SEDIMENT AND EROSION CONTROL NARRATIVE 1. Project Description: The proposed development of this project consists of the construction of ten (10) one-story office buildings and parking facilities, site grading, water and sanitary sewer mains and service laterals, and related storm water management system. 2. Existing Conditions: The 4.8668 acre site is located an Route 645 Airport R I ( ) repo ootl. tie currently wean) gently sloping open space. The site has road frontage along Airport Read (Route 645) which will provide access to the site. The existing parcel is gently sloping from the eget towards the west beginning in both directions. 3. Adjacent Areas: The site is bounded an the north and west by the Residential development. The land to the south is currently developed the Airport Road roadway. The land to the west consists of proposed office buildings which gentle slopes into the site. 4. Soils: The soils map of Frederick County indicates the following moil types exist within this project area. On-site soils haw been disturbed previously by the development of the existing residents and the surrounding developments. 3B: Bloirtw sill looms: (2x-7[ slopes) Moderately deep, Class 111 Soils, K=0.32 41C: Weikert-Berks: (7%-15x slopes). This area conveys o large portion of the storm sewer from this development. Special precautions and care haw been given to this area in the erosion control design and should be duplicated during the construction process. No silt shall be permitted to discharge onto this site or impact the conveyance of the storm water. 6. Erosion and Sediment Control Measures: a. Erosion and Sediment Control Measures shall be installed prior to any lend disturbing activities. The work shall be confined to the designated limits of construction. After stabilization, the temporary erosion control measures shall be removed, as approved by the local program administrator. All vegetative cover shall be checked regularly and any damaged areas shall be repaired, fertilized, replanted, and mulched, as needed. a. All properties adjacent to the site shall be protected from sediment deposition. This shall be accomplished by Installing perimeter controls such as silt fence barriers, diversion dikes, filters or check dams, or a combination of such measures, as indicated on the plans. f. The proposed on-site storm water conveyance channels shall be installed to properly drain this site and direct the storm water to the storm sewer systesm downstream. These channels shall be maintained at all times. No silt deposition of clogging of these channels shall be permitted. g. The contractor shall be responsible for the Installation and maintenance of all erosion and sediment control measures. 7. Construction Sequencing: a. Install temporary construction entrance, demolish existing buildings, and dear and grub site. b. Install silt fence, the diversion dikes, and silt trap, as shown on these plans. c Strip the topsoil to Its full depth, stockpile on-site for finish grading and perform the rough grading, as Indicated. d. Construct the proposed retail building. e. Install the storm sewer systems and inlet and cutlet protection systema, as noted. I. Install all service utilities. g. Perform finished grading. h. Install the pavement structures as noted an plans. I. Apply permanent seeding on all disturbed areas and the site landscaping. j. Remove all temporary erosion controls after site is fully stabilized. B. Maintenance The contractor shall be responsible for the installation and maintenance of all erosion and sediment control measures. All measures shall be inspected daily and after each significant roinfoll by the site superintendent or his representative. The construction entrance shall be maintained so as to control the amount of soil materials that may get caught in the stone bed. If the stone becomes clogged with soil and mud, it shall be cleaned, or removed and replaced, as may be deemed necessary. A trash rack shall be installed as part of the construction entrance construction. If this measure foils to properly dean the construction vehicles, than a wash rack must be installed as directed by the local program administrator. b. The rock check dams, inlet and outlet protection devices, and the sat fencing shall be checked regularly for deposited sediment. If sediment is trapped, it shall be cleaned carefully so as not to release the trapped sediment downstream or on adjacent properties. c. All seeded and sodded areas shall be checked regularly to ensure that a good strand of gross is maintained. Areas shalt be repaired, fertilized, and reseeded or resodded, as required. Erosion and Sediment Control Measures 3.02 A 25' W x 70'L temporary stone construction entrance will be constructed along the proposed access rood to the construction area. The entrance shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights-of-way. This may require periodic lop dressing with additional stone or the washing and reworking of existing stone os conditions demand and repair and/or cleanout of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from whiles onto roadways or into storm drains must be retrieved immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.05 Silt fence will be installed in selectedl locations downstream from the construction areas as a first measure of construction. Silt fence will be installed around the downstream side of the topsoil stockpile. Silt fences shall be inspected after each raiinfoll and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged, decomposed or otherwise ineffective silt fence shall be replaced. Sediment deposits should be removed after each stone event. They must be removed when deposits reach approximately one-half the (height of the bonier. Any sediment deposits remaining in place after the silt fence is no longer needed shall be dressed to conform with the existing grade and stabilized. 3.07 A sit fence or block and gravel drop inlet sediment filter will be installed around each of the proposed storm water drop inlets immediately after installation. The structure shall be inspected after each rain and repairs made as needed. Sediment shall be removed and the trap restored to its original dimensions when the sediment has accumulated to we half the design depth of the trap. Removed sediment shall be deposited in a suitable area and in such a manner that it will not erode. Structures shall be removed and the area stabilized when the remaining drainage area hos been properly stabilized. 3.G8 Silt fence protection will be installed at the upstream and of the existing culvert. The mit fence shall be inspected after each rainfall and at least daily during prolonged rainfall. Any required repairs shall be made immediately. Damaged areas shall be repaired. Sediment deposits should be removed after each storm event. They must be removed when deposits reach approximately one-half the height of the barrier. Any sediment deposits remaining in place after the barriers are no longer needed shall be dressed to conform with the existing grade and stabilized. 3.18 Outlet protection will be provided at the outlets of oil permanent storm sewer pipes. Topsoil will be uniformly spread and rolled to a minimum depth of 6'. When working on VDOT right-of-way, all traffic control, whether permanent or temporary, shall be in accordon" with the current edition of VDOT's work area protection manual. Furthermore, all traffic control fiaggers must be certified in accordance with VDOYe January, 1994 (or latest edition of) Road and Bridge Specifications, Section 104.04-C. V4. In accordance with road and bridge specifications, VDOT requires an indivindual certified by the Department of Conservation and Recreation, holding a land disturbers certification to be responsible and in charge for land disturbing activity, on the work site at all times. All roadway fill, base, subgrade materld, and backfll in utlity/storm sewer trenches shall be compacted in six (6) inch lifts to 95% of theoretical maximum density as determined by AASHTO T-99 Method A, within plus or minus 2% of optimum moisture for the full width of any dedicated street right-of-way. At the direction of VDOT, density tests shall be performed by a qualified independent agency in accordance with VDOT Road and Bridge Specifications. Certified copies of test reports shall be submitted to VDOT daily, unless specified otherwise. VIS. VDOT Stondord CD and UD underdrains shall be installed where indicated on theme plans and/or as specified by VDOT.. VIS. The installotion of any entrances and mailboxes within any dedicated street right-of-way shall meet VDOT minimum design standards and is the responsibility of the developer. V17. Prior to VDOT acceptance of any streets, all required street signage and/m pavement markings shall be installed by the developer or, at VDOrz discretion, by VDOT on an account receivable basis following the Manuel On Uniform Traffic Control Devices. VIB. The developer shall provide the VDOT Residency Office with a list of all material sources prim to the start of construction. Copies of all Invoices fou materials utilized within any dedicated street right-of-way, must be provided to the local VDOT Residency Office prior to acceptance of the work. Unit and total prices may be obscured. V19. Aggregate base and subbase materials shall be placed on subgrade by means of a mechanical spreader. Density will be determined using the density control strip in accordance with Section 304 of the VDOT Road and Bridge Specifications and VTM-10. A certified compaction technician shall perform these tests. Certified copies of test reports shall be submitted to VDOT daily, unless specified otherwise. In oddition to checking stone depths, a VDOT representative shall be notified and given the opportunity to be present during the construction and testing of the density control strip. V20. Asphalt concrete pavements sholl be placed in accordance with Section 315 of the VDOT Road and BridgeSpecifications. Density shall be determined using the density control as SP Y 9 Y strip specified in Section 315 and VTM-78. A certified compaction technician shall perform these teats. Certified copies of test reports shall beti submitted en the doily, unless specified otherwise. A VDOT representative shall be notified and given the opportunity to be present during the construction and leafing of the control strip. V21. In occordonce with Section 302.03, the foundations for pipe culverts thirty-six (36) inches and larger shall be explored below the bottom of the excavation to determine the type and condition of the foundation. Test pits shall be excavated to determine the depths and locations of all of the existing utilities. If conflicts exist, then the existing utilities shall be lowered or moved to promote the construction of the proposed development. The project engineer, owner, or his representative, and the appropriate utility company shall be notified immediately if a conflict exists. 2. All deleterious materials, demolished debris, and all vegetation that has been cleared and grubbed shall be completely removed, including the root mat, and shall be removed and properly disposed of off-site. 3. All topsoilP P shall be excavated to its full depth and stockpiled on-site in the area indicated on the plans or as directed by the owner's representative for future finish grading. 4. All borrow fill material, if needed, shall be obtained by the contractor and shall be approved by a certified Geo -technical engineer. All fill material shall be placed in lifts of 8" or less and shall be compacted to 95% of ASTM D-698 maximum dry density, or as directed by the Geo -technical engineer. Fill material may be obtained from the site or as directed by the owner. All compaction testing and the appropriate reports shall be performed for fill placed under all public utilities. The compaction test reports shall be submitted to the F.C.S.A. Department. 5. No blasting shall be permitted within 25 feet of existing utilities or structures without permission of the owner and or the utility companies. If applicable, blasting operations shall be performed at a minimum of 50 feet beyond the end of any terminal utility line. Pre -blast surveys shall be performed of the surrounding structures prior to commencement of any drilling or blasting operations. 6. All slopes, lawn areas, planters, and berms shall be finished with a minimum of 6" of topsoil. All areas shall be graded and raked, prior to application of permanent vegetation cover. 7. All disturbed lawn areas shall be seeded, fertilized, and mulched, as needed. MISCELLANEOUS: 1. Fire lanes shall be delineated, as directed by the County of Frederick, Virginia fire marshal. 2. All buildings and additions shall comply with the virginia unifrom statewide building code (V.U.S.B.C.) and section 304, use group (B) business of the B.O.C.A national building code, 1996 edition (Note: IBC 2000 can be utilized through modification). 3. The maximum slope across the handicapped parking areas shall not exceed a 2% grade. All required egress from the buildings shall comply with C.A.B.O. A117.1-92. 4. This site and buildings related thereto shall be subject to all fire -ratings and fire separations in accordance with section 707 of the B.O.C.A. national building code. 5. Chapter 17 of the B.O.C.A national building code, 1996 edition requires that the structural plans and any special inspection (soil testing, concrete, steel, etc.) shall be perfoermed and prepared by a professional engineer licensed in the Commonwealth of Virginia. All related documentation shall be submitted to the building department for permit and approval. 6. A permit shall be required for any business signs and/of pole lights in the parking area of this site. 7. Burning shall not be allowed due to the sites proximity to the winchester regional airports flight pattern and runway. 8. During construction of this project all cranes shall have an aviation obstruction flag (4'x4', white and orange 1'x1' checkard pattern) and/or aviation red obstrution light visible during operations and must be lowered at night unless lit. 9. Intended hours and dates of operation shall be coordinated with the winchester regional airport operations supervisor no less than twenty four hours prior to start. PAVING AND CONCRETE NOTES 1. Pavement section: All paved areas shall receive the minimum pavement sections, as detailed on the construction plans. All courses shall be properly finished and compacted. Tie-in joints to the existing pavement shall be saw cut to ensure that the proper connection is obtained. 2. All concrete for this project shall be class A concrete with a minimum compressive strength of 3500 psi. 3. The concrete curb shall be a V.D.O.T. standard CG -6 curb and gutter or reversed pitch CG -6. If applicable, the reversed pitch shall be a minimum of 1.04% or match the pavement cross slope, whichever is greater. 4. Before a (permanent meter is installed: a) The meter box, with its frame and cover, must be properly aligned with the coppersetter. b) The frame and cover shall be set to final grade. c) The distance between the top of the cover and the coppersetter shall to be between 18 and 21 inches. d) All components of the meter box assembly shall be in proper working order. 9. For water and sewer services that connect to existing lines: a) The location of the service lateral is to be coordinated with the Authoritys engineering assistant. b) An Application for Service must be made and fees paid before work will begin. c) The Authority shall furnish and install all 5/8", 3/4" and 1" water services. d) For all 1 1/2" and 2" water services, the Authority shall make the tap and bring the piping to the property line. The contractor shall furnish and install the meter vault assembly. The Authority will iinstall the meter. e) The Authority will install all sewer laterals. 10.
