There will be a meeting of the Transportation Committee at 7:30 p.m. on Monday, June 1,
1992 in the Conference Room of the Old Frederick County Court House, 9 Court Square,
Winchester, Virginia. The Transportation Committee will discuss the following items:
AGENDA
1. Request of Mr. Ralph S. Gregory to eliminate the passing lanes along U.S. Route 11
between Stephens City and the Division of Motor Vehicles building.
2. Request from the Brentwood Terrace Homeowners Association to reduce the speed
limit within the Brentwood Terrace subdivision and along Valley Mill Road.
3. Request of Mr. Robert M. Sager, Opequon District Supervisor, to assess Route 641
from Jamesway Plaza to the Warren County line for a speed limit reduction to 45
mph.
4. Request of Mr. James Golladay, Jr., Planning Commission Chairman, to assess
Westmoreland Drive in the Fredericktowne subdivision for potential improvements.
5. Request of Mr. Julian Carper to create a left turn lane on U.S. Route 11 at Route
727.
6. Other.

Mr. Ralph S. Gregory has addressed a letter to Mr. Bushman regarding safety
concerns along U.S. Route 11 between Stephens City and the Division of Motor
Vehicles building. Mr. Gregory is concerned that certain businesses along this
corridor should have established left turn only lanes in lieu of passing lanes.
2. The Transportation Committee has received a request and a petition from members
of the Brentwood Terrace Homeowners Association regarding speed limit reduction
within their neighborhood, as well as along Valley Mill Road. The Homeowners
Association requests that the speed limit be lowered to 35 miles per hour along
Valley Mill Road and reduced to 20 miles per hour within the subdivision. The
Homeowners Association believes this is necessary to insure safety.
3. Mr. Robert M. Sager has petitioned the Transportation Committee to discuss the
existing speed limit along Route 641. The speed limit from the intersection of Route
641 and Route 277 (Jamesway Plaza) to the Warren County line is 55 miles per hour.
Although this is a rural route, Mr. Sager believes that a reduction in the speed limit
to 45 miles per hour is necessary as many residents live along this rural route.
4. Mr. Jim Golladay, Jr. has asked that the Transportation Committee discuss potential
improvements to Westmoreland Drive in the Fredericktowne subdivision. Mr.
Golladay has received calls from homeowners in this subdivision. The homeowners
have expressed concern as to the speed that vehicles travel along Westmoreland
Drive.
5. Mr. Julian Carper has asked that the Transportation Committee discuss the need for
a left turn lane on U.S. Route 11, south of Middletown to access Route 727. Mr.
Carper believes that this will provide safe access for vehicles turning off of U.S.
Route 11.
6. Enclosed are two letters for your information. The first letter dated April 28, 1992
regards the recommendation of Mr. Bushman to eliminate through truck traffic along
Route 776 (old Airport Road). The second letter dated April 16, 1992 is a response
from Mr. Edwin C. Daley, Winchester City Manager, regarding road improvement
needs in the City of Winchester.

Dear Mr. Bushman:
There is a section of U. S. Rt. 11 between Stephens City and the
D.M.V. that now has a 55 M.P.H. speed limit and a broken line, which
allows passing in the area of the Glass Barn and the Appleland
Driving Prange. On two I occasions, while attempting to turn left into

the Driving Range, coming from Stephens City, I have had to take some
evasive action to avoid being hit from behind by someone attempting
t. I pass other cars
I am probably not the only one that has experienced this situation.
A possible solution that I feel will avoid future accidents might be
to change the center lane to a left turn lane for both North and
South bound cars, as Has been done in the area .If the D.M.V.
A reduction in the 55 M.P.H. speed limit may also I be in order.
This is a matter that should be looked into I for the safety of those
If I_is traveling on U. S. Rt. 11 in this area.

We the undersigned homeowners and residents of Ualley Mill Rd.Residents of
Brentwood Terrace subdiolsion,Frederick County/Hereby request that the speed
limit be lowered from itis prsent 45 miles an hr.
It is extremely hazardous for pedestrians .and children at play to have cars
trauelin g in ext o'of 55miles an hour.This has been an ongoing complaint
the homeowners assn.for 3 years but no action has been taken.We have no
sidewalks and this being a residential neighborhood the speedlimit should no -r
exceed 35 mile&! an hour and 20 in the subdision.

I have been in contact with residents of the State
Route 641 area who have expressed their concern over
the 55 MPH speed limit from the Jamesway area to the
County Line.
These citizens are in support of a lesser speed limit,
that of 45MPH, posted and enforced for this road.
There can only be one way to address the issue in a
professinal manner and that is to request the Vir-
ginia Department of Transportation to study this
request and determine if it indeed has substance.
Your followup in this matter would be greatly appre-
ciated.

You received a copy of Bill Bushman's memorandum dated April 21, 1992 advising
the public notice for restriction of through truck traffic was in place for more
than thirty days. I support Mr. Bushman's recommendation that this request be
presented to the Commonwealth Transportation Board for their approval.
Your assistance in getting this on the May meeting of the Commonwealth
Transportation Board is appreciated.

Dear Mr. Milliken:
In response to the 1992 Spring Preallocation hearings, I want
communicate some of the major transportation priorities identified for
Winchester. Most if not all of these priorities are those included in
my February 28, 1991 letter to you just before to visit to the area. A
more extensive overview of these priorities with references to the
Six -Year Improvement Program was outlined in my letter dated October 18,
1991 to Mr. Scott Hollis.
The City feels that Route 37 east is a top priority although there
remains a great need to improve east -west traffic flow in Winchester.
Airport Road is still a very high priority for the City and Frederick
County. The current widening of the westerly portion of this east -west
corridor (known as Cedar Creek Grade) to four lanes will only further
emphasize the need to connect Airport Road with Weems Lane around the
north or south of the Abex site.
The completion of Jubal Early Drive to Valley Avenue by fall and
the widening of Berryville Avenue by next spring means that the Weems
Lane project is our highest priority. We have previously noted that the
City advanced money to VDOT for Jubal Early Drive and is funding all of
the Berryville Avenue project. We believe it is critical that VDOT now
expedite Weems Lane to ensure construction by 1994. The widening of
Papermill Road south to Pleasant Valley Road is the most readily
available corridor. The Weems Lane project should be modified in the
Six -Year plan to include the widening of PaperMill Road between
Weems Lane and the intersection of Jubal Early Drive with South
Loudoun Street which is now under construction.
Winchester supports the widening of Interstate 81 to six lanes.
As growth continues along Interstate 81 between Exit 310 (Route 37
South) and Exit 313 (Routes 50, 17, and 522), the need to secure an
interchange location becomes paramount. Opportunities are available to
properly accommodate a limited interchange which can provide safe access
to existing and future City and County industrial areas in addition, to
the rapidly expanding Winchester Regional Airport. Such a facility
needs to be coordinated with any State and Federal efforts to widen
Interstate 81. 11.1

Currently, the City is funding the widening of Berryville Avenue
(Route 7) and the easterly extension of Fort Collier Rd from Frederick
County to Route 7. We feel that a westerly extension of Fort Collier
Road/Brooke Road from Route 11 North over to Route 522 North would
greatly improve east -west access around the north side of the City. The
City and Frederick County will request that this connection be modelled
as part of the Area Transportation Plan Update.
A final recommendation which is related to the Cedar Creek Grade
and Weems Lane projects is the widening of Valley Avenue (Route 11)
from Weems Lane south toward Route 37 South. We have emphasized the
need for this improvement to be modelled as a part of the Area
Transportation Study also.
We look forward to receiving the estimates for the allocations to
be made available for the upcoming Six -Year Program. Please accept the
above comments as input to the 1992 Spring Preallocation Hearings
which were recently concluded. Thank_ you for your support of
ti-ansportation projects -in the Winchester Area.
