A VDOT review has been conducted for the Graystone 81 Logistics Center site plan dated May 31, 2019. Based
on the review of the drawings, all VDOT requirements are addressed and the site plan is approved by our
office. Please ensure that all applicable agencies have the most recent set of approved drawings.
We offer the following general comments:
• Our review and comments are general in nature. Should details be overlooked during plan review or
conditions in the field exist such that additional measures are warranted, such measures shall be
completed to the satisfaction of the department.
• Materials used and methods of construction shall adhere to the current observed VDOT Road and
Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land
Use Permit Special Provisions.
• A preconstruction conference shall be held by the engineer and/or the developer with the attendance
of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work.
® All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe
or drainage easement.
• Any construction related changes to the approved plan must come through the design engineer to
VDOT for approval. Please allow a minimum of 5 business days for VDOT review.
• A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. The
permit is issued by this office and may require application fees, the salary & expenses of a State
assigned inspector, and surety bond coverage.

Y This project has a sewer pump station that FW will own. Title to the pump station site shall be granted
to the Frederick Water in fee simple absolute. Also, (1) a copy of DEQ's Certificate to Construct, (2) a
copy of DEQ's Certificate to Operate, and (3) two copies of the FW approved O & M manual are
required. These documents must be received before service will be authorized. (4) Work cannot
commence that would connect to FW facilities or require FW inspections until the contract is returned

Buildings shall comply with The Virginia Uniform Statewide Building Code (VUSBC) Sections 311, S Storage
of the International Building Code/2015, the 2015 VUSBC/ International Fire Code. Other Code that applies is
ICC A117.1-3-09. Accessible and Usable Buildings and Facilities and 2015 Virginia Energy Code
Asbestos inspection required for all building constructed prior to 1985. Asbestos abatement permits may be
required. Demolition permit required for existing structures.
Proposed 348500 sq ft building shall comply with height and area per T503 for type of construction or unlimited
area facilities (Section 507, Unlimited Area Buildings) andd maintain an open perimeter of 60'. FDC located on
the plans. Fire pump shall meet NFPA 20. Buildings located within 60' open perimeter may require sprinkler
system
All required exits shall meet ANSI Al 17.1-09 for accessibility and slopes. Question on the location of
exterior exits to public way along south, north & west perimeter walls. Maximum travel distance per
IBC/USB to an exit is 400'. All required exits shall be accessible. Exterior area of refuge shall comply with
Section 1016 of the USBC/IBC. One hour rated walls with 45 min. doors shall be provided at exterior areas of
assisted rescue as noted. Maximum travel distance to restrooms shall be in accordance with Section 2902.3.2.
(Maximum 500' unless otherwise approved by AHJ)
Storage in racks exceeding 12' in height require a permit and shall comply with the International Fire Code.
High pile storage areas require fire department access around perimeter of the building. Access/doors shall not
be spaced further apart than 100'
ANSI parking spaces shall be provided as required per Tl 106.1. Accessible parking and unloading shall not
exceed 2% slope (1:48). Accessible Route shall extend from parking and unloading area to accessible route to
main entrance. Curb ramps shall have a minimum 3' landing at the top and bottom of the landing. Van spaces
require minimum unloading area 8' with 8' of parking or a minimum of 11' wide parking with 5' of unloading
space is required. No enlargement provided. Accessible route with max 5% slopes shall be provided from
parking/unloading to main entrance. Accessible parking and unloading access to .maim entrance appears to meet
ANSI Al 17 for slopes.
Public entrances into spaces larger than 3000 sq ft shall be provided with a vestibule as detailed per ANSI
Al 17.1-09
All structural plans submitted for permit application shall be sealed by a VA Design Professional
Special inspection requirements of Chapter 17 of 113C shall apply to this type of structure. (soils, compaction,
concrete, steel etc.)
Light poles require permits and inspections. Retaining walls with more than 3' unbalanced fill require permits.
No gutters of other water shall discharge over walkways
A geotechnical evaluation shall, be performed and submitted with application as required USBC/IBC Section
1803.
