The Transportation Committee met on August 25, 2008 at 8:30 a.m.

1. Route I1 North Planning Update
Staff updated the Committee on the draft Route 11 North Land Use Plan.
2. Stephens City Speed Limit Discussion

In response to a request by the town of Stephens City to lower the speed limit south of town,
VDOT and staff updated the Committee on the analysis that has been done regarding speed
limits in the Stephens City area. The Committee decided that it did not seem necessary to
recommend a change in speed at this time, but did decide that if VDOT and staff saw the
need to discuss the issue further, it could return.

3. Warren County Truck Restriction Discussion
Representatives from Warren County were present to discuss a potential truck restriction on
Reliance Road. The application notes that there would be increased impact on Stephens
City and Middletown should such a restriction be enacted. Committee members discussed
Frederick County experience with such restrictions in the past and welcomed the Warren
County representatives to return once their Board had decided on a direction.
4. Photo Red Enforcement
Staff updated the Committee on the research and discussions with the Sheriff's office on
the issue of photo red enforcement. Staff is expected to seek a recommendation to the
Boart at the September 29, 2008 Transportation Committee meeting.
5. TIA Standards
Staff updated the Committee on what had transpired during the most recent meeting with
the Top of Virginia Builders and other reps regarding the TIA standards in development.
