The HRAB will discuss the following items: AGENDA Review of the Sempeles rezoning proposal, submitted by Charles E. Maddox of Gilbert W, Clifford and Associates, Inc. 2. Other. RAR/bah Attachments 107 North Kent Street o Winchester, Virginia 22601-5000 Iter>m # I Sernpeles Rezoning The Historic Resources Advisory Board has been requested to review and provide comment on the Sempeles rezoning proposal, which has been submitted by Gilbert W. Clifford & Associates. The proposal seeks to rezone approximately 103.75 acres from the RA (Rural Areas) District to the M-1 (Light Industrial) and B-2 (Business General) Zoning Districts. The property is located in the rural community of Rest, to the east of the intersection of Route 11 /Martinsburg Pike and the Rest Church Road Interchange on Interstate 81, north of Woodbine Road. (Please see the attached information and location map provide by the applicant.) The applicant confirms that sites included in the Rural Landmarks Survey are proximate to the proposed industrial park. Specifically, the Brining -Adams House, the Rest United Methodist Church, the Schlack House (located on the subject site), and Sasparilla Springs. The Brining -Adams house dates to early 1900 and is said to have an interesting collection of outbuildings, including one of the few surviving blacksmith shops in the county. It is noted that Sasparilla Springs is included on the survey's list of "potentially significant" properties and is located directly to the southeast of the site proposed for rezoning. Sasparilla Springs was built around 1840 by Joseph Payne and has been included on Winchester -Frederick County Historical Society tours. The house is in good condition and is said to be a fine example of the a brick Federal Style The Study of Civil War Sites in the Shenandoah Valley published by the National Park Service does not include the property within any battlefield study areas. Representatives of the applicant will be available at the HRAB meeting to provide additional information on the proposed rezoning. Staff will be seeking comments from the HRAB on the historical elements possibly impacted by proposed development. The comments will be included in the rezoning application package for the Sempeles proposal when it is submitted.
