There will be a meeting of the Comprehensive Plans and Programs Committee on March
13, 1995 at 7:30 pm in the Conference Room of the Old County Court House.

AGENDA
1) Continuation of discussion of Ritter request for sewer extension.
Staff contacted the Department of Environmental Quality to learn their
position regarding the Pioneer Mobile Home Park. Attached is a copy of a
subsequent letter from Mr. Fowler, with the Department of Environmental
Quality, to Mr. Ritter.
Mr. Ritter is currently past the DEQ deadline for filing for a NPDES permit.
Essentially Mr. Ritter has been given a grace period because he was pursuing
an extension of public sewer. If Mr. Ritter were to tie into central sewer it
would essential bring him into compliance with State laws and eliminate the
need for a permit. DEQ's lenience is partially due to the fact that application
for a permit costs around $2,000.00.

If Mr. Ritter is forced to file an application it basically buys him time. He
would need to submit a "plan" stating how he intends to come into
compliance. He has 4 years to actually come under compliance.
I was told by Mr. Fowler that if Mr. Ritter does not get a written statement
from the County within a month, stating our intent to permit his hookup to
public sewer, he will be required to file a permit application.
2) Discussion of how to proceed with Rural Community Center Studies.
Staff has prepared an outline of a suggested approach for the study process.
3) Update of search for property with rail access that might be identified as future
industrial site(s).
I have a meeting scheduled for Wednesday, March 8, 1995 with June Wilmot
to receive an update on some changes in the Board's thinking concerning the
desired approach to this search.

It has been two months since we have received a status report
on bringing your sewage treatment facilities into compliance with
current laws and regulations. If a commitment cannot be provided
by the County for regional sewer service in the very near future,
you will need to submit a VPDES permit application. The VPDES
permit would bring you into compliance with the law, but would also
include a schedule for any required wastewater treatment upgrades.
Please advise me of any written commitments which you have
received from the County regarding your sewage treatment
facilities.

OUTLINE FOR COMMUNITY CENTER STUDY
DRAFT'
I. Assemble existing information on study areas. Some of the information listed below is
readily available, other information will have to be created. Slides of the center(s) may be
helpful for demonstrating various features to the Committee as well as in public meetings.
Acreage - total in area
by zoning
vacant land which could be developed
how much and where
Land use - number and location of residences
public buildings
commercial uses
historic properties
Appearance - entrances to area
building style
size, age, setbacks
density of development
focal points
signs
distinct natural features
Other - What are the issues facing the area
II. Develop a scenario of what could happen in the area under current regulations/policies.
How much in -fill development is possible and what type? This may be primarily a
function of sewer. What's undesirable (or desirable) about this scenario?
III. Conduct public meetings to get input on issues and desires of affected landowners.
Logistics - The format, time and place of the meeting(s) is critical
to successful participation, and participation is critical to
the overall success of the effort to develop policy.
Staff feels that public notice of meetings should state briefly, existing policies and
known issues.
Would it be helpful productive to have one or two landowners within the
Community Center(s) participate in the Committee's discussions?
Input desired - issues facing community
what type of development is desired
what is not wanted
what limits should be established
boundary of the center itself
scale of development within the center
What are the views of the residents on growth, especially if sewer is extended. If
growth is acceptable to residents, where, how much, and what type?
There has been a desire expressed for public sewer. We want to know how wide
spread this desire is and whether residents are willing to pay to extend it.
IV. Draft policies\regulations aimed at protecting desirable features of the center(s), and
guiding new development so as to be in keeping with the desired character.
It may be desirable to create a new zoning category for rural community centers
which is tailored for the types of uses deemed appropriate for these areas. Currently,
neither our RA (Rural Areas) or RP (Residential Performance) regulations would
allow for the continuation of existing land use patterns found in community centers.
V. Present draft policies and regulations to community for input.
Be prepared to modify recommendations based on input\reaction from public.
VI. Take recommendations to Planning Commission.
