Item 1: Height Requirements in the EM, M1, and M2 Districts. Discussion on a request to increase the
maximum height in the EM (Extractive Manufacturing), M1 (Light Industrial), and M2 (Industrial General)
Zoning Districts.
The DRRC discussed the request and it was mentioned that the setback needs to be tied to something
more flexible so they can be suppressed into the landscape Can this be done as a waiver instead of a cup
and that Fairfax County has a requirement (angle from a road to the top of a building).
The overall consensus of the group for the EM district was to increase the by right height from 45’ to 60’
and allow an increase up to 200’ with a conditional use permit. Additional setbacks shall be required for
anything over 60’. The need to encase some special equipment should be considered with the CUP.
Industry is changing and the heights keep going up and we need to adjust to meet industry standards.
The group requested that staff check the height of the old GE facility.
For the M1 and M2 Districts, keep the by right height at 60’ and provide an allowance for up to 150’ with
a CUP. Revise the automated storage exemption to allow for automated manufacturing. Additional
setbacks shall be required for anything over 60’.
Item 2: TDR Development Right Conversion Rate. Discussion on revisions to the TDR Ordinance to
include a provision for contiguous lots and a TDR density conversion rate for rural to urban transfers.
The proposed conversion rate would differentiate the conversion rate for single family, single family
attached and multifamily units.
The DRRC was satisfied with the proposed amendment and sent the item forward as presented to the
Planning Commission.
