1. Update to Proffer Model

Staff noted to the Committee that, on 2/14/08, staff met with representatives from the consulting
group that created the County proffer model to discuss a potential expansion of the model to
look at transportation. Feedback given at that meeting was that this project would cost
$20,000.00 or less and take approximately two months to complete.
It is anticipated that this addition would give staff and decision makers another evaluative tool
to make use of when rezonings and their associated proffer packages are proposed.

MOTION: The committee unanimously recommended approval to the Board to move forward
with creating a transportation component of the proffer model.
Staff has included a copy of the proposal provided by Tischler Bise. Funding for this item
would come from Transportation budget code 4-010-12240-5604-000-074.

2. Updated Draft of Secondary Street Acceptance Requirements
Staff updated the Committee on the most recent version of VDOT's draft Secondary Street
Acceptance Requirements. Staff noted that the changes were not very substantive, with the
exception that specific width requirements of roadways have been removed.
3. Revenue Sharing
Staff recommended to the Committee that the County pursue a VDOT revenue sharing
award for Renaissance Drive between Route 11 and Shady Elm Drive. The Committee
unanimously recommended this project and the resolution appears later in the agenda.
4. MPO Update
At the MPO level, staff is participating in the formulation of the next Unified Planning
Work Program, which outlines what the MPO projects will be for the coming fiscal year. In
addition to moving forward with a County and Citywide transit study, we are advocating for
a Phase II Route 37 Access Management Study. We will also be starting work on the update
to the Long Range Transportation Plan.

Staff updated the Committee on the status of VDOT's draft access management standards
and Jerry Copp noted that VDOT is preparing to issue contracts on I-81 ramp lengthening
projects at Route 7 (Exit 315) and Route 277 (Exit 307). VDOT is also working to install
turn lanes on Route 522 in the vicinity of Omps Garage and also Bethel Church, and will be
putting in turn lanes at the intersection of 522 and Hunting Ridge Rd.

Road Impacts
Dear Patrick,
It is our pleasure to present this proposal for modifying the Frederick County Development
Impact Model to include the measurement of transportation impacts. I would like to
summarize our qualifications in the context of this assignment, as well present a proposed work
program.
FIRM QUALIFICATIONS
TischlerBise is a fiscal, economic and planning consulting firm with 30 years experience
conducting fiscal impact analyses, developing fiscal and economic models, and preparing impact
fee studies for local governments throughout the U.S. TischlerBise's experience in the area of fiscal
impact analysis is unsurpassed, having prepared more fiscal impact analyses and fiscal impact
applications (over 600) than any firm in the country. The map below illustrates the broad
geographic diversity of our client base, as well as our Virginia clients.

PERSONNEL QUALIFICATIONS
Since Carson Bise was the staff member responsible for over 90% of the work effort for
development of the orginial Frederick County Development Impact Model, Mr. Bise would be
responsible for this assignment as well. A summary of Mr. Bise's qualifications are listed
below.
Carson Bise, President of TischlerBise, holds BS degrees in Geography and Political Science, an
MBA in Economics and is a member of the American Institute of Certified Planners. He has
eighteen years of fiscal, economic and planning experience, having conducted fiscal evaluations
in 25 states. Mr. Bise has developed and implemented more fiscal impact models utilizing the
case study -marginal approach than any planner in the country. The applications he has
developed have been used for evaluating multiple land use scenarios, specific development
projects, annexations, urban service provision, tax -increment financing and
concurrency/adequate public facilities monitoring. Mr. Bise has also written and lectured
extensively on fiscal impact analysis. His most recent publications are a chapter on fiscal
impact analysis in the book Planning and Urban Design Standards, published by the American
Planning Association, and the recently released ICMA IQ Report, Fiscal Impact Analysis: How
Today's Decisions Affect Tomorrow's Budgets. Mr. Bise was also the principal author of the fiscal
impact analysis component for the Atlanta Regional Commissions Smart Growth Toolkit and is
featured in the recently released AICP CD-ROM Training Package entitled The Economics of
Density. In addition, Mr. Bise is a leading national figure in impact fees, having completed over
125 impact fees for parks and recreation, open space, police, fire, schools, water, sewer, roads,
and general government facilities. He is currently on the Board of Directors of the National
Impact Fee Roundtable and is Chair of the American Planning Association Paying for Growth
Task Force.
WORK SCOPE
Task 1. Meet with Frederick County Staff to Discuss Possible Approaches
Carson Bise will meet with County staff and other interested parties to discuss the different
approaches available to meet the County's objectives. Part of this meeting will be spent
defining these objectives. The pros and cons of different approaches will be discussed.
Task 2. Review of Relevant Data and Preparation of Assumption
Based on the agreed upon approach that comes out of the previous task, TischlerBise will
review relevant transportation plans and other information to determine where any data gaps
exist. It is anticipated that some data gaps will be the responsibility of the County to provide
(i.e. cost per lane mile, etc.) and others will be provided by TischlerBise (with input from the
County), based on our State and national experience. We will then prepare memorandum
discussing the data and assumptions to be used in the transportation module of the
Development Impact Model.
Task 3: Development of Transportation Module for Development Impact Model
Based on the methodology agreed upon and outlined in the previous task, TischlerBise will
develop the transportation module. Adding this new module will affect several of the macro
programs embedded in the model, which will be modified as well.
Task 4: Meet with County Staff to Present Transportation Module
Carson Bise will meet with County staff at an agreed upon time to present the transportation
module and answer any questions related to its design and integration into the existing model
structure. Those persons familiar with the existing model should not need additional training.
Rather, this session will provide the overview needed to use and maintain the transportation
module.
TIME AND COST
The time frame for this assignment is four to five weeks. The fixed fee cost for this assignment
is $19,800.
