Parking Space Requirements: Property Line Setback: Required- 5' Provided- 20' Parking Space Required: The quantity of existing parking spaces for the existing church facility was based on the sanctuary capacity of 1050 seats. The ordinance requires the provision of 1 space for each 3 seats, or 350 spaces. Parking required for the proposed Family Life Center is based on Indoor Recreation: Indoor Recreation: 1 space/150sf: 20,651 sf x 1 space/150sf = 138 spaces The peak usage time for the Family Life Center will be Wednesday. The peak usage time for the existing sanctuary is Sunday. Since the peak usage times do not coincide the facility requires 350 spaces including 7 ADA spaces, The existing parking area contains a total of 442 spaces including 17 ADA -marked spaces. Three additional parking spaces will be added with these improvements. Total spaces proposed is 445 including 17 ADA spaces. Loading Space: None Required 8. Handicap Accessibility: HC parking spaces shall have a maximum slope of 1:50. HC ramps off site shall be constructed per VDOT standards. 9. Landscaping per Section 165-202.01-D-(13). 10. Lighting: No proposed exterior pole lighting is proposed with this site plan. The existing parking lot ights will be sufficient to adequately light the proposed additional parking area. Building mounted lights will be placed at points of egress on the new building. Any new exterior lights will be downcast to prevent off-site glare. 11. Storm Water Management is provided by the existing storm water detention pond located near the Southern boundary of the parcel. No appreciable increase in impervious area will be associated with this plan. 12. Environmental Features: Wetlands- No wetlands have been identified on this site. Flood plain- According to the Flood Insurance Rate Map for Community Panel Number: 510063-0105 B this site is located in flood zone C, this indicated the area is susceptible to minimal flooding. Sink Holes- Several small depressions showing characteristics of sinkholes have been found and repair d on the site. Steep Slopes- No steep slopes have been identified on this site. Woodlands- No woodlands have been identified on this site. 13. All utilities connected to this site shall be placed underground. 14. No new signage is proposed. TRAFFIC IMPACT ANALYSIS THE TRAFFIC COUNTS FOR THE SITE WERE ESTIMATED FOR THE SANCTUARY AREA ON ITS PEAK DAY OF USAGE, SUNDAY, AND COMPARED TO THE TRAFFIC ESTIMATES FOR THE FAMILY LIFE CENTER. Erosion and sediment control shall conform to the standards and specifications of the *Commonwealth of Virginia, ere applicable. It shall be the responsibility of the Contractor to notify 'Miss Utility at 811 at least two (2) working days, but not re than ten (10) days prior to commencement of any land disturbing activity. No disturbed areas shall be denuded more than thirty (30) days. The contractor shall stabilize all denuded areas hin seven (7) days after the end of construction. 1 All existing utilities have been shown based upon the best available information. However, there may be existing ities which are not shown and should be located. Therefore, it will be the responsibility of the Contractor to verify r location of all existing utilities prior to construction. Any discrepancies between these plans and the actual field editions shall be reported immediately to the Engineer, the owner, and the appropriate utility company. All proposed utilities shall be installed underground. It shall be the responsibility of the Contractor to obtain all permits necessary for construction prior to the �mmencement of work. An approved set of construction documents shall be present on the site at all times. Topographic information was derived from a topographic survey performed by Painter -Lewis, P.L.C. A field survey :termined the topographic information which has been based on U.S.C. and G.S. datum and a contour interval of one ) foot has been established for this project. Contact Pointer -Lewis, P.L.C. at 540-662-5792 to establish vertical ,ntrol for project construction. No soils report was prepared for this project. I. The Contractor shall coordinate the relocation of and the connection to the existing utilities with the appropriate ility company, where applicable. The Contractor shall provide all AS BUILT documents and plans to the regulatory agency requiring such. The parking areas and walkways shall receive the minimum pavement sections, as detailed on the plans. All points connection with the existing pavement sections shall be graded as required to provide a smooth transition between pavement sections. Material references are VDOT standards. All work shall be done in accordance with standard practices. Test pits shall be excavated to determine the depths and locations of all of the existing utilities. If conflicts exist, :n the existing utilities shall be lowered or moved to promote the construction of the proposed development. All deleterious materials, demolished debris, and cleared and grubbed materials shall be removed and properly Dosed of off-site. All topsoil or vegetative cover shall be excavated to its full depth and stockpiled on-site, if applicable, in the areas directed by the Owner's representative for future finish grading. All borrow fill material, if necessary, shall be obtained by the Contractor and approved by a Certified Geo -Technical liner. All fill material shall be placed in lifts of 8" or less and shall be compacted to 954 of ASTM D-698 ximum Dry Density, or as directed by the Geo -Technical Engineer. No blasting sholl be permitted within 25 feet of existing utilities or structures without permission of the Owner. All excavated slopes and lawn areas shall receive a minimum of 4" topsoil obtained off-site or from the topsoil ckpile on site. The topsoil shall be graded and raked, prior to application of permanent vegetative cover. All disturbed lawn areas shall be stabilized by the establishment of permanent turf grass installed in accordance with eerally accepted practices. GROUND FIRE LANE SIGN DETAIL NOT TO SCALE PROJECT DESCRIPTION Preparation for the construction of the proposed project will include the demolition of existing improvements. The existing car drop-off area will be enclosed to serve as on entrance foyer. The total disturbed area will be approximately 16,000 square feet. Existing Site Conditions The existing church property contains 30 acres. The site contains a significant amount of open space that is used for recreotionol purposes and general open space. Due to the projected minor increase in impervious area associated with this project, no stormwater management is proposed. Adjacent Areas The site is bordered to the east, south, and north by agricultural lands. The western property line is defined by the Route 522 right-of-way. Soils The on-site soils ore in the Frederick-Poplimento association. Geology The underlying soils are derived from limestone. The parcel contains evident solution cavities and other indicators of karst geologic conditions. Critical Areas No critical areas have been identified in the immediate area of construction. Off-site Areas During clearing and grubbing, the site contractor may transport any residue off-site as required. During earthwork operations, the contractor may import materials as required to achieve final grades and specifications. Stormwater Management No stormwater management is proposed. The OWNER of the property is responsible for the maintenance of the existing management facilities on the parcel. Erosion and Sediment Control Measures 3.02 No stone construction entrance will be constructed due to the existence of stable entrances the points of entry to the work site. The entrances shall be maintained in a condition which will prevent tracking or flow of mud onto the public rights-of-way. This may require periodic top dressing with additional stone or the washing and reworking of existing stone as conditions demand and repair and/or clean out of any structures used to trap sediment. All materials spilled, dropped, washed, or tracked from vehicles onto roadways or into storm drains must be removed immediately. The use of water trucks to remove materials dropped, washed, or tracked onto roadways will not be permitted under any circumstances. 3.30 Replacement of topsoil will generally occur throughout the work site where vegetation is to be reestablished. Topsoil will be uniformly spread and rallied to a minimum depth of 6" (3" where sod will be placed) or as called for on the plans. Topsoil shall not be placed while in a frozen of wet condition. 3.31 Temporary seeding in accordance with the E & S Std & Spec 3.31 will be applied all areas which will not be brought to final grade within 30 days. Embankment or excavated slopes denuded for a period of greater than 30 days shall be temporarily seeded and mulched. To coincide with the anticipated construction dates, the seeding will consist of 50 pounds per acre of German Millet. All temporary seeding areas will be mulched in accordance with the schedule included -herein. 98 3.32 All disturbed areas will be stabilized by permanent seeding in accordance with the schedule included herein.
