All previous comments from our letter dated 2/8/19 have been addressed. Staff offers the following comment regarding the proposed ornamental landscaping on Sheet 14 (Landscape Plan): • Revise the proposed size of the shade tree's to 2' caliper at time of planting; revise the proposed size of the shrubs to a minimum of 36" at time of planting. §165-201.01(2)(b) & (d). Once of the above comments have been addressed/incorporated, and outstanding review agency comment letters are received (FCPS & GIS), provide at least five (5) hard copies of the plan set and a digital (PDF) copy of the plans on a disk. Once received, we will schedule the item for discussion/information before the Planning Commission and Board of Supervisors. Based on the review of the drawings, all of the VDOT requirements were addressed and the site plan is approved by our office. Please ensure that all applicable agencies have the most recent set of approved drawings. We offer the following general comments: • Our review and comments are general in nature. Should details be overlooked during plan review or conditions in the field exist such that additional measures are warranted, such measures shall be completed to the satisfaction of the department. • Materials used and methods of construction shall adhere to the current observed VDOT Road and Bridge Specifications, Road and Bridge Standards, Manual on Uniform Traffic Control Devices, and Land Use Permit Special Provisions. • A preconstruction conference shall be held by the engineer and/or the developer with the attendance of the contractor, various County agencies, utility companies, and VDOT prior to initiation of work. • All drainage is to be carried within the right-of-way in ditch lines or gutters along the street to a pipe or drainage easement. • Any construction related changes to the approved plan must come through the design engineer to VDOT for approval. Please allow a minimum of 5 business days for VDOT review. • A Land Use Permit shall be obtained before any work is performed on the State's right-of-way. At this time, administrative approval cannot be granted. This site plan cannot be approved until the issues in this letter, as well as all issues of the other review agencies, have been adequately addressed. Please review Staff's comments listed below and then prepare a revised site plan which adequately addresses each concern. Review Comments: 1) Development Plans. A master development plan (MDP) is required for development of property in the Mobile Home Community District (MHI). An MDP may be waived if the Applicant choses to process a site plan (SP) in -lieu of an MDP. Once the site plan is administratively approvable form, the plan will be presented to the Planning Commission and Board of Supervisors per § 165-801.06. (dates TBD). Add a note to Sheet 1 specifying the Applicant requests a site plan in -lieu of an MDP citing §165-801.03(A)(5). 2) Site Plan Reference. Add the site plan number, SP #04-19, to all sheets in the plan set. 3) Disturbed & Impervious Area. Specify the disturbed and impervious area (in -acres) proposed with this site plan. 4) Setbacks. Specify the minimum building setbacks provided. It does not appear that the minimum 20 -feet (FT) of separation between units is being met between mobile home unit #7 and unit #26; provide the measurement on Sheet 4. 5) Lot Size. Specify the minimum lot size required (4,000 square feet (SF)+/-) and the lot sizes provided. 6) Site Lighting. Further specify if there will be any pole -mounted lighting fixtures. If so, provide details and illumination levels. Further specify if there will be a monument style subdivision sign. If so, provide the permitted height (8 -feet +/-), square footage (32 SF +/-), and location. If not, add a note to this effect on Sheet 1. 8) Parking & Motor Vehicle Access. Provide dimension of the proposed parking stalls for each mobile home unit. For parking at a 45 -degree angle, spaces should be a minimum of 9 -FT wide and 20 -FT deep. Wheel stops should be provided at the end of each parking stall if no curb and gutter is provided. Parking spaces shall be paved with concrete or similar materials (§165-201.02(D)(1)). The proposed "road treatment extended" is not an acceptable pavement type for the proposed off-street parking. The minimum right-of-way for private streets in a mobile home park shall be 30 -feet (§ 165- 403.04(C)(2)(a)); the private street currently shown is only 20 -FT wide. 9) Landscaping. Provide the calculations showing the required number of shade/deciduous trees for the new impervious area (1 tree/2,000 SF impervious area) and new parking spaces (1 tree/10 spaces). Provide a Landscape Plan sheet showing the location of the required trees and how the requirement for common area landscape plantings (tree and shrubs) is being fulfilled (§165-403.04(B)(1)). Additional comments may be provided following review of the Landscape Plan. 10) Agency Approvals. Comment sheets (approvals) are required from the following agencies: the Frederick County Inspections Department, the Frederick County Fire Marshal, the Virginia a Department of Transportation (VDOT), Frederick Water, Frederick County Public Schools, Frederick County Parks and Recreation, Frederick County Department of Geographic Information Systems, and the Frederick County Engineer (Public Works). After you have revised the site plan, please resubmit one (1) hard copy so that Staff may verify the information contained on the plan addresses the above comments. Staff will also need all approved review agency comment sheets, recordation of the subdivision plat (as applicable), at least five (5) copies of the final plan set and a digital (PDF) copy for approval.
