A VDOT review has been conducted for the Rutherford Crossing Coffeeshop site plan dated April 3,
2019. Based on the review of the drawings, all of the VDOT requirements are addressed and the site plan is
approved by our office. Please ensure that all applicable agencies have the most recent set of approved
drawings. We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• A preconstruction conference shall be held by the engineer and/or the developer with the attendance
of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work.
• All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit is issued by this office and may require application fees, the salary & expenses of a State
assigned inspector, and surety bond coverage.

Chris- The menu board placement doesn't surprise me, but I had to ask. It looks like the base is around 7'-8" off the
water line, is this correct? We would like to avoid the valve in the drive lane for accessibility, maintenance etc. if
possible. I need to discuss this with our field inspector when he returns next Tuesday. Thanks,

Earl,
Please see attached for revised utility plan. I relocated the hose bib line; however, I am having some difficulty with that
menu board. The issue is that Starbucks is pretty particular about the spacing of their pickup window, menu board, and
pre -menu board. Is it critical that we move that menu board or is there an option where I move that valve NW such that
the easement doesn't extend as far (see sketch below). This would make the valve about 12 feet from the building
instead of 10.

Buildings shall comply with The Virginia Building Code (VBC) 2015 and section 303 -
A,Assembly Use Group. Other Code that applies is ICC/ANSI A117.1-09 Accessible and
Usable Buildings and Facilities and Virginia Energy Code 2015. Structural plans submitted for
permit application shall be sealed by a Virginia Licensed Design Professional.
6615 Sq ft building shall comply with height and area requirements as allowed for type of
construction in T503, VBC 2015. Section 903.2.1.1 requires an NFPA 13 suppression system.
Question on the location of the FDC and the incoming sized water lines or location of the
fire barriers as allowed in section 901.7 Multiple tenants require multiple entrance doors.
Please location doors on the plans.
Canopy's and ordering menus require permits. Due to the nature of the design, plans shall be
designed by a registered design professional licensed in the State of Virginia
All required exits shall be accessible. Question on the location of all exit doors and the
accessible route.
Quantity of Accessible spaces provided meets the requirements of T1106.1.1 Question on the
total amount of parking provided verses the amount of accessible spaced provided per
tenant. Handicap parking shall comply with ANSI A117.1-09. Max slope of parking and
unloading area is 1:48. Provide elevation on parking area.
IBC 1106.6 requires HC parking to be located on the shortest accessible route of travel from
adjacent parking to the accessible building entrance. Approaches and door clearances for main
