APPENDIX A Community Impact Statement, ORI, Park Center Drive (0103-19-0034), May 2019 COMMUNITY IMPACT STATEMENT Off Road Innovation Park Center Road - Commercial Site Plan Frederick County, Virginia BACKGROUND The project is located at the southeast corner of the intersection of Park Center Drive and US Route 11, north of the City of Winchester at TM54A-(1)-A. The overall parcel is 3.6 acres and is adjacent to the Backseat Restaurant. Off Road Innovations (ORI) is proposing to construct a 10,000 square foot "auto -service" building on a subdivided portion, approximately 1.6 acres, of this 3.6 -acre lot. The business is not a "repair garage" but will install off road accessories to vehicles, so it falls under Auto Service use. They expect five employees and possibly five customers daily. Public utilities, water, and sewer services will be provided by the City of Winchester. Stormwater management will be provided for the site through an existing on-site detention pond and additional water quality best management practices. A. Suitability of the Site The site has already been developed for commercial use with paved, curb and gutter parking lot and building pads, as well utilities, gas, electric, water, and sewer. The site is not located within a flood plain (zone AE) according to FEMA FIRM Map #51069CO209D, effective September 2, 2009. There are no known wetlands, nor steep slopes (over 15%), mature woodlands, and prime agricultural soils. Soil or bedrock conditions which would create construction difficulties or hazards will be minimal since most utilities and stormwater management are in place at the site and the building will be a concrete slab on grade with shallow footers. B. Surrounding Properties The adjoining properties are Commercial/Industrial use. Shade Equipment and Winchester Metals are located across US Route 11 and Park Center Drive, respectively. Shendendoah Sand & Gravel is located on the opposite corner across US Route 11. The immediate adjacent lot the east is occupied by Simkovich Trucking with fueling stations, and the subject site shares parking lot with Backseat Bar & Grill. No residential lots adjoin this property. The closest residential lot is approximately 280 feet south along US Route 11. The potential for impacts on surrounding properties associated with noise, glare, fumes, pollution, odors, or other nuisance factors are minimal. Traffic The project site will use the existing approved Virginia Department of Transportation commercial entrances onto US Route 11 and Park Center Drive. The estimated vehicle trips per peak hour day are 13 VPH for AM, and 18 VPH for PM, per the ITE Trip Generation Manual, 7th edition. D. Sewage and Water Availability The 3.6 -acre parcel has City of Winchester Water and Sewer mains located within the parcel boundaries. A manhole is located on the proposed subdivided parcel and will be approximately 12 feet from the proposed building. An existing water line and fire hydrant are also located on the parcel. The City of Winchester Public Services Department has issued a Utility Availability Letter ("ORI bldg. Utility Availability" — attached) stating they would be willing to serve this development and its proposed water and sewage capacities. The Frederick Water Board of Directors then granted an exception to enable the utilization of City of Winchester Water and Sewer for this parcel. E. Drainage The site's drainage will flow to the existing storm sewer and to the detention pond on the parcel. The new development will meet the requirements of the current stormwater regulations. F. Solid Waste Disposal Facilities Solid waste for this development will be stored in metal containers for pick up by a local solid waste collector. It is anticipated that collections will occur weekly. G. Impact on Community Facilities G1. Law Enforcement The Frederick County Sheriff's Department response time, under ideal conditions, would be less than 10 minutes. The existing service demand for this property is currently low and is anticipated to remain at this level with the addition of this facility. Natural terrain will not inhibit response due to the established road network. This project is located away from areas of significant residential populations. G2. Fire and Rescue Services The closest fire station and/or rescue squad is Friendship Fire Company approximately 1.5 miles from the site, and Rouss Fire Department, approximately 2 miles from the site. Response time for a safety emergency on this property should be less than 10 minutes. The existing service demand for this property is currently low and is anticipated to remain at this level with the addition of this facility.
