There will be a meeting of the Transportation Committee at 7:30
p.m. on Monday, July 1, 1991 in the conference room of the Old
Frederick County Court House, 9 Court Square, Winchester, Virginia.
The Transportation Committee will discuss the following items:
AGENDA
1) Request from the Winchester Regional Airport Authority to
relocate a section of Route 728 (Victory Lane) adjacent to the
Winchester Regional Airport.
2) Memorandum from Mr. James M. Doran, Director of Frederick
County Parks and Recreation regarding the inclusion of bicycle
lanes in the development of new and improved roads.
3) Request from the Frederick County Board of Supervisors to
change the 1991 Six Year Secondary Major Road Improvement Plan
priorities.
4) Discussion of letters from the Frederick County Board of
Supervisors and the Frederick County Planning Commission
related to improvements of primary roads in the county.
5 ) Other

The first item in your agenda package is a letter and map from
Mr. Kenneth F. Wiegand, Executive Director of the Winchester
Regional Airport. Mr. Wiegand will be present at this meeting
to discuss ideas related to the relocation of a section of
Route 728 (Victory Lane) that is adjacent to the Winchester
Regional Airport. In particular, the Airport Authority is
interested in relocating the portion of this road that abuts
their property line (see map) to increase their runway
extension safety area. Staff recommendations are to consider
other alternatives that would lessen the curve proposed on
Route 728, as well as insure that the intersection alignment
on Route 645 is adequate.
2. The second item in your agenda package regards a memorandum
from Jim Doran, Director of Frederick County Parks and
Recreation. The memorandum informs all interested parties of
the action taken at the June 18, 1991 Parks and Recreation
Committee meeting. There will be a representative from the
Parks and Recreation Comnittee at our meeting to discuss the
potential for the inclusion of bicycle lanes in the
development of new and improved roadways.
3. The third iteral in your agenda package regards a request from
the Frederick County Board of Supervisors to change the order
of priority of the 1991 Six Year Secondary Road Improvement
Plan. In particular, the Board of Supervisors would like to
switch rank number 3 (Route 628 from Route 631 to Route 732)
with rank number 4 (Route 656 from Route 657 to Route 659).
Staff -recommendations are to revise this plan in the Fall of
1991 and to consider potential temporary improvements to Route
656 to assist in the safety of this secondary road section.
4. The last item in your agenda package regards letters sent to
the Virginia Department of Transportation from the Frederick
County Board of Supervisors and the Frederick County Planning
Commission. The letters included in this agenda package
request that the Transportation Committee is notified prior
to improvements scheduled for primary roads in the county.
This agenda item is for informational purposes.
