There will be a meeting of the Frederick County Transportation Committee on Tuesday, May 13,
1997 at 7:30 p.m., in the Board Meeting Room in the County Administration Building, 107 North
Kent Street, Winchester, Virginia. The Transportation Committee will discuss the following
items:
1) Discussion regarding a request to create a four-way stop condition at the intersection of
Fairfax Drive and Montgomery Circle within the Fredericktowne Estates subdivision.
2) Discussion regarding a request to have Boundary Avenue improved and accepted into the
Secondary Road System as a Rural Addition Project. This item was tabled from the
December 3, 1996 Transportation Committee meeting.
3) Other.

FOUR-WAY STOP CONDITION AT FAIRFAX DRIVE AND MONTGOMERY CIRCLE
The Virginia Department of Transportation received a request from Elaine Christly to create a
four-way stop condition at the intersection of Fairfax Drive and Montgomery Circle in the
Fredericktowne Estates subdivision. Mrs. Christly has expressed concern with the speed at which
traffic travels through this area of the subdivision and believes that the creation of a four-way stop
condition will mitigate this impact. Mrs. Christly is also concerned with safety as a school bus
stop occurs at this intersection.
Signage is in place at this intersection to require Montgomery Circle traffic to stop at this
intersection. Signage also exists along Fairfax Drive at four locations as demonstrated on the
enclosed map. The Virginia Department of Transportation has conducted a traffic study at this
intersection and determined that a four-way stop condition is not warranted due to disparate traffic
counts on Fairfax Drive and Montgomery Circle. However, the Virginia Department of
Transportation has indicated a willingness to work with Frederick County to install additional
signage at this intersection should the Board of Supervisors request action.
Staff has contacted Mrs. Christly and asked that she attend the meeting. Mrs. Christly will be at
this meeting to address the committee and to answer questions. Staff asks that the Transportation
Committee forward a recommendation to the Board of Supervisors for final disposition regarding
this matter.

BOUNDARY AVENUE RURAL ADDITION REQUEST
The Transportation Committee considered a request to have Boundary Avenue improved and taken
into the Secondary Road System as a Rural Addition Project during the December 1996 meeting.
The Rural Addition Policy requires localities to request action by the Virginia Department of
Transportation, dedicate an unrestricted right-of-way to the state, and ensure that the dedicated
right-of-way contains no structures or utilities. The Rural Addition Policy also states that the
provision of a dedicated, unrestricted right-of-way cannot be achieved through the use of Virginia
Department of Transportation funds.
During the December meeting, staff asked the Transportation Committee to determine if this
request should be endorsed by the Board of Supervisors, who should assume the responsibility for
providing a dedicated, unrestricted right-of-way, and what funding formula should be utilized for
construction by the Virginia Department of Transportation. The Transportation Committee
recommended that this request be tabled and directed staff to work with the Virginia Department
of Transportation, the impacted utility companies and the citizens along Boundary Avenue to
determine the cost associated with establishing a dedicated, unrestricted right-of-way, as well as
determine the cost for construction.
Included with this agenda item is information reflecting the estimated cost to provide a dedicated,
unrestricted right-of-way based on three development scenarios, the estimated cost for the
construction of Boundary Avenue, and a letter from Mr. Jerry A. Copp dated October 30, 1996
for your perusal. Staff asks that the Transportation Committee consider this information and
forward a recommendation to the Planning Commission and Board of Supervisors that addresses
the questions asked during the December meeting. The October 30, 1996 letter specifies the
various funding formulas that could be utilized for construction purposes.

Request for Rural Addition
Boundary Avenue off Rt. 657 (Senseny Rd.)
Dear Mr. Wyatt and Ms. Hisghman:
The Department of Transportation has researched the request from Ms. Virginia Hisghman and
the Boundary Avenue property owners to take Boundary Avenue into the Secondary Road
System as a rural addition.
We have determined that Boundary Avenue does qualify under the Department's Rural Addition
Policy.
There are several ways in which the road may be constructed:
a.) The Board of Supervisors or others pay 50% of the cost and the Department of
Transportation will match up to 50% of the cost through unaudited rural addition funds derived
from the secondary construction improvement fund for Frederick County.
b.) At the request of the Frederick County Board of Supervisors, the Department would
construct the road with funds from unaudited rural addition funds derived from the secondary
construction improvement fund.
c.) The Board of Supervisors could make application for Revenue Sharing funds. If this
were approved, up to 50% of the construction costs would be funded through the Revenue
Sha-4mg process and the remainder would either come from the Frederick County Board of
Supervisors, the property owners, or from VDOT's Frederick County's unaudited rural addition
funds derived from the secondary construction improvement fund.

In order to proceed, the following must occur:
a) The Board of Supervisors needs to make the request to the Department of
Transportation. If that is made, we will proceed with the staking of the right-of-way for the
roadway (40 foot wide) which will have to be dedicated by the land owners.
b)The Board will have to guarantee the Department of Transportation an unrestricted 40
foot right-of-way with any necessary drainage easements.
c) The Board will have to guarantee that all utilities will be moved which are in conflict
with construction at no expense to the Department of Transportation.
Should the Board of Supervisors desire to have Boundary Avenue added to the Secondary Road
System as a rural addition, at this time we will need a letter of request to be followed by normal
resolution, etc., and we will begin the processes noted above. Also, in this request, I would like
to know what source of funding in which the Board wishes VDOT to proceed.
For your information, any funding that VDOT uses will reduce the amount that may be allocated
to a budget item or major projects in the Secondary Improvement Plan.
