There will be a meeting of the Comprehensive Plans and Programs Committee on April 11,
1994 at 7:30 pm in the Conference Room of the Old County Court House.
Please let me know if you are unable to attend.
AGENDA
1. Briefing on status of corridor study efforts.
The staff will bring along the maps that have been prepared in relation to the studies
and will give new members a summary of the efforts that have taken place to date.
2. Discussion of steps to be taken to complete the Corridor Studies.
An outline showing the work completed and an outline of the steps remaining to be
taken is enclosed.
3. Discussion of Issues listed and the Goals and Strategies for individual Corridors.
Staff has developed a draft set of goal and strategy statements that need to be
refined for the individual corridors.

(Issues were raised and documented at the public meetings, they have not
been analyzed to any great extent by the Committee. No formal list of
issues has been developed.)
Hold public meetings to get input (July 12 and 26 two separate meeting
locations, one for the Routes 7 and 50 corridors and one for the Route
11 corridor.)
Utilize Frederick County Edition discuss studies and announcing
dates of meetings.
(The intention was to hold two sets of meetings. A first round to introduce the
idea of the studies and get input on issues and a second to show alternate
development scenarios with regulations drafted to achieve the preferred alternative.)

- some residential between Stephens City and Bartonsville
- some industrial near railroad (if careful with truck traffic)
- a good restaurant would be nice (not a drive-in or fast food chain)

- buffer development from Bartonsville historic resources (sight and noise)
- need some commercial and industrial development in the County

POLICY STATEMENTS
FOR CORRIDOR STUDY AREAS

Each of the individual corridor plans will be developed following careful consideration of
the characteristics of the particular area and the stated desires of its residents. The plans
will address transportation efficiency in terms of both the need for improvements to existing
roads, new connections between existing roads, as well as the location and spacing of
entrances onto collector roads and the required traffic controls. Consideration should also
be given to appearance of the corridors in terms of landscaping, setbacks, buffering, signage,
and architecture.
INTENT
The intent of each of these corridor plans is to utilize a combination of planning techniques
to formulate a "blueprint" for each of the three areas being evaluated. It is hoped that, if
followed, these plans will result in the development of efficient, well planned areas. The
road networks which are planned should be capable of handling traffic generated internally,
as well as through trips, for the foreseeable future. Through a combination of landscaping,
setbacks, design standards, and sign controls the corridors themselves should also have a
pleasing appearance.
The following goals and strategies can apply to all three of the corridors.
GOAL - Develop standards that will result in a cohesive appearance along planned corridors
minimizing congestion and visual clutter.
GOAL - Develop necessary road plans to accommodate anticipated traffic demand. These
plans should include both new roads and improvements to existing roads.
GOAL - Formulate a general land use plan that will aid in the implementation and success
of the overall area plan.
GOAL - Ensure that measures are put in place that will provide the necessary protection
for historic and environmentally sensitive areas.
GOAL - Insure that business and industrial uses that locate within the study area are
appropriate in terms of scale and compatibility with surroundings.
STRATEGIES FOR IMPLEMENTING STATED GOALS
TRANSPORTATION
Strategy 1 - Work to implement the recommendations of the Winchester Area
Transportation Plan and insure that adequate road networks are provided with needed road
interconnections.
Strategy 2 - Strive to locate and obtain the needed Right-of-way for Route 37.
Strategy 3 - Formulate design standards for shared business entrances that will minimize
interruptions to the dominant flow of traffic.
Strategy 4 - Require development along road frontages to make accommodations for
pedestrian and bicycle traffic. Plan for interconnected bicycle and pedestrian networks.
Strategy 5 - Plan for major entrances and intersections that are appropriately located and
signalized.
Strategy 6 - Strive for traffic safety through traffic controls, sight distance, posted speeds and
entrance design and location.
APPEARANCE
Strategy 1 - Develop improved landscaping requirements for business uses along street
frontages.
Strategy 2 - Revise setback, buffering, signage and parking requirements to minimize the
negative visual impact of development along corridors.
LAND USE
Strategy 1 - Review buffering requirements to insure that adequate screening is provided
between conflicting uses.
Strategy 2 - Require the location of proposed uses to conform to the overall general land
use plan for the corridor.
Strategy 3 - Develop standards that will insure that site design takes into account
appearance in addition to customary safety, transportation and drainage concerns.
Strategy 4 - Insure that sufficient sewer, water and storm water management facilities are
provided.
Strategy 5 - Examine appropriate density and intensity of development for corridors and
devise means to insure that established limits are not exceeded.
