A VDOT review has been conducted for the Trex Maintenance Facility Site Plan
signature dated February 28, 2020 with a July 1, 2020 revision date on Sheet 11.
Based off of the review of the Drawings, all of the previous VDOT comments have
been addressed and the Site Plan is approved by our office. Please ensure that all
applicable agencies have the most recent set of approved Drawings.
We offer the following general comments:
· Our review and comments are general in nature. Should details be
overlooked during plan review or conditions in the field exist such that
additional measures are warranted, such measures shall be completed to the
satisfaction of the department.
· Materials used and methods of construction shall adhere to the current
observed VDOT Road and Bridge Specifications, Road and Bridge Standards,
Manual on Uniform Traffic Control Devices, and Land Use Permit Special
Provisions.
· A preconstruction conference shall be held by the engineer and/or the
developer with the attendance of the contractor, various County agencies,
utility companies, and VDOT prior to initiation of work.
· All drainage is to be carried within the right-of-way in ditch lines or gutters
along the street to a pipe or drainage easement.
· Any construction related changes to the approved plan must come through
the design engineer to VDOT for approval. Please allow a minimum of 5
business days for VDOT review.
· A Land Use Permit shall be obtained before any work is performed on the
State’s right-of-way. The permit is issued by this office and may require
application fees, the salary & expenses of a State assigned inspector, and
surety bond coverage.

As discussed, a note has been added, indicating coordination with the City for the disconnect. The
note has been revised to call for a ¾” meter on the new connection.

Tim,
We have reviewed your plan submittal and Frederick Water has the following comment;
PER THE EXISTING WATER CONTRACT BETWEEN FREDERICK WATER AND THE CITY OF WINCHESTER,
CUSTOMERS OF THE CITY WATER SYSTEM SHALL REMAIN CUSTOMERS OF THE CITY WATER SYSTEM.
THEREFORE, THE CITY WILL CONTINUE TO PROVIDE FOR WATER SERVICE TO PARCEL 63-A-95 (3257,
3259, AND 3261 VALLEY PIKE) UNTIL SUCH TIME THAT IT ELECTS TO DISCONTINUE THE SERVICE.
I trust this email will be sufficient in this matter, if that’s not the case please let me know.

I just dropped off a site plan for the subject project. This project is served by Winchester,
which I discussed with Eric Lawrence at the outset of the project. Planning and
Development asked me to secure a comment from FW indicating no involvement.
