Attachments JAB/bad 107 North Kent Street, Suite 202 ® Winchester, Virginia 22601-5000 Item 1: Double Church Road Truck Restriction At the September meeting of the Transportation Committee, staff reported that a meeting had taken place with Warren County and VDOT. At that meeting; Warren County staff indicated that they would be happy to work with Frederick County should support be needed for the truck restriction. Following that report, the Committee discussed a number of issues for staff to investigate. 1. Should the signs warning trucks away from Double Church Road be given some time to work so that the County can judge their effectiveness before moving forward with a full truck restriction. Note: Staff received communication from VDOT on 11/13/2009 that the signs had been installed on 11/12/2009. 2. Did Warren County staff discuss this issue with any member of the Warren County Board of supervisors? 3. Do typical consumer global positioning system products or resources such as www.mapquest.com account for truck restrictions in their guidance, or are they enabled to do so? Staff will be reporting back on these items and seeking a recommendation to the Board of Supervisors on whether to proceed with a formal truck restriction request to VDOT. Item 2: Dairy Corner Lane Discontinuance On August 12, 2009, the Board of Supervisors approved the rezoning #03-09 of Walgreens - Dairy Corner Place. Included in the proffers (attached) is a proffer to close the existing access of Dairy Corner Place to Valley Mill Road (proffer 1.7). In order to perform this discontinuance, the applicant needs cooperation from the County in a form of a petition to VDOT to discontinue use of the roadway (VDOT guidelines attached). Additionally, in the event of closure, the Applicant shall design the closure to maintain pedestrian and bicycle access to Valley Mill Road and Martin Drive (See 5A and 5S on the GDP) 1.8 The Applicant shall dedicate 10 feet of right of way across the Property frontage with Valley Mill Road prior to issuance of a certificate of occupancy for any building constructed on Tax Map Parcels 54F-1-9, 54F -1-9A, 54F -A-30, 54F -3-A, 54F -3 - Al, 54F -3-A2. Desin Standards 2.1 Any structure erected on the Property shall be constructed using one or a combination of the following : cast stone, stone, brick, architectural block, dry Nit or stucco. Additionally, dumpster pad screen walls shall be constructed of the same niasonryinaterial(s) used for building construction. 2.2 Site lighting shall utilime full cut-off luminaries. 2.3 All structures erected on the Propertyshall utilize the same facade materials in order to promote a cohesive development pattern. 2.4 The design materials and elevation of the proposed pharmacy building shall be in general conformance with the attached exhibit entitled "Walgreens - Dairy Corner Place" dated June 29, 2009. (See Exhibit A) 3. Monetary Contribution to Offset bripact of Development 3.1 The Applicant shall contribute the amount of one thousand dollars ($1,000.00) to Frederick County for fire and rescue purposes. Said contribution shall be made prior to issuance of a building permit for Tax Map Parcels 54F-1-9, 54F -1-9A, 54F -A- 30, 54F -3-A, 54F -3 -Al, 54F -3-A2. 3.2 The Applicant shall contribute the amount of one thousand dollars ($1,000.00) to Frederick Count), for Sheriff's Office purposes. Resident Engineer prepares a discontinuance assembly and forwards it to the Secondary Roads Division, including: ❑ Public Hearing Transcript, if a hearing was held. ❑ Comments and recommendation of appropriate action. ❑ Copy of petitions by LG8 and/or abutting land owners. Secondary Roads Division reviews the assembly, assures prescribed procedures are met and processes the assembly for appropriate action by the CTB, which may, from its findings: ❑ Discontinue the section from the Secondary System ❑ Dismiss the motion for discontinuance, OR ❑ Take other appropriate action. The LGB and VDOT staff are noted of the action taken by the CTB and VDOT's Official records are revised accordingly, Notes: The powers and procedures for any subsequent abandonment of a road that has been dicontinued as a part of the Secondary System of State Highways is vested in the Board of Supervisors underthe provisions of § 33.1-157, Code of Virginia. Discontinuance of a road as a part of the Secondary System of State Highways removes the State's obligation to maintain the road at public expense. The road remains a public road over which VDOT exercises no authority. Any appeal of the findings of the CTB shall lie to the circuit court of the county and conform to §33.1-47, Code of Virginia. Page 42 Item-": 2010/2011 Capital Improvement Plan It is once again time to update the Frederick County Capital Improvement Program. Staff has attached the transportation section from the current program. Staff is recommending carrying these items forward into the 2010/2011 Plan. rd PRIORITY 4 Frederick County Library Branch- Route 522 South Description: Construction of a 7,000 sq. ft. branch library with expansion possible to 10,000 square feet. Initial parking should be for up to 35 vehicles. The proposed location is yet to be determined and is dependent on future development. The first step of the project would be the acquisition of the land of 3 to 4 acres. Capital Cost: N/A Justification: This population group is not close to a library in the regional system. This area also lacks a community center that a library with meeting room could help fill this need. The Library will provide materials and programming for patrons from toddlers to senior citizens. It will provide recreational and educational materials. It will be a prime source for homework help since it will be open nights and on weekends when school libraries are closed. The library will supply computer access for word processing and other office applications and for Internet usage. There will be a meeting room of 425 square feet in which area groups can meet. Construction Schedule: TBD Transportation Committee Pro*qct Priority List PRIORITY 1 Planning, Engineering, Right of Way and Construction Work for Route 37 Description: This project would be to continue work on the Eastern Route 37 extension. More specifically, to update the Environmental Impact Statement to the point of a new Record of Decision and to update the 1992 design plans to address the current alignment, engineering guidelines, and possible interchange improvements. In addition, this allows for advanced engineering, right of way purchase and construction. Capital Cost: $300,000,000 + Justification: This project moves the County closer to completion of a transportation improvement that would benefit the entire county and surrounding localities. Construction Schedule: TBD PRIORITY 2 Interstate 81, Exit 307 Relocation Description: Construct a relocated Exit 307 interchange. Capital Cost: $60,000,000 Justification: This is a regional transportation improvement that will address congestion in many areas of the County and address coming development to the surrounding areas. Construction Schedule: TBD 29 PRIORITY 3 Warrior Drive Extension Description: Construct a 4 -lane divided roadway beginning at Route 277 where Warrior Drive intersects from the north and continuing that roadway south and west to intersect with I-81 at the location of the relocated Exit 307 interchange. Capital Cost: $23,200,000 Justification: This is a regional transportation improvement that will address congestion in the Southern Frederick area and address development to the surrounding areas. Construction Schedule: TBD PRIORITY 4 Channing Drive Extension Description: Construct a 4 -lane divided roadway beginning at Senseny Road where Channing Drive intersects from the north and continuing that roadway south to intersect with Route 50 East at Independence Drive. Capital Cost: $20,600,000 Justification: This project has been identified in the Eastern Road Plan, and will address congestion in Eastern Frederick County and address development to the surrounding areas. Construction Schedule: TBD PRIORITY 5 Widening of Route 11 North to the West Virginia State Line Description: Improve Route 11 to a divided 4 and 6 -lane facility as detailed in the Eastern Road Plan. Capital Cost: $47,800,000 Justification: This is a regional transportation improvement that will address congestion over a large area of the County and address development to the surrounding area. This project improves the safety for the traveling public by reducing congestion and improving the flow of traffic. Construction Schedule: TBD PRIORITY 6 Brucetown Road/Hopewell Road Alignment and Intersection Improvements Description: Realign Brucetown Road to meet Hopewell Road at Route 11. Improvements to this intersection will address comprehensive planned development's traffic generation in the area. Capital Cost: $3,000,000 30 Justification: This is a transportation improvement that will have significant impact on the Route 11 corridor. The location is identified by joint planning efforts between the county and VDOT. Construction Schedule: TBD PRIORITY 7 Senseny Road Widening Description: Widen Senseny Road to a 4 -lane divided roadway. This project is not dependent upon, but is being coordinated with the implementation of Route 37, Channing Drive, and development in the area. Capital Cost: $22,800,000 Justification: This is a transportation improvement that will have significant impact on Eastern Frederick County. This project is identified in the adopted Eastern Road Plan. Construction Schedule: TBD PRIORITY 8 East Tevis Street Extension Description: Construct a 4 -lane divided roadway beginning at Route 522 and going west approximately 0.2 miles to connect to the road network being constructed by the Russell 150 development. Capital Cost: $2,600,000 Justification: This is a regional transportation improvement that will address congestion in many areas of the County and address development to the surrounding area. The location is as identified by joint planning efforts between the county, VDOT, and the developer. Construction Schedule: TBD PRIORITY 9 Inverlee Way Description: Construct a 4 -lane divided roadway beginning at Senseny Road and going south to Route 50 East. This project is being planned in conjunction with improvements to Senseny Road and surrounding development. Capital Cost: $10,200,000 Justification: This is a regional transportation improvement that will address congestion and provide an additional needed link between Senseny Road and Route 50 East. Construction Schedule: TBD 31 PRIORITY 10 Fox Drive Description: Add additional turning lane(s) to Fox Drive where it intersects with Route 522 North. Capital Cost: $250,000 Justification: This is a transportation improvement that will address congestion at this intersection. Construction Schedule: TBD PRIORITY 11 Renaissance Drive Description: Construct a connector road between Route 11 and Shady Elm Drive. Capital Cost: $2,000,000 Justification: This is a transportation improvement that will address congestion at key points along Route 11 and Apple Valley Dr.. This project is identified in Secondary Road Improvements Plan. Construction Schedule: TBD PRIORITY 12 Revenue Sharing Description: Plan to prepare for future revenue sharing applications. Capital Cost: $3,000,000 Justification: This project is intended to prepare the county for future revenue sharing applications that may or may not include developer contributions. Construction Schedule: N/A PRIORITY 13 Senseny Road Bicycle and Pedestrian Improvements Description: This project will construct bicycle and pedestrian improvements along Senseny Road from Greenwood Road to the I-81 crossover. Capital Cost: $2,000,000 Justification: This project will improve pedestrian safety along a corridor surrounded by residential development and centered upon the Senseny Road Elementary School. Construction Schedule: N/A 32 PRIORI'T'Y 14 Frederick County Eastern Road Plan Description: This project is intended to address all of the planned transportation improvements in the County Comprehensive Plan, Eastern Road Plan that are not noted individually above. Ken Simonson, chief economist for the Associated General Contractors of America, said no other industry in America has unemployment as severe as the 18.7 percent current unemployment rate in the U.S. construction industry. In summary, the news conference Friday by these and other representatives of the Transportation Construction Coalition indicated the highway construction industry is reeling and expects things to be worse in 2010 unless a five- or six-year highway funding reauthorization bill is passed by Congress and signed into law. The coalition released results of a nationwide survey of 527 highway and transit contractors who were asked about hiring practices, planned spending on equipment, backlogs of work, and other issues. Simonson said 87 percent of the respondents reported they do not have enough work on their books for 2010 to prevent having to lay off non -seasonal employees, which is far less common for this industry than layoffs of seasonal employees, he noted. The $27 billion of federal stimulus money devoted to highway construction has helped many contractors and has saved construction jobs, but "road and transit builders have no confidence that the stimulus will be enough" without a long-term spending program, Simonson said. State funding of highway construction is also depressed, he said, adding, "If anything, I think that state funds for highways are going down even more in 2010." "At this point in time, we think our industry is in a very serious state," said DeFeo, whose company is based in Westport, Conn. He said the company now has 5,000 U.S. workers, down from 9,000 about 18 months ago. The coalition hopes to see action soon on a six-year surface transportation reauthorization bill, which U.S. House Transportation and Infrastructure Committee Chairman Jim Oberstar, D -Minn., supports. As recently as Oct. 28, Oberstar joined a Capitol Hill rally by heavy equipment manufacturers and called on Congress to pass the six-year bill being prepared by his committee. "The projects funded by the American Recovery and Reinvestment Act have put people back to work all over the country, but those funds will run out," he said. The Virginia Department of Transportation says it's ready to keep the state's roads clear of ice and snow this winter, despite cutbacks elsewhere in the agency's budget. VDOT says that it increased snow -removal funding by about $4 million so it can provide adequate manpower, materials and equipment to get the job done. The agency has a $79.6 million snow -removal budget for state -maintained roads this winter. Another $14 million is budgeted for snow and ice removal on roads maintained by the state through interstate contracts. The department says more than 3,000 crewmembers will be standing by to handle snow removal. More than 2,300 pieces of equipment, 62,000 tons of sand and 239,000 tons of salt will be available. Budget shortfalls are leading to the cutbacks in the plan which runs until 2015. The Commonwealth Transportation Board will hold a public hearing in Richmond to get feedback on potential cuts. This comes on the heels of more than 500 layoffs at VDOT and the closure of 18 highway rest stops around the state. Governor -elect Bob McDonnell (R) has vowed to re -open the closed rest areas, but has not specified how he will fund the transportation needs. Beverly Perdue said Monday. WATCH VIDEO Charlotte loop to be built with private funds The first time a public-private model will be utilized in the state, the plan will will require contractors to design and invest in the project to allow the state to move more quickly on other transportation projects, the governor said. Monday's announcement left State Rep. Robert Stevens, R -Wake, and others questioning why a similar plan couldn't have been utilized for construction on Interstate 540 in Wake County, where construction will be financed with tolls. "We were told there were no other options — a couple years ago," Stevens said "Apparently there are now some other options, so that's good. It's good for Charlotte, but how about let's share the opportunity across the entire state of North Carolina." Mark Foster, chief financial officer for the state Department of Transportation, said the size and cost of the I-540 project makes it too big for the design -build -finance plan. For example, the 18 -mile stretch of I-540 now under construction has an estimated price tag of at least $1 billion. The DOT is still in the very early planning stages for another 30 -mile segment that would complete the roadway. There are not cost estimates for that part of the project. In contrast, the 5 -mile remainder of Charlotte's outer loop is estimated to cost $185 million. "The real key is the size of the project and what money is coming in the door to pay that back," Foster said. "With the remainder of the loops, we just don't have enough state revenues or federal revenues to pay back money of that size. We have to find another way to collect money to pay back debt." About $50 million in private financing will go to complete I-485 and build an interchange between I- 485 with Interstate 85. The state will pay back the funding in 10 years, Perdue said. The rest of the of $540 million project, which also includes widening part of Interstate 85 in Cabarrus County, will be funded with $265 million from the North Carolina Highway Trust Fund and $250 million from federal loans. "All other loops are important priorities in North Carolina, and we're not putting any of them on the back burner." The 65 -mile I-485 is one of several traffic loops planned in the state to help ease congestion in urban areas. Interstate 295, for example, is also under construction in Fayetteville, and Interstate 840 is under construction in Greensboro. In recent years, funding for these projects has been controversial. Last year, Charlotte transportation leaders asked the Obama administration to freeze federal funding for all state highway projects, claiming the state's funding formula for loop projects was unfair. Route 7 is being ripped up while crews work on the Dulles rail extension. The Beltway in the area is being widened for HOT lanes. VDOT is hoping the buses will encourage more people to stop fighting traffic in their cars. "The transit effort is now a comprehensive effort through Prince William, Loudoun County and Tysons Corner to keep people out of their cars," says Nick Nicholson, VDOT Regional Transportation Program Director. People in the Woodbridge area can catch the OmniRide bus starting Monday. It will pick up passengers at the VRE station. For the first week, riders won't have to pay anything to take the bus. After that, it will cost $4.80 roundtrip with a SmarTrip card. The Fairfax Connector will offer shuttle service later this month. People can catch it for free in the middle of the day. Supervisors have also approved bus service from Loudoun County to Tysons Corner. The service won't start until next year. The new buses won't disappear once the construction is complete.
