of Frederick County, Virginia to allow the use described in this application. I understand that the
sign issued to me when this application is submitted must be placed at the front property line at
least seven (7) days prior to the first public hearing and maintained so as to be visible until after
the Board of Supervisors' public hearing. Your application for a Conditional Use Permit
authorizes any member of the Frederick County Planning Commission, Board of Supervisors or
Planning and Development Department to inspect your property where the proposed use will be
conducted.

I currently own a well-established gun shop, Middletown Firearms, which has been successfully
operating for nearly 5 years. We also provide firearms safety courses, including concealed carry
courses, taught by a certified NRA instructor. We have a great working relationship with many
local law enforcement departments. Our establishment is all about the safe use of firearms. Every
day within our establishment we are asked by our patrons where they could shoot. I would love
to establish an inviting gun club for approximately 1000 members. Here we could continue to
educate and interact with local citizens in a secure environment.
A total of 35 acres of land are for sale in three separate lots at 6519 Valley Pike, Middletown,
VA
• Northern 5 acre unoccupied wooded lot
• 9 acre lot with a 3644 square foot home built in 1876 and two supporting buildings
• Rear/Eastern 20 acre unoccupied wooded lot that backs up to Interstate 81
Primary use of the property for purpose of an outdoor gun club or gun range. This would contain
a 25 and 100 yard range immediately the rear of the two supporting buildings
Buildings:
• Building 1 will house a classroom & storage
• Building 2 will contain a small check in area with ammunition, targets, cleaning supplies,
and an employee
Range Design:
• Each range would be engineered to have a 16 foot tall backstop and surrounding side
berms to ensure proper containment
• Backstops will be a minimum of 16 feet tall of earth or ballistic sand
• Side berms will be a minimum of 8 feet tall and separate side by side ranges
• All range will face east, as natural terrain in this area will also serve as a backstop for
firing
• Additional buffers and foliage may be added to prevent noise complaints
• An overhang will be engineered to cover and protect members from natural weather
• A range safety officer will be nearby to supervise all range behavior
Guidance and consulting services will be sought out by National Shooting Sports Foundation
(NSSF) and Action Target
Neighboring areas:
1. Immediately South of the property is another unoccupied lot that contains overhead
power lines
2. Route 11 is approximately 870ft from the perspective range area.
3. The nearest properties are:
a. 1000 feet from house on the opposite side of Rt 11
b. 1300 feet from home to the northeast side of the lot

Dwelling:
We have yet to establish what we would do with the home within the property. Given its
age we would love to restore the home to its former glory. We know this would take a
large amount of time and care. We likely use the space as additional classrooms, offices
& storage.
Membership & Fees:
We anticipate approximately 1000 members for the range.
Membership would be:
• $150 annual membership fee
• $125 annual membership fee for military & LEO (with accompanied documentation)
• $50 1St year for Initiation fees (includes: signup, waivers, maintenance)
Daily Rentals:
Daily rentals may be available for $25 a day & an additional $15 for someone over the
age of 15 sharing a stall. Children 15 & under would not have to pay to share a stall with
their parents.
Firearm Safety Classes:
Firearm safety classes would be offered more frequently & include range time for $100
Courses include:
• Concealed Handgun Permit
• Intermediate Defensive Pistol
• Basic Carbine
• Basic Shotgun
• NRA Instructor Training
• Youth Firearm Safety Course
Local Law Enforcement:
We have a positive working relationship with many local law enforcement. We would
offer opportunities for them to train on the 25 yard range. We would discuss the funding
for this partnership with their local town councils.
Other sources of possible income:
• Contracting with Virginia Department of Criminal Justice training (DCJS)
• Shooting events with USPSA or IDPA
• Cooperate events & Classroom rentals
• Corporate memberships
• Government contracts for training guards & employees
Hours of operation: Will not interfere with local church services
Structure:
• 16 — 25 yard lanes each 4 feet wide
• 8 — 50 yard lanes each 4 feet wide
• 5 — 100 yard lanes each 6 feet wide
Proposed structure would therefore be at least 140 feet wide to accommodate all lanes &
side berms.
We would need to establish water & septic lines to fit 2 necessary bathrooms & small gun
cleaning station. May wish to build 1 more additional classroom with central air.
Range Rules:
Treat every firearm as if it is loaded
Never point your firearm at anything you do not intend to shoot
Keep your finger straight and off the trigger until are ready to fire
Keep your firearm on safe until you intend to shoot
Know your target and what lines beyond: Ensure down range is unoccupied
Load and unload your firearms on the firing line ONLY
Range staff has the right to inspect all firearms, ammunition, and equipment
All firearms must be pointed down range at all times
Uncontrolled fire is strictly prohibited. All shots must be fired at a approved target. You are financially
liable for any damages caused to the facility due to your negligence
Only 1 loaded firearm at a time
All firearms must be cleared and properly cased when removed from the firing line
Shooters must put on eye & ear protection prior to entering the range and until the exit
If any malfunction occurs, leave the firearm on the shooting bench & ask a Range Officer for help
Cross firing is strictly prohibited
Unholstering is prohibited on the main firing lines. Only members on the tactical lanes may upholster
If a cease fire is called, unload your firearm with the cylinder open or pull the slide back, and step behind
the range line
Tracers, explosive, steel case, steel core, or armor piercing ammunition is prohibited
No black powder firearms allowed
Use and fire at only approved targets
Avoid shooting at target board supports and framework
Never use drugs or alcohol before or while shooting
Shooters under the age of 18 must be accompanied by a parent or legal guardian
Be courteous and aware of other shooters around you
Notify Range Officer of any unsafe practices on the range immediately
Dispose of your own targets and shells. Collection bins will be available
There will be no refund of any kind for those expelled from the range
