Upon review of the subject site plan dated April 25, 2018, we offer the following
comments:
1. Label the proposed contours on the grading plan.
2. Provide a storm profile for the proposed storm pipes and ensure that 2 -feet of cover is
maintained above the pipe.
3. Provide a storm drain easement for the proposed storm pipe.
4. Add the nutrient credit letter of availability to the plans. Nutrient credits should be from
the same tributary, same or adjacent HUC or within the Potomac Watershed should there
be no available credits within same or adjacent HUC.
5. Provide riprap computations for each outfall. Show and label the riprap size and
dimensions on the grading plan.
6. Reconcile the SWM routings with the weir wall detail:
a. The 8' weir (top of the wall) isn't modeled in the routings
b. The routings indicate a 2.5' wide weir opening.
c. The detail lists the 100 -year W.S.E as 765-95 while the routings show it as
766.15.
7. Reconcile the inflow area listed in the routings (1.96 AC) with the area shown on the
drainage map (1.70 acres).
8. Show the specific impervious area(s) of rooftop disconnection. Please note that rooftop
disconnection is limited to 1,000 SF per disconnection.

9. Identify on the plans the disconnection flow path for each disconnection. Please note that
each flow path must be a minimum of 40 -feet in length and less than 2% slope.
10. Correct the 771 contour at the intersection of Stella Court and Double Church Road.
11. Provide a 2% slope on the bottom of the pond to prevent standing water.
12. List the driveway slopes on the grading plan. Please note that building code requires a
minimum 2% driveway slope (see Lots 1, 8, 16, 17).
13. Correct the scale of the utility profiles on Sheet 15.
Once these comments are addressed, submit a copy of the revised plan for further review.

Dear Mr. Tweedie:
Frederick County Public Schools has reviewed the Liberty Chase site plan application submitted to us on
March 27, 2018. We offer the following comments:
The cumulative impact of this development and other developments in Frederick County will require
construction of new schools and support facilities to accommodate increased student enrollment.
This development proposal includes 17 single-family attached units. We estimate that this
development will house 4 students: 1 high school student, I middle school student, and 2 elementary
school students. In order to properly serve these additional students, Frederick County Public
Schools would spend an estimated $50,000 more per year in operating costs (or $2,941 average per
unit per year) and an estimated $183,000 in one-time capital expenditures (or $10,765 average per
unit). You will find, attached to this letter, a more detailed assessment of the estimated impact of
Liberty Chase on FCPS, including attendance zone information.
2. It is noted that Stella Court will be a private road. As our buses don't travel down private roads,
students who live in Liberty Chase will need to walk to a bus stop located on a public street at a
location designated by our Transportation Department.

A VDOT review has been conducted on the Liberty Chase 17 Lot Townhouse Site Plan dated
February 12, 2018. We offer the following comments:
• Multiple notes on the plan sheets overlap one another making them non legible. Please
revise.
• The Staunton District trip rate used for townhomes is 8.145. Please show this trip rate on
plans.
• Please identify the CG -12 type. (A,B,C)
• In plan view, please include placement of UD -4 as well as the outfall to the EW -12.
• The typical section shows the proposed right-of-way at 25' and the plan view shows the
proposed right-of-way at 27'. Please correct discrepancy.
• Plan sheets 6, 10 and 11 note the existing ditch at the west end of the property to remain in a
curb and gutter area. Please remove the note as the CG -6 extends to the property line.
• Please provide the distance to the nearest intersection in each direction.
• Please provide the line of sight, sight distance triangles in each direction.
• Please note the location of the stop bar to be determined by VDOT inspector.
• In plan view, please show the limits of mill and overlay extending through the adjacent travel
lane per VDOT WP -2 Standard Detail.
• Please add a note to the wet tap for the water line that pavement restoration to be in
accordance with VDOT LUP OC, open cut pavement restoration. The LUP-OC Detail is to be
included in the plan set.
Please provide a resolution for the above comments by sending two sets of revised drawings, a
comment response letter, and highlighted plan showing changes, as well as one digital copy of the
plans. Should you have any questions, please feel free to contact me.

Project shall comply with The Virginia Uniform Statewide Building Code (USBC). Dwellings
(R-5) shall comply with The Virginia Residential 2012 Codes. Other Codes that apply are the
2009 ANSI Al 17.1-09 Accessible and Usable Buildings and Facilities and the 2012 Virginia
Energy Code
Dwellings (townhouses) shall be separated as required for per Section R 302.2.
All recreational facilities shall be provided with an accessible route.
