The City of Winchester has reviewed the following:
1. Private Site Improvement Plans for Valvoline Instant Oil Change (Revision 2) at 190 Front Royal Pike
Winchester, VA 22602
Based on our review, we have no further comments for this site plan. The acceptance should be contingent
upon the owner/developer granting a 20 ft. easement for the existing 6" water line; supplying the City with a
certified plat and deed of easement for recordation, as noted on the plan. Their legal department was supplied
with a publicly recorded example of the standard deed of easement as template.

On October 22, 2019, the Frederick Water Board of Directors granted your request for an exception
to enable the utilization of City of Winchester Water and Sewer for your client's property at 190
Front Royal Pike. This approval affirmed that the previously installed water and sewer
infrastructure on Tax Map Numbers 64 -A -1F may be used to utilize the City's water and sewer
service. This action enables your client to work with the City of Winchester to facilitate the water
and sewer connection.
The Board did want the property owner and its tenants to be aware that by utilizing City of
Winchester's water and sewer services, the City will provide the services at rates established by the
City of Winchester City Council. More importantly, neither Frederick Water nor the Frederick
County Board of Supervisors have a role in the water and sewer rates that may be charged by the
City, and therefore the property owner and tenant will have limited if any representation in the
event of future water and sewer rate increases.

Buildings shall comply with The Virginia Uniform Statewide Building Code and Sections 311, S
Storage) of the Virginia Building Code 2015. Other Code that applies are the International
Mechanical Code for air change, the ICC ANSI A 117.1-3-09 Accessible and Usable Buildings
and Facilities, 2015 Virginia Energy Code and 2015 International Fire Code.
Building shall comply with height and area as allowed per T504 with the applicable increases.
Quantity of hazardous material quantities and limitations shall be as required/limited under
T307.1(1) to prevent the structure from falling into an H -Hazardous use group
If interior drain is provided, a water oil separator is required.
ANSI parking spaces provided as required. Accessible parking and unloading shall not exceed
2% slope (1:48). Accessible Route shall extend from parking and unloading area to accessible
route to main entrance. Van spaces require minimum unloading area 8' with 8' of parking or a
minimum of 11' wide parking with 5' of unloading space is required. Accessible route with
max 5% slopes shall be provided from parking/unloading to main entrance.
Building shall comply with 2015 Virginia Energy Code. All systems shall be included in the
evaluation of the building perfonnance.
Down spouts and gutters shall not drain across path of travel
All structural plans submitted for permit application shall be sealed by a VA Design Professional.
Please note the requirements in Chapter 17 of the IBC for special inspections for this type of
structure.(soi.l, concrete, bolts, etc.)

A VDOT review has been conducted for the Valvoline Instant Oil Change Site Plan signature dated
October 14, 2019. Based off of the review of the Drawings, all of the previous VDOT comments have
been addressed and the Site Plan is now approved by our office. Please ensure that all applicable
agencies have the most recent set of approved Drawings.
We offer the following general comments -
Our review and comments are general in nature. Should details be overlooked during plan
review or conditions in the field exist such that additional measures are warranted, such
measures shall be completed to the satisfaction of the department.
Materials used and methods of construction shall adhere to the current observed VDOT Road
and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control
Devices, and Land Use Permit Special Provisions.
A preconstruction conference shall be held by the engineer and/or the developer with the
attendance of the contractor, various County agencies, utility companies, and VDOT prior to
initiation of work.
All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a
pipe or drainage easement.
Any construction related changes to the approved plan must come through the design
engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
A Land Use Permit shall be obtained before any work is performed on the State's right-of-
way. The permit is issued by this office and may require application fees, the salary &
expenses of a State assigned inspector, and surety bond coverage.
Please submit an electronic copy of the plans to this office for file and permitting.
