Wyatt, Planner II � ` RE: June Meeting and Agenda DATE: May 29, 1996 There will be a meeting of the Frederick County Transportation Committee at 7:30 p.m. on Tuesday, June 4, 1996 in the Board Room of the Old Frederick County Court House, 9 Court Square, Winchester, Virginia. The Transportation Committee will discuss the following items: AGENDA 1) Discussion regarding a request to reduce the speed limit to along Valley Pike (Route 11) from the southern limits of the town of Middletown to Belle Grove Road (Route 727). Citizens within this area have requested that the speed limit be reduced from 45 mph to 35 mph. Included with this agenda item is a petition from the citizens that have made this request and a vicinity map which delineates this area. Staff will provide a visual display during the meeting which will demonstrate the land use within this area and the sight distance along Valley Pike. 2) Other. 107 North Kent -Street • Winchester. Vir«inia 226111-;000 PETITION FOR CHANGE IN SPEED LIMIT FOR A SECTION OF U.S ROUTE 11 SOUTH OF THE MIDDLETOWN TOWN BOUNDARY PROVIDING FOR REDUCED LEGAL TRAVELLING SPEED. DATE TO TAKE EFFECT: IMMEDIATE r c 1c Petion is hereby submitted to the Virginia Department of Transportation that U.S. Route 11 (Valley Pike) from the Middletown limits to State Route 727 (Belle Grove Road) be restricted to a 35 mph zone for the purposes of safety. Cause for action has been brought about due to the hit/run death on Sunday, May 12, 1996 at about 6:00 a.m. by a southbound driver striking a jogger. There have been a high number of near miss types of vehicular/human encounters. The hit/run resulted in the death of the victim. Vision is DANGEROUSLY RESTRICTED due to a deep dip in the highway just douth of the Middletown town limits. There is virtually no shoulder for walking by employees of the industrial area to reach the market. In addition the area in question is both SCENIC AND INDUSTRIAL. Drivers slavto stop to observe the Battlefield and Belle Grove on one side of Rt. 11 and the em- ployees and plant delivery drivers must slow to turn into the industrial area on the opposite side of Rt. 11. It needs to be designated AS A CONGESTED AREA WITH A SLOWER SPEED for that short distance. There is also the reality for cars travelling SOUTHBOUND to INCREASE SPEED when leaving Middletown's 35 mph limit. By the time drivers reach the center entry lane for the plants across from Cedar Creek Battlefield, they are traveling at 55 mph (or more). There is a left turn lane which further creates a hazard due to many vehicles that straddle the lines before getting into the proper lane. This is due in large part to th blind hill approach to the area. In addition to a market there are ten residences.
