNTIL THE NOTICE OF
TERMINATION (NOT) IS FILED.
4. RECORD KEEPING DOCUMENTATION:
RECORDS OF ALL INSPECTION, COMPLIANCE CERTIFICATION, AND
NON-COMPLIANCE REPORTING WILL BE RETAINED FOR A PERIOD OF
AT LEAST 3 YEAR. A COPY OF THIS STORM-WATER POLLUTION
PREVENTION PLAN WILL BE KEPT ONSITE DURING ALL
CONSTRUCTION ACTIVITIES.

1. Temporary Traffic Control Plan
a. General Notes
1.This project is classified as a TMP Type “A” project. Traffic on the project is
commercial with employee vehicles and commercial trucks (assume 30% for total
build-out). The traffic volume for the mainline is 710 vehicles per day with a posted
speed limit of 35 mph.
2. The project is located on Tyson Drive (Rte. 863) in Frederick County, approximately
0.60 miles west of the intersection of Tyson Drive and Welltown Road (Rte. 661).
3. The work consists of installing three new commercial entrances with acceleration and
deceleration tapers. The existing road is a two lane section with approximate 12'
lanes.
4. The work zone will be approximately 500 feet in length for entrance.
5. The work zone will consist of shoulder closures and temporary lane closures on
sections of the westbound thru lane following the Virginia Work Area Protection
Manual (VWAPM) and the MUTCD.
6. The work zone will be in operation Monday through Friday, during day light hours
with lane closure only being allowed between 9:00am to 3:00pm. Lane closures will
not be allowed from noon the work day before a holiday to noon the work day after
the holiday as specified in the Road and Bridge Specifications or as approved by the
engineer.
7. The contractor shall provide an intermediate level Work Zone Safety Coordinator to
develop the work zone and at least a basic level Work Zone Safety Coordinator to
monitor and maintain the work zone.
8. The shoulder closure will follow TTC-5.0 of the VWAPM. The lane closure will follow
TTC-23.0 of the VWAPM. Signing project limits will follow TTC-53.0 of the VWAPM.
9. The contractor shall submit a detailed traffic control plan to VDOT for review 14 days
prior to any construction on VDOT Right-of-Way.
10.The contractor shall maintain adequate access and sight distance to all properties.
Emergency Vehicles and Postal Vehicles shall have access to properties at all times.
11.All equipment and material storage shall be located outside of the clear zone. The
clear zone for this project is 15' beyond the edge of the existing pavement.
12.Entrances, Intersections, and Pedestrian Access: There are no intersections or
pedestrian accesses impacted by the site development.
b) Refer to this sheet of the Site Plan Document for typical sections, details, and
layout of the lane configurations within the work zone per the Virginia Work Area
Protection Manual and the Manual on Uniform Traffic Control Devices.
2. Public Communications Plan
a. The Contractor shall notify the VDOT Project Manager/Residency
Administrator of scheduled work plans and traffic delays a minimum of seven
(7) days prior implementation of the work. VDOT will provide project information
to the Staunton District Public Affairs in advance of the start of construction and
weekly updates by noon on Thursday for the following weeks work. Changes
in the work plans shall be made immediately known to VDOT.
b. The Contractor shall notify the VDOT Project Manager/Residency
Administrator of any unscheduled traffic delays immediately upon knowing the
