The Frederick County Historic Resources Advisory Board (HRAB) will be meeting on Tuesday,
January 20, 1998 at 7:30 prn in the First Floor Conference Room of the Frederick County
Administration Building, 107 North Kent Street, Winchester, Virginia.
The purpose of this meeting is to gather final comments and make recommendations concerning the
two rezoning requests that were presented to the HRAB on December 16, 1997. Enclosed you will
find brief summaries of the discussions pertaining to the rezoning requests presented during this
meeting. The comments made by the HRAB during the January 20, 1998 meeting will be forwarded
to the Planning Commission and the Board of Supervisors for consideration during their review of
each rezoning application.

Historic Resources Advisory Board Comments
December 16, 1997 Meeting
Kernstown Summary
• There is concern that the viewshed of the battlefield will be affected, especially when
looking down onto the proposed facility from atop Pritchard's Hill. A comment was made
that buffering and screening should take place around the entire property. In addition,
someone questioned whether or not it would be possible to proffer the height of the
building.
• A comment was made that the further north that the property is developed, the greater the
impact to the viewshed. Thus, someone mentioned the possibility of rezoning just the
portion of the land on which the the facility would be constructed. Another suggestion
was that the land closest to the battlefield should be set aside for open space; someone
mentioned that the stormwater management for this site could be placed in this area.
• It was also mentioned that VDOT's right-of-way could be provided on this site so that
land isn't taken away from the section of the Grim Farm where the Kernstown Battlefield
Resource Management Plan calls for a pull -off easement.
• Another suggestion mentioned was that the owner of the site could proffer out offensive
uses. Someone else followed up this statement by mentioning that problems such as noise
would not be conducive for operating a battlefield park.
• At the meeting, staff was handed a copy of the Frederick County - Winchester Battlefield
Network Plan. Under the battlefield network goals section of the plan, the following goal
was hightlighted: `preserve and protect the historic appearance and character of the key
battlefield sites, their viewsheds, and their approaches. " In addition, the following
passage is highlighted: "any new, intensive, non-agricultural uses in the core areas
should provide means to protect viewsheds as apart of their development plans. "
Finally, in the recommendations for local planning section of the plan, it states that
`provisions should be made for protecting the historic and scenic character of views
around key battlefield sites and along designated tour routes. "
Historic Resources Advisory Board Comments
December 16, 1997 Meeting
Carysbrook Summary
• Dave Holliday mentioned that the Carysbrook house would be taken down and its
materials salvaged. A comment was made that the Department of Historic Resources
should be notified of this so that they could thoroughly document the house beforehand.
Mr. Holliday did not object to this proposal.
• The main concern was for the redoubts on the property. Mr. Holliday said that he would
work around them if someone could prove their significance. Mark Lemasters and Ben
Ritter were mentioned as authorities on this subject that should be contacted. A study was
done by students from JMU which documented the redoubts, but additional investigation
could be performed by the Department of Historic Resources (by Bob Jolley,
archaeologist).
• A suggestion was made that the Department of Historic Resources and VDOT should be
contacted to find out what they are doing with the Hillandale Redoubts. It was
mentioned that an attempt should be made to preserve all the redoubts since they were all
part of one fortification system. However, if Route 37 would claim the other redoubts,
the preservation of the Carysbrook Redoubts would be that much more critical.
• Several suggestions were mentioned for preserving the redoubts. One suggestion was to
incorporate it into landscaping if an office complex were built on the site. Another
suggestion was that the redbout and areas around it could be dedicated for open space
which could be accessed via a footpath. This elicited a positive remark from Mr.
Holliday, as he said that he would consider dedicating open space, similiar with what was
done at Star Fort.
